Administrator/Logistician At Terre des Hommes Italia

Terre des Hommes Italia (TDH IT), member of Terre des hommes International Federation, works in 21 developing countries implementing projects and activities for the benefit of more than 3 million people.

TDH IT implements relief and mid-term programmes and projects in the fields of education, primary health, protection, PSS and child rights.

Detailed Tasks:

a) Supervise the logistic staff of each office in coordination with the Country Administrator,

b) In coordination with the Administrative team, oversee the draft and finalization of the procurement plan of each office and of the Delegation;

c) Supervise the inventory of each office and of the Delegation;

d) Supervise and follow up of the procurement procedures at field offices and Delegation level;

e) Revise and update TDH IT supplier database to facilitate procurement procedures and ensure the selection of trustworthy suppliers;

f) Support the Project Managers on logistic of the activities and procurement procedures;

g) Responsible for the digital ‘share point’ (SP) archive for Finance and Logistics.

h) Ensure due diligence and transparency concerning procurement and logistics and their compliance with TDH IT and donor’s rules and policies;

i) Elaborate new tools (IT, filing, etc.) for the correct management of the logistic activities of TDH IT Delegation;

j) Revise procedures, contracts and other related documents prior to their submission to the Delegate or to other authorized staff;

k) Support the preparation, planning and revision of the budgets as regard as logistics of the activities in coordination with the TDH IT relevant staff;

l) Organize the filing of the procurement procedure documents and support the administrative staff on the accountancy of the logistic expenses;

m) In coordination with the Admin staff, the Admin-Log is the focal point for the preparation of financial and narrative reports to donors as far as logistic procedures, relevant documentation and compliance with TDH IT and donors’ procedures are concerned;

n) If requested by the line manager, the Admin-Log could manage the relationship with donors or national institutions about logistic issues.

Qualifications:

a) Bachelors Degree or equivalent in a relevant field

b) Excellent knowledge of standard logistic procedures and practices

c) Good understanding of financial, procurement and HR procedures

d) Good level of technical IT/communications/construction skills

e) Excellent analytical, oral and written communication skills, including the ability to interact with diverse stakeholders

f) Ability to work within and motivate the team;

g) Fluency in written and spoken English and French; knowledge of Arabic is an asset; knowledge of Italian is a plus

h) Good computer skills

i) Sound organizational skills, precision, rapidity, dependability, and ability to manage and prioritize multiple tasks and meet tight deadlines

j) Willingness and capacity to be flexible and patient when challenged by difficult and frustrating working conditions

k) Prepared to live and work in an uncertain security environment

l) Knowledge of AICS, UNICEF financial reporting procedures is an asset

Professional experience:

a) At least 3 years’ previous field experience in a relief NGO in a similar role

b) Minimum 3 years of previous experience in a managerial position

c) Previous experience in Libya/Tunisia or the MENA region is an asset

Salary according to experience and TDH IT salary scale.
