Job Description:

CRS has a long and rich history of collaboration with the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund). Since 2003, CRS has been awarded over $884 million to implement programs in 27 countries, including nine where CRS serves (or has served) as Principal Recipient. For the current three-year cycle 2021-2023, CRS has a confirmed portfolio of seven Principal Recipient grants for a total 3-year budget of around $630 million, in addition to several Sub-Recipient and Service provider contracts.
Job Summary:
You will play a leading role in the development of a state-of-the art platform on the ICS dedicated to Global Fund national partners. You will lead and coordinate a team of Subject Matter Experts (SMEs) and consultants to develop and finalize a suite of capacity strengthening resources (solutions) in the core capacity areas for Global Fund Principal Recipients. You will ensure testing and piloting of draft solutions with natio nal partners to ensure their utility and responsiveness to national partner needs. You will support orientation of the HPI Global Support Team and Country Program teams to the use of existing and forthcoming solutions available for use with national partners. You will be a thought partner in how the HPI online platform can support a fee-for-service capacity strengthening/technical assistance model within and beyond the initial five priority countries.
Roles and Key Responsibilities:

  • Lead the prioritization of capacity strengthening solutions for national partners in each of the four CAT capacity areas (Governance, Monitoring & Evaluation/Program Quality, Supply Chain, Finance.)
  • Coordinate and guide a team of HPI Subject Matter Experts (SMEs) and consultants tasked with developing priority solutions for national partners, including capacity buildinginstitutional strengthening, and accompaniment solutions in accordance with CRS’ holistic capacity strengthening approach.
  • Oversee the development, review, finalization (including copy edit, layout, translation) of capacity building, institutional strengthening, and accompaniment solutions for national partners, ensuring best practices in adult learning and using both electronic and paper-based modalities.
  • Guide the process for testing and gathering feedback on HPI capacity strengthening solutions developed to support national partners.
  • Contribute significantly to the design of the HPI Interactive Platform for National Partners on CRS’ Institute for Capacity Strengthening, including the design, production, and digitization of all HPI solutions.
  • Support regular monitoring, evaluation, accountability, and learning (MEAL) efforts by collecting, analyzing, and reporting data and information from HPI partners.
  • Actively support identification, development and dissemination of case studies and success stories with HPI partners to generate content and resources for the ICS.
  • Actively participate in the agency’s KML Community of Practice.

Required Languages – Fluent English; fluent French preferred but not required.
Travel – Minimal

PREFERRED QUALIFICATIONS

  • MA degree in instructional design or related area.
  • Experience working with international development organizations.
  • Demonstrated ability to analyze needs and apply appropriate instructional systems design processes for variety of technology-supported performance support solutions
  • Demonstrated working knowledge of e-learning development software
  • Graphic design experience preferred

BASIC QUALIFICATIONS

  • Bachelor’s degree in instructional design or related area required.
  • 5 years of hands-on experience in design, delivery, monitoring and evaluation of learning interventions using instructor-led training and e-learning.
  • 5 years of experience creating e-learning in one or more rapid development tools (e.g., Storyline, Articulate suite, Adobe Presenter, Captivate)
  • Experience with web-based collaboration and communication systems technologies, including, but not limited to SharePoint, Adobe Connect, etc.
  • Demonstrated knowledge of project management, technology-based delivery systems, localization, HTML code and/or HTML5, and software troubleshooting
  • Experience with Learning Management Systems (e.g., Cornerstone on Demand, Brainhoney (Buzz) preferred) and on-line survey tools

Internal – HPI Support Team Lead, HPI Communications Manager, PCS Unit ICS Manager, HQ OverOps KML and MarCom Units, Global Fund Support Unit (GFSU)
External – National Disease Programs and Country Coordinating Mechanisms in priority countries, the Global Fund.
