Purpose
This position’s main purpose is to contribute to implementing these commitments with the focus on the francophone LWF Country Programs (Burundi, Cameroun- Central African Republic, and Chad), and some more anglophone Country Programs (to be decided). In particular, the position holder will enhance the capacity in all aspects related to the planning, monitoring, evaluation, and reporting of – and learning from – their humanitarian and development projects. The position holder contributes to the alignment of these projects to the World Service Global Strategy and the use of LWF PMER digital tools for project management and data collection and regularly checks the compliance level to give feedback on the uptake of systems in place.
Also, the incumbent will help to implement SharePoint, contributing to the comprehensive utilization of SharePoint across the organization.
The Advisor will work with a participatory and inclusive approach throughout capacity-building. While much of the Advisor’s work will take place online, the Advisor is also expected to travel to the respective regions she/he is responsible for – to run workshops or to work with staff and partners on the ground.
Required qualifications
University degree in international development, information management, social science, or project management.
Knowledge, skills and experience
At least three years’ experience with project management, program coordination, and monitoring responsibilities, preferably in an NGO or international environment.
Proven experience working with online M&E systems and digital data collection tools.
Proven experience as a trainer on PME standards, tools, and procedures, both in-person and via virtual means.
Proven experience in using web-based systems and digital data collection tools.
Technical Proficiency: familiar with specific M&E software, data analysis tools, or project management platforms relevant to PMERL activities.
Ability to work and travel regularly to the assigned regions.
Effective in negotiation, conflict resolution, and cross-cultural communication.

Main duties
To promote and enhance the capacity of Country Programs on LWF PMER framework, standards, and tools
To improve capacity in PMER processes and tools as laid out in the LWF PMERL Reference Book and the PMER minimum standards.
To support PMERL processes and systems at country and project levels, such as strategy reviews and work planning.
To ensure that good quality PMER data within the online system are kept updated and aggregated reports/plans are produced and uploaded on time.
To provide support and guidance to ensure the preparation of high-quality and timely reports, including data analysis, analysis of qualitative results, and documentation of successes.
To contribute to the preparation of global processes.
To support practically the M&E of selected projects important in WS portfolio.
Promotion of Project Management System (PMS)
To support the implementation of the new PMS system ActivityInfo at the global and country level.
To ensure and support consistent use of the systems in the Country Programs.
To increase accountability, coherence, and cooperation in the collection, management, and sharing of PMER data among Country/Emergency Programs (by using ActivityInfo).
Collaboration with Digital Data Management Unit
To contribute to the development and implementation of the Q&A team’s digitalization work.
Develop M&E plan and related to it the data collection plan that forms the base for using ActivityInfo:
Support the development of project-specific and standard questionnaires.
Support the interpretation and use of data with dashboards and other reports.
Support the compilation and analysis of Country Results Framework (CRF) data and report.
To contribute to the comprehensive utilization of SharePoint across the organization by addressing requests, ensuring that documents are stored in compliance with the standards, providing training.
Training, learning and communicating, knowledge management
The position holder will:
Strengthen the capacities of World Service and Country Program staff if all related matters in a participatory and inclusive way using online trainings and webinars, face to face workshops and individual mentoring, etc. developing modules for e-learning.
Support analysis of qualitative and quantitative outcomes achieved at the project and program level.
Support collective learning at relevant levels through innovative interface, interaction, and visualization of data collected during the project cycle.
To assist in improving the quality of proposals and results-based reporting.
Special Duties: As may be assigned by the supervisor.
Major Challenges
To ensure efficient communication and coordination across the global Q&A Team and to promote the results of its work to the broader World Service at the Geneva and CP level.
