Handicap International that runs its program under the operating name Humanity & Inclusion (HI) seeks for The Admin & HR Manager is based in Mae Sot office under the supervision of the HR Manager (Myanmar – Thailand), based in Yangon, Myanmar.

PROJECT HISTORY

Handicap International, now operating under the name Humanity & Inclusion (HI), is a non-profit independent and impartial aid organization working in situations of poverty, exclusion, conflict and disaster. HI works in emergency, post-emergency reconstruction or rehabilitation, chronic crises and development settings.

HI works alongside persons with disabilities and vulnerable populations, taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. HI works to meet the needs and defend the rights of children, women and men with disabilities.

Since its creation in 1982, HI has gone on to work in around 60 countries worldwide, for the benefit of several million people.

In Thailand, HI started working in 1984 and currently implements activities for Burmese refugees along the Thailand-Myanmar border under three thematic areas: Rehabilitation, Disability Social Inclusion (DSI) and Explosive Ordnance Risk Education (EORE).

WORKING ENVIRONMENT

HI Thailand has three main pillars of intervention within the Myanmar/Thailand Program:

  • Armed Violence Reduction (AVR) including Explosive Ordnance/Mine Risk Education,
  • Inclusion of persons with disabilities with Disability Social Inclusion (DSI), with a MHPSS component,
  • Health with project covering physical and functional rehabilitation.

OBJECTIVES OF THE POST

Reporting to the MYTH HR Manager, Admin Human Resources Manager defines and rolls out the HR component of the Programme’s STRATOP in his/her country level.

The Admin/HR Manager is in charge of the overall management of HI Human Resources department (national and international staff) as well as the supervision of the administrative matters.

In HI Thailand, S/he ensures that HR management is consistent. With HI policies and framework with local regulations.

S/he actively analyses changes in context so as to identify the risks and opportunities in his/her scope of responsibility.

JOB DESCRIPTIONAdministrative & Human Resources (HR) Manager.

Mission 1: Management

  • An exemplary manager: embodies HI’s values on a daily basis and is a role model.
  • Manager/administrator: organises the operational management of his/her team, structures work around the processes identified, oversees performance, and facilitates problem solving.

Mission 2: Designs the HR part of the STRATOP and Oversees its associated action plan

  • Supports MYTH HR Manager in drafting, revising and implementation of HR part of the Programme’s operational strategy (STRATOP) in compliance with HI’s policies and mandate.
  • Translates the HR strategy into action plans for HI Thailand as a whole.
  • Produces, compiles and analyses standard HR indicators for HI Thailand and creates HR specific KPI
  • Is responsible for mapping, evaluating, mitigating and dealing with the budgetary, security and social effects of HI-related risks.

Mission 3: Rolls out Standards, contributes to HI’s Expertise and Accountability in his/her scope of responsibility

  • Is responsible for the deployment and monitoring of the quality of all HI’s HR policies, processes and tools in HI Thailand and assists and supervises his/her team with the adaptation and contextualisation of HR frameworks
  • Ensures compliance with HI’s legal obligations and monitors the renewal of legal documents ensuring legal exercising of HI’s activities in the country.
  • Is responsible for the quality and observance of the country’s auditing, internal control and archiving procedures.

Mission 4: Operational implementation of HR

Responsibility 1: Oversees the dimensioning and quality of Programme resources

  • Supports members of the Executive Team with the organisation of communication and decision-making channels to build team organisation charts and adapt HR needs: team staffing, profiles, workforce etc.
  • Oversees advice for the HR part of local partnerships: evaluation, support/training, legal obligations, contract review.
  • Manages and ensures the quality of the country’s recruitment process
  • Coordinates the HR reporting schedule in place on Thailand and in accordance with HR deadlines of MYTH and HI’s global

Responsibility 2: Oversees the Country’s Career Management and Skills Development systems

  • Is responsible for the quality and implementation of the HR cycle including the career-management and mobility policy
  • Facilitates, coordinates and ensures the implementation of the skills-development strategy for HI Thailand

Responsibility 3: Coordinates and guarantees the quality of the administrative management for all members of staff

  • Represents HI towards public administrative bodies
  • Is responsible for the quality and compliance of the payroll process for HI Thailand National Staff

Responsibility 4: Assists managers on his/her Programme with the implementation of HI’s HR policies

  • Ensures or participates in the communication of HI policies and frameworks to all staff: explains, clarifies, answers questions

Responsibility 5: Legal and social aspects: is responsible for maintaining the social environment and ensuring the Programme’s compliance with the legal HR framework

  • Is responsible for the existence, legal compliance and implementation of a staff-representative system within HI Thailand and represents HI on these bodies
  • Ensures that contracts with local legal advisors specialising in employment law are in place.

Responsibility 6: Supports the Country Manager with the deployment of the HR part of the Code of Conduct and the PSEA, the Fraud and Corruption Policy and other institutional policies

Mission 5: Emergency Preparedness and Response

  • Oversees emergency preparedness actions in his/her department and, in the event of an emergency, reorganises the priorities of his/her team in accordance with the humanitarian imperative, in order to ensure a rapid and effective response by HI

It is expected that the position holder will perform any other duties as required by the Line Manager that are commensurate with the position.

Position holder is Line Manager for: 1 Admin HR Officer. 1 Admin HR Assistant

Position holder is technical referent for: HR matters brought up by SMT in Mae Sot

Profile:

Qualification Required: Thai citizen

Academic Qualification

  • Advanced University degree (Master’s or equivalent) preferably in Human Resources Management, Business Administration, Social or Behavioral Sciences is required.
  • Or a First University degree (Bachelor’s or equivalent) in combination with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above
  • Experience
  • At least 4 years of relevant experience in human resources management including HR advisory services, or in a major area(s) of human resources management (HR Contract Administration, HR Reporting, Recruitment or Organizational Design) in an international, public or corporate organization at the national and/or international level is required. Additional 2 years of experience will be applied for those who are holding Bachelor’s Degree.
  • Among above 4 years, at least 2 years of team leadership and coordination with different stakeholders is required.
  • Among above 4 years, at least 2 years experience of developing capability and organisational knowledge sharing is required
  • Relevant experience in a multicultural setting is desirable.
  • Familiarity with the temporary shelters along the Thai-Myanmar border is highly desirable.

Technical Skills & Cross Cutting Skills:

  • Fluent English writing and speaking is mandatory.
  • Strong knowledge of Thai Labour Law, Thai Social Security Fund.
  • Proficient in MS office package.
  • Excellent organizational skills (capacity to prioritize)
  • Very strong interpersonal skills: strong communication and diplomatic skills.
  • Proven managerial skills.

Language skills: Expert in English and Thai language.

Behavioral Skills:

  • Ability to work within a multi-cultural team.
  • Diplomacy.
  • Sense of humour.
  • Practical and problem-solver.
  • Ability to work well under pressure.

JOB CONDITIONS:

Local work contract, fixed duration contract (potential to be extended)
