The Inclusion Advisor will provide a protection lens to all of CARE’s programming and operations, including offering a close technical support and guidance to staff implementing protection components of CARE programs.

The Inclusion Advisor will particularly provide close support in the area of Gender Based Violence response and case management where implemented. This role will also work closely with relevant programmatic staff and partners on the implementation of a capacity building plan for mainstreaming protection for our staff and partners.

The Inclusion Advisor will report to the Deputy Director for Program Quality work closely other technical specialists, and in particular the Gender Technical Advisor. He/she will cooperate closely with the Programs Department and Area Office staff in all CARE field locations.

Job Responsibilities:

Strategic Planning & Program Design:

  • Leads the development and implementation of the country office protection/inclusion strategy in alignment with the CARE Yemen strategy.
  • Works with field teams and MEAL department to provide inputs in preparing and conducting protection/inclusion related needs assessments.
  • Supports program development initiatives by participating in proposal development and budget preparations including protection mainstreaming.
  • Participates in Kick off workshops and ensures protection project technical details and donor technical requirements are well understood by the implementing field teams.
  • Contributes to the development, periodic reviews and implementation of CARE Yemen EPP/rapid response strategies.
  • Support the design and implementation of assessments to determine the appropriate form of assistance to deliver protection components.
  • Contribute to, and in some cases lead, the development of the technical design for protection specific proposals.

Program Quality and Technical oversight:

  • Technical focal person for Protection program quality at country office level.
  • Establishes efficient protection programming systems (verification /certification tools).
  • Regularly review protection activity implementation modalities and supports teams to adopt innovative approaches and best practices that meet needs of most vulnerable groups such as women, girls, elderly and the disabled.
  • Leads research and innovation and ensures teams adopt best approaches and practices to improve protection program quality
  • Ensures CARE is a high quality implementer of quality protection sensitive projects across Yemen. • Provide technical assistance in implementation of activities that aim particularly to address gender-based violence (GBV) response.
  • Provide overall technical support and leadership to CARE and implementing partners in the development and implementation of protection activities
  • Support the development of materials, SOPs and guidelines for protection activities in Yemen context.

Monitoring, Evaluation and Learning (MEAL):

  • Works with the MEAL department to establish an efficient and effective protection program monitoring and evaluation system including feedback and referral mechanisms, and protection mainstreaming tracking.
  • Supports CARE to define and develop standardized tools and approaches, including but not limited to Referral network mapping and support, Multi sectoral needs assessments (protection aspects), GBV survivor case management tools and systems.
  • Supports Program coordination team in reviewing and editing protection related donor reports.
  • Supports teams in undertaking internal and inter –agency assessments. This will include development /review of questionnaires, analysis and reporting of assessment findings.
  • Supports all protection related baseline and end line assessments including reviewing of reports.
  • Follows up on implementation of recommendations from external evaluation of protection projects.
  • Undertakes regular field visits to monitor protection programs and conduct periodic program reviews with staff and partners
  • Documents lessons learnt from CARE and partner protection programs for wider dissemination.

External Coordination and Representation

  • Represent CARE at relevant Cluster, Donor and General Coordination meetings as requested by line manager
  • Work with DD-PQ and Program Quality unit to ensure production of necessary materials to disseminate information throughout CARE International and externally. Such materials may include situation reports, program strategy, fact sheets, briefing notes and any others requested by CARE International members.
  • Act as a primary focal point for donors including coordinating with relevant CARE Member Partners for the submission of reports, responding to questions from the donor, organizing of monitoring visits and general representation to CARE Yemen’s current and potential donors

Capacity building and Staff management:

  • Leads capacity assessment and capacity building planning for CARE and partners staff in protection related issues.
  • Supports internal and external capacity building of CARE and partner protection field staff.
  • Acts as a resource person in workshops and trainings both in-service (formal) and on the job (coaching) for all staff on protection program and protection mainstreaming.
  • Train key national and international staff in specific protection management competencies and mainstreaming.
  • Support recruitment and line management of any protection staff
  • Supports all program staff in understanding protection and protection mainstreaming.

Coordination & Representation:

  • Represents CARE at all protection Cluster meetings, Technical Working groups, strategic Advisory Groups, ministries and authorities or any other protection related meetings and events within Yemen.
  • Represents CARE Yemen protection team on protection related fora outside Yemen.
  • Technical focal person for protection program and acts as a focal link between the country office and technical teams CARE headquarters.
  • Coordinates with other CARE Yemen sectors, WASH, FSL, RH, Gender, Education etc. and ensures there is an integrated approach in the overall CARE Yemen programming.
  • Coordinate with other protection implementing agencies, local, national and international, line ministries and local authorities.
  • Support external representation as needed, especially in meetings with operational partners, other actors working in the sector, and donors.
  • Contribute to maintaining relationships with donors, peer organizations, research and other institutions, participate in forums in the area of Protection to collect and share best practices and promote CARE’s work.

Educational / Training:

Master’s degree in Social Work, Psychology, international development, law , Public Health or equivalent.

Experience / Technical Skills

  • 5 years experience in designing and supporting operations of protection focused programming.
  • Experience in delivering psychosocial support and case management for survivors of GBV.
  • Experience in offering technical oversight in protection Experience living and working in difficult, protracted-conflict settings.
  • Fluent written and spoken English

  • Strong analytical skills, and ability to design and write protection based proposals
  • Strong understanding of gender and protection in humanitarian contexts, and the varying needs of populations in crisis;
