A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors. She is also at the head of 12 regional health and social training institutes.

Internationally, the CRF operates in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster Risk Management.

Country context

Mauritania is a country in West Africa with an area of ​​1,030,700 km² (twice the size of France) and a population of only 4.6 million inhabitants. The territory consists mainly of the Sahara Desert, with pasture areas to the east and fertile agricultural land to the south. The climate is extremely arid, with recurring droughts and hot, dry seasons, as well as a rainy season. Administratively, the country is divided into 15 wilayas (regions), subdivided into moughataas (departments) and its official religion is Islam.

Intervention and positioning of the FIU in Mauritania:

The French Red Cross Delegation has been operational in Mauritania since 2000 with coordination in Nouakchott, 2 sub-delegations: Kaédi in the Gorgol region and Bassikounou in the Hodh El Chargui region, and a base in Nouadhibou in the Dakhlet-Nouadhibou region.

The intervention of the FIU in Mauritania is part of a cooperation agreement with the Mauritanian Red Crescent (CRM) with a view to providing it with technical assistance for the development of its operational and institutional capacities in accordance with the principles of Red Cross Red Crescent Movement. Thus, in each project deployed by the CRF, the CRM is an implementation partner.

POSITION OBJECTIVE:

Under the authority of the Head of the FIU delegation in Mauritania; The administrative and financial coordinator ensures coordination relating to the financial, administrative and human resources management of the FIU in Mauritania.

He/she supervises financial, accounting, administrative and human resources management so that everything is in compliance with the standards of the FIU, donors, and other stakeholders;
He/she provides the head of delegation and the projects with the necessary operational service support on financial aspects;
He/she ensures the financial and accounting reporting of the delegation in compliance with the deadline and the updating of Budget Monitoring.
He/she consolidates and validates the financial needs (DA) of the delegation in coordination with the head of delegation; heads of sub-delegation and transmits to headquarters.
He/she represents administration and finances and ensures their proper functioning.
He/she participates in the recruitment of new staff and supports the implementation of specific HR processes.
He/she communicates regularly to the heads of sub-delegation; program coordinator, technical coordinators, logistics coordinator, GRC manager and project manager the state of budget consumption and defines alert/monitoring points.
He/she ensures the verification of payment/justification documents and directs the field finance teams for compliance.
He/she participates in drafting budgets and defining resources for new projects.

Terms of employment

Type of status: expatriate
Type of contract: Fixed-term contract under French law/precariousness bonus paid at the end of the contract
End of year bonus: equivalent to a 13th month pro-rata to the time of presence
Per diem: daily per diem which varies depending on of the country
Leave: 5 weeks of paid leave/year and 21 days of recuperation – Plane ticket 100% covered by the CRf for travel home/mission for leave of 6 months
Health coverage: CFE + Mutuelle MSH (covered 100%) – 75% covered by the CRf
MedEvac/repatriation insurance: YES
Other insurance: provident insurance (death-disability)

POSITION REQUIREMENTS:

Training: financial management; administrator, international solidarity accounting
Level Training: BAC + 4/5 diploma minimum, Professional license or Master’s degree in a finance sector; accounting ; administration; economy ; HR management in relation to humanitarian work and international solidarity.
Level of experience: confirmed with at least 3 years of field/humanitarian experience in finance; accounting ; administrations; HR management; management control; audit, taxation of humanitarian programs.
Essential skills and experience: Experience of at least 3 years in financial management; administration; accounting or HR in a humanitarian organization; very good financial analysis skills; audit; coaching, skills transfer; compliance with procedures; capacity for anticipation and initiative; Ability to develop and produce financial management tools.
Computer knowledge: mastery of the Microsoft Office pack; mastery of accounting management software (SAGA, SAGE, SAARI etc.)
Linguistic Knowledge: excellent command of French (spoken, read, written) essential and obligatory working language; knowledge of English (required)
