Bread for the World

Bread for the World is the worldwide aid organisation of the regional and free Protestant churches in Germany. In over 90 countries we help the poor and marginalised to improve their living conditions through their own efforts. Our work focuses on food security, promoting education and health, access to water, strengthening democracy, respecting human rights, ensuring peace and preserving creation. Through outreach, public relations and educational activities in Germany and Europe, we seek to influence political decisions for the benefit of the poor and to raise awareness of the need for a sustainable way of life and business.

Brot für die Welt provides financial support, staff participation, expert advice and scholarships to churches, Christian organisations and other private sponsors around the world who are involved in building a just society, campaigning against discrimination based on origin, gender and religious belief, and helping people around the world who live in need and poverty, whose dignity and human rights are violated or who are currently threatened or affected by war or other catastrophes.

Through our regional office located in San José, Costa Rica, we support around 50 projects from more than 40 organizations (partners from Honduras, Guatemala, El Salvador, Nicaragua and Costa Rica), through financial support, personnel support, scholarships and consultancies. In the financial support, the accompaniment includes dialogue on project proposals, support in the financial management of funds, monitoring and evaluation through project officers.

In addition, support is provided through thematic and administrative advice and training by external consultants and through three collaborators (internal advisors) on specific topics: climate change, advocacy and political dialogue, capacity building with a focus on Brot für die Welt standards (which will accompany this process) and other topics of common interest to our partners.

Background

Brot für die Welt together with a local partner organisation in El Salvador started the implementation of the Youth for Climate Action project.

The project supports El Salvador on the path towards a “net zero” economy. This will be done in line with the NDCs, the Paris Agreement and the Convention on Biological Diversity. Youth will take the lead in climate-friendly model projects, which aim at protecting the Salvadoran environment and mitigating climate change. This project aims to strengthen the capacities, networks and voices of youth and youth organizations. These actors present to private companies, financial institutions and political entities the advantages of green technologies. Thus, the project promotes the diffusion of innovative green technologies and the transition towards a zero-emission economy in El Salvador. It also provides youth, particularly young women, with career prospects and enables them to be active agents of sustainable change.

Youth, including indigenous women, are trained as climate protectors. Once their capacities have been strengthened, youth launch pilot projects on green technologies for the agriculture and energy sectors. Civil society and youth organisations learn to participate in political processes. Knowledge from pilot projects, intersectoral cooperation and advocacy processes is shared in South-North and South-South exchanges.

Objective of the assignment

The project requires the preparation of a baseline study of Greenhouse Gas (GHG) emissions, estimates of GHG reduction from the possible actions pre-established in the project, the construction of a monitoring tool and the annual review (evaluation) and follow-up of the activities developed and their impact on the indicator and goals established in the project through a Monitoring, Evaluation, Accountability and Learning (MEAL) system.

To ensure that IKI projects are results-oriented and achieve results, results-oriented planning, management and implementation are essential. This project seeks to contribute to these objectives through the use of the tool and effective planning of planned activities or others that significantly impact GHG measurement indicators.

Participants involved

The service will be offered to the BfdW, a local organization in El Salvador and the youth participating in the project.

Purpose of the provision of services

The main objective of this consultancy is to strengthen the capacities of the project team and the counterpart in the implementation of a Monitoring, Evaluation, Accountability and Learning (MEAL) system for GHG estimates, ensuring compliance with the standards and requirements of the International Climate Initiative (IKI).

This MEAL system of GHG reduction actions will enable effective project management, facilitate continuous learning, and ensure accountability to all stakeholders.

Activities to do

  1. Develop a baseline of Greenhouse Gas (GHG) estimates based on the project indicators.
  2. Develop a mitigation projection of the planned actions (not necessarily those to be executed) in the project.
  3. Construction of a monitoring and evaluation tool for the Greenhouse Gas Estimates indicator.
  4. Development of monitoring, evaluation and data analysis workshops

Particular characteristics

Role and responsibility of the contractor

The contractor supports and advises the partner organization on behalf of the contractor.

The contractor is not the contractor’s representative to the partner organization, nor is the contractor’s representative to the contractor. The contractor does not assume any of the functions included in the typical project management tasks of the contractor. The contractor provides assistance in communication and dialogue between the contractor and the partner organization, but is not responsible for this. Direct communication and dialogue without intermediaries between the contractor and the partner organization is preserved.

The contractor has no authority to make decisions that impact the cooperative relationship between the partner organization and the contractor. The contractor must not perform any task that may generate a conflict of roles or interests in advising on financing requirements. This excludes above all the possibility of the contractor performing or participating in evaluations or audits required by the contractor to the corresponding partner organization.

The contractor carries out the needs analysis and independently prepares a quarterly work plan, which must be authorized by PPM before its execution, and reports with the same periodicity on the progress of capacity development.

Role and responsibility of the contractor

The contractor is responsible for approving projects and any necessary adjustments or changes to the project, as well as financial reporting and project closures. The person in charge will maintain a constant dialogue with the co-partner.

The contractor undertakes to provide the contractor with all formats, guidelines and training materials available internally so that he or she can become familiar with the BfdW requirements and will be available to answer questions during the induction process.

The contractor designates a contact person within the organization who will accompany the consultancy, approve work plans and receive the consultancy reports.

Scope of service

The contracting party provides the requested advisory services based on the needs of the partner organization and the contractor. The services provided must be tailored to the needs of the partner organizations and the target groups of the project, and therefore must be appropriate to the respective social and cultural contexts. Sensitive intercultural skills and gender sensitivity are required. It is necessary and essential to use the written use of the English language for the preparation of reports.

Bilateral consultancies involve travel to El Salvador that must be fully paid for by the contractor based on our payment conditions (Annex 1) and the financial offer received (the cost calculation template in Annex 2 may be used).

The consulting contract would have a duration of approximately 30 months, beginning on January 10, 2025 and ending no later than June 30, 2025.

If it becomes apparent to the contractor that the estimated time required will be exceeded or that the agreed period of execution cannot be met, the contractor shall inform the employer without delay and agree with the employer on the course of action to be taken.

Reporting

The contractor will prepare half-yearly reports and a final report on the services and activities provided in the corresponding official language (Spanish) and will present it in digital format to the contracting party within 15 days from the end of the period.

The report includes at least the following components:

  • Summary
  • Description of the service process/consulting process (activities carried out, methods used, people involved; deviations from planning must be explained)
  • Description of the service provided and achievement of objectives in tabular form by partner
  • Factors that were favorable to performance and the achievement of goals and those that hindered it
  • Conclusions and recommendations

The contractor must report special incidents separately.

The contractor declares to be willing to hold an evaluation meeting if requested by the contractor.

Requirements for the execution of the assignment/ Necessary qualifications

Contractors must meet the following requirements:

  • Professional qualification demonstrated by studies/experience in measuring Greenhouse Gases.
  • Demonstrated professional qualifications, studies/experience in Monitoring and Evaluation processes.
  • Proven experience in using MEAL tools (Excel, Monitool or other)
  • Planning and design of in-person and virtual training and consulting
  • Implementation of donor specifications and requirements in projects
  • Skills in using virtual training and meeting tools and having professional accounts (e.g. Moodle, Zoom, Virtual Whiteboard)
  • Ability to work with groups
  • Systemic vision
  • Analytical capacity
  • Empathy, communication skills, relationship development, ability to focus on potentials and strengths, change of perspective, appropriate treatment of people advised, gender sensitivity, adequate management of emotions, promoting a constructive conflict culture

Range of economic offer

Estimated amount: $4,500 – $7,750 (Includes requested products and follow-up meetings and workshops in San Salvador, flights, if required, necessary materials and tools.)

Type of procedure

The contract will be awarded in accordance with the specifications of the procedures for the award of supplies and services for grant recipients of the Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ / Federal Ministry for Economic Cooperation and Development) on the basis of the Unterschwellenvergabeordnung (UVgO / German Code for Public Procurement with Subthreshold Values):

Several bidders, usually at least three, will be asked to submit a written bid.

Negotiations with tenderers will be carried out if necessary, but tenderers are not entitled to do so. The contractor reserves the right to award the contract without prior negotiation.

The contractor will not pay for the preparation of the offer. If the tender is not considered and/or there is no interest in submitting an offer, we ask you to send the corresponding message to the contact person mentioned above as soon as possible, stating the reasons as far as possible.

General terms and conditions of contract or delivery or other conditions of the contractor that deviate from those specified in the tender documents are excluded. They shall not apply in the event of receipt of the order, even if they were attached to the tender.

Tendering consortia

A tendering consortium is an association of two or more individual tenderers who submit a joint tender. In the case of a tendering consortium, an authorised person must be appointed to represent the consortium. The authorised person shall represent the tendering consortium in a legally binding manner vis-à-vis the contracting party. Each person in the tendering consortium shall be jointly and severally liable for the fulfilment of contractual obligations even after its dissolution. The distribution of tasks within the tendering consortium shall be set out in the tender.

Subcontractors

If necessary, the tenderer may also use third parties to carry out the contract and have them perform the services or parts of the services. If the tenderer uses subcontractors, this must be indicated in the tender. The contractor reserves the right to request information about the subcontractor (for example, about its suitability). The contractor shall also be liable to the contractor for the provision of services in accordance with the contract when using subcontractors.

Data protection in the context of the award procedure

The tenderer agrees that the personal data provided by him/her will be processed and stored for the award procedure.

When transmitting personal data as part of the award procedure by the tenderer (e.g. own employees, designated contact persons for reference suppliers), the obligation to provide information in accordance with Art. 13 Datenschutz-Grundverordnung (DSGVO/General Data Protection Regulation) or Art. 17 DSG-EKD (Church Act on Data Protection of the Evangelical Angelic Church) must be observed, i.e. the employees concerned must be informed accordingly and their consent must be obtained for the processing of their personal data in connection with the submission of the tender.

When a contract is concluded, the contractor must sign a data protection declaration.

Sanctions List Check

Based on international guidelines [UN Resolution No. 1390 (2002), UN Resolution No. 1373 (2001), UN Resolution No. 2253 (2015), EC Regulation No. 881/2002, EC Regulation No. 2580/2001, EU Regulation No. 2016/1686 and EU Regulation No. 2017/1390 with numerous amendments] funds cannot be paid to recipients who are on the sanctions list of the European Union and/or the United Nations and, in the case of transactions in US dollars, of the United States. The implementation of appropriate security measures is mandatory.

Brot für die Welt will therefore carry out verification measures with all contractual partners against the existing sanctions lists of the European Union and the United Nations and, where applicable, the United States, in order to prevent financial resources being paid to persons or organisations listed on the aforementioned sanctions lists.

Form and content

The offer must be prepared in Spanish and must not exceed 8 pages in length, excluding CVs. CVs must be summarized in a maximum of 2 pages. The offer must be submitted electronically in text form. A natural person authorized to represent the bidder, a contact person for inquiries and complete contact information must be specified.

A complete offer consists of:

Documents to assess suitability:

  1. Brief description of the company or consortium profile (including number of employees and structure, legal form, headquarters and other locations, main areas of specialisation and activity) or brief description of the applicant (with presentation of specialisation and main areas of activity, including linguistic/regional expertise).
  2. If required for the provision of services in the country in which the contract is to be executed (country of residence of the applicant), proof of authorization to practice the profession, for example, business license, registration in professional and commercial registers, tax registers, etc.
  3. List at least 2 to a maximum of 3 references of services performed relevant to this offer.

Additional information if applicable:

  1. Statement on the intended use of subcontractors with a precise description of the parts of the service that the subcontractor will undertake
  2. Tendering consortia shall submit a declaration signed by all members of the tendering consortium stating that each member of the tendering consortium is jointly liable for the contractual provision of the service and that the authorised representative of the tendering consortium represents the listed members in a legally binding manner vis-à-vis the contractor and is in particular authorised to submit the tender and accept payment in respect of each member.

Content offering

  1. Designation of the project team to provide the services, including details of the qualifications, expertise and experience of staff, including linguistic and regional knowledge, and informative CVs.
  2. Application concept in relation to the services described in the service description with a methodological approach.

Financial offer

  1. Indication of the daily rate in USD per person, taking into account what is specified in the payment conditions (Annex 2).
  2. Estimated total quota with complete breakdown of days per employee
  3. Estimate of travel and other expenses incurred (see payment terms for expense eligibility)

The fee includes remuneration and other incidental costs (see clause 6 Terms of Payment). In the case of contractors established abroad, the fee will in principle include all local and national taxes and fees (including value added tax or similar types of taxes). Travel time will be remunerated at half the agreed service rate. Meal and travel expenses will not be reimbursed. The specifications for pricing are defined in the terms of payment (Annex 2).

The budget model in Annex 3 must be used to calculate the budget.

The number of days/trips/workshops/etc. and the budget amount are agreed in the contract as “up to” amounts. According to the contract, the contractor is not entitled to use the entire budget if it is not necessary for the purpose of providing the service.
