Seeking an Advisor on Citizen Participation/Community Engagement to support a study of the Humanitarian-Development Interface of Communication and Community Engagement in Fiji

CDAC Network is looking for an Advisor on Citizen Participation / Community Engagement with Pacific expertise to support a CDAC Study of the Humanitarian-Development Interface of Communication and Community Engagement in Fiji.

The Advisor would provide advice on regional and global policy and practice on this topic in order to situate study findings in way that promotes discussion, sparks investment and allows for replication of good practice. They would have proven experience in participatory and social accountability approaches and/or citizen and community engagement in the humanitarian or development sectors.

The aim of the study is to go beyond humanitarian coordination and consider the broader systems for two-way communication and engagement with communities. When exploring the ‘humanitarian and development interface’ the study will consider approaches led by government and other actors in development and humanitarian programming, as well as innovative community-led approaches to CCE and local civil society. By mapping these systems, the study will explore and articulate the most appropriate entry points for sustainable and community appropriate systems for communication and community engagement.

This study will be practically focused and while reflecting contemporary theory, not too theoretical in nature.

The study is part of a ‘localisation’ project supported by the Australian Government. We are in Year 4 of the joint CDAC and GTS project and have two fulltime CDAC consultants who sit in the National Disaster Management Office in Suva.

A lead national consultant has been recruited to lead this study and the Advisor will support their efforts.It is locally driven and the lead consultant has an excellent understanding of the Fiji situation. The lead consultant reports to the CDAC Hum-Dev Interface Advisor who is based in Suva.
