Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Timor-Leste, a Small Island Developing State (SIDS), is vulnerable to numerous hazard-related shocks, including floods, droughts, landslides, sea level rise and strong winds, given its geography, topography and fragile infrastructure. Timor-Leste is also susceptible to earthquakes and tsunamis, although their occurrence has been rare. Timor-Leste’s exposure to natural hazards is aggravated by widespread deforestation, as well challenges related to development and endemic poverty. In the recent past, disasters have adversely affected populations through impacts on livelihoods, infrastructure and essential services, including private shelter and public infrastructures. In recent years, climate change has brought increased temperatures and rainfall, sea level rise and ocean acidification, with models suggesting an increase in the intensity and frequency of disasters.

This proposed project will continue the momentum and build upon learning and foundations established by the USAID BHA-funded project, “Strengthening Institutional Capacity for Disaster Risk Reduction and Management (DRRM) in Timor-Leste.” It aims to assist the Government of Timor-Leste to enhance DRRM at national, municipal, and local levels. To achieve this, the project will support the decentralization of TimorLeste’s disaster management system, taking into account the roles and responsibilities of national, municipal, and local actors for effective and efficient disaster prevention, preparedness, response, and recovery activities. As part of the decentralization process, the project will contribute to enhancing National DRM strategic and institutional mechanisms to manage disaster preparedness and response through the finalization of the National DRM strategy. Alongside this, the project will build the capacity of Timor-Leste’s Civil Protection Directorate to develop a DRM training curriculum, strengthen national coordination mechanisms for international humanitarian assistance, as well as capacity building of Timor-Leste’s National Fire Service. In addition, the project will work to strengthen disaster information management, the established early warning system paying particular attention to improving the flow of information from national to local levels and the flash flood/flood forecast system in response to La Niña-related weather anomalies.

Since 2008, IOM has been working on Disaster Risk Management (DRM) in Timor-Leste. As such, IOM has a longstanding relationship with the Government of Timor-Leste including the Ministry of Interior (Civil Protection Directorate), the National Directorate of Meteorology and Geophysics, the Ministry of Social Solidarity and Inclusion, the Secretary of State for Environment (National Climate Change Centre) and the Secretariat of State for Equality and Inclusion, as well as with civil society organisations including the Timor-Leste Red Cross Society (CVTL). At the national level, Civil Protection is IOM’s main DRM partner, considering their leadership in DRM, Early Warning System (EWS), and emergency planning. IOM provides both technical and logistical support to Civil Protection and other Government departments to implement a wide range of DRM interventions at national and local levels. IOM coordinates closely with INGOs and local NGOs, working on DRR-related issues to promote a consistent approach through encouraging (and co-leading when appropriate) the CBDRM network, EWS working group, the CCCM/Shelter Cluster as well as through continuous participation in Humanitarian Country Team (HCT) meetings and other relevant clusters/thematic groups.

Core Functions / Responsibilities:

Under the overall supervision of the Chief of Mission of IOM Timor-Leste and under the direct supervision of the Emergency and Post Crisis Programme Manager for IOM Timor-Leste, the consultant will be responsible for providing strategic advice to the Directorate for Civil Protection on emergency preparedness and disaster risk management. The position is a secondment to be based in the Directorate of Civil Protection, where the consultant will provide day to day advice and support on the subject matters outlined in these TORs.

The consultant, maintaining close coordination with IOM and working directly with the Director General for Operations and other relevant officials in the Directorate for Civil Protection, will support the strengthening of national Disaster Risk Management (DRM) strategic and institutional capacities and mechanisms to manage disaster preparedness and response. The consultant will provide informed advice to the government, IOM, donors, and key stakeholders in DRR, preparedness, emergency response, and post-disaster recovery related policy areas, including some of the specific tasks outlined below:

 Work closely with the Directorate for Civil Protection to improve government capacities for disaster preparedness and response, as well as increase understanding of DRM concepts and initiatives among key government officials.

 Draft, provide technical input, and strategize on institutionalizing the national DRM strategy, reports, and other relevant materials in support of the Directorate for Civil Protection and other relevant disaster management authorities in Timor-Leste.

 Support coordination of IOM Disaster Risk Management programme activities with the Civil Protection Directorate (e.g coordination with officials on activity planning and policy development).

 Strengthen coordination between government and international actors in Timor-Leste (including relevant clusters) on disaster risk management, emergency preparedness, emergency response, and post-crisis recovery.

 In coordination with IOM, support the Government in the development of a national disaster risk management strategy for the country, including mapping out key implementation aspects of such a strategy; and undertake other tasks as requested by the supervisor

Required Qualifications and Experience:

Education

 Master’s degree in International Development, Emergency and Disaster Management, Disaster Risk Reduction, Humanitarian Assistance, Public Policy Studies, with 5 years of experience; or

 University Degree in the above fields with 8 years of relevant work experience

Experience

 Experience in working on disaster risk management policy and strategy development with a strong emphasis on strategy conceptualization and policy advisory services

 Experience in emergency planning and preparedness (in the context of natural disasters)  Progressively responsible professional experience in disaster management and information management in emergency contexts including migration management, humanitarian crisis or a related area

 Experience in disaster risk reduction, community development, project formulation, administration and evaluation  Experience working closely with or advising governments in the context of technical cooperation

 Excellency analytical skills including the ability to perform a variety of conceptual analysis required for development of policies, strategic advice (implementation and evaluation).

 Work experience in developing country contexts is advantageous

 Proven ability to work cooperatively with internal and external stakeholders and leadership roles in convening of groups/forums

 Astute skills in cross stakeholder coordination and relationship management Skills

 Skills in data analysis is required

 Fluency in English and Portuguese is required. Working knowledge of Tetum Portuguese or Bahasa Indonesia is advantageous. Willingness to learn Tetum is required.
