TEAM PURPOSE: To collate high quality ratified evidence based influencing, media and campaigning materials and develop targeted products to identified stakeholders that bring attention to the issues facing the people of Palestine and seek to bring about positive change. Team to work within the parameters of Oxfam’s core area of engagement in Palestine as identified with the Country Operating Strategy and Influencing Strategy.

JOB PURPOSE: In collaboration with OPT staff as well as all Oxfam affiliates and partners, lead, coordinate and manage all of Oxfam’s global and national influencing and media work related to OPT. This includes the direct line management of staff and the delivery of programme deliverable outputs. The position holder is part of the OPT Country Management Team.

This role will be working with all Oxfam and partner staff across OPT

IMPACT

This role will have an impact within OPT country office but will also engage within the confederation as needed.

KEY STAKEHOLDERS

This role will need to work closely with programme leads, delegated project staff, senior managers, partner staff, other INGOs, media contacts, affiliate representatives and OI secretariat, and donors.

KEY RESPONSIBILITIES:

Advocacy and Influencing:

  • Work effectively with the Country Director, programme managers, advisors, regional and global policy teams and civil society partners (international and national), to lead the advocacy and media work and analyse policy and practice issues and on-the-ground realities, prioritising and devising innovative activities that will secure positive change for people in Palestine in both the short and long-term, as well as leveraging opportunities and issues that arise in real-time.
  • Lead the development of, update and implement with other Oxfam affiliates the influencing strategy and action plans for OPT, addressing the causes of the conflict and its humanitarian consequences for civilians, analysing power relations and identifying advocacy opportunities. Integrate all elements of influencing, both global and national-level – campaigns, policy, media/communications – into one vision of work.
  • Within the agreed Oxfam influencing strategy, lead the team in the development of Oxfam policies and policy documents and briefs in relation to OPT.
  • Provide influencing advice and direction to Oxfam in OPT ensuring a good and productive collaboration within the Influencing team and with Oxfam programs; coordinate with the wider Oxfam coordination structure on Rights in Crisis and other global campaigns as relevant, feeding in OPT information to global advocacy as needed;
  • Support the Country Director and others in building consensus among Oxfam affiliates on policies, and coordinating the internal sign-off process on all OPT policy issues.
  • In coordination with the team, lobby and maintain contact with diplomatic representatives and other relevant bodies based in the OPT and Israel. Share information from lobby meetings with Oxfam lobbyists addressing OPT globally. Maintain close relations and coordinate advocacy with other international NGOs, AIDA and UN agencies in the OPT.
  • Where applicable advise, liaise with and/or facilitate advice to a diverse network of Oxfam partner organisations in their advocacy efforts and contribute to strengthening the link between Oxfam advocacy and the programs of partners.
  • Support the programme leads to ensure adequate input into national influencing components of project proposal design, budgets and reporting to donors. Work closely with Oxfam MENA teams, Oxfam International teams, and Oxfam affiliates to ensure coordinated approaches on advocacy that achieve the most impactful positive change.
  • Coordinate and conduct systematic representation and lobbying at the national, regional and global levels, in line with agreed delegation and division of labour.

Media and Comms:

  • Within the agreed media and comms strategy ensure the delivery quality media and communication products, both external as well as internal to Oxfam and its back-donors.
  • Support the Country Director and others as relevant with policy and media advice and advise on the nature and quality of products prior to formal private or pubic release
  • Ensure that appropriate resources are allocated to maintain and enhance our digital and social media engagement.
  • Ensure that the voice and opinions of Oxfam partner organisations are amplified to wider national, regional, and international audiences.
  • Ensure monitoring and learning mechanisms are in place to evaluate and asses the impact of the media and digital media releases.
  • Work closely with Programme Managers to ensure strategic influencing at both global and national levels, including supporting the Media / Comms team to work with programme colleagues to deliver their products to the highest standards and aligned to donor visibility requirements.
  • Working with the Saving Lives team, Media colleagues and other relevant staff, contribute to Oxfam’s contingency planning from a media perspective. In emergency peaks, coordinate the Oxfam advocacy and media response and ensure suitable and relevant material is available for public release;
  • Coordinate high level representation of Oxfam’s advocacy messages and programme in the national, regional and global media and ensure adequate resources are available to react to media releases.

Leadership and Management:

  • Leading a team of policy, campaigns, media and communication to deliver a comprehensive and effective campaigns and advocacy response to the situation in Palestine.
  • Manage the Advocacy and Media team, including direct management of 3-4 team members on a day to day to basis, performing HR tasks such including goal setting and workplans, personal development plans, and any follow up on HR processes including advising on the recruitment and selection procedure.
  • Manage allocated financial resources and budgets as assigned to the advocacy and media department.
  • Ensure that adequate risk assessments are undertaken to advise on media and policy products as applicable.
  • Contribute to Oxfam’s internal annual and/or quarterly planning and reporting as part of the Country Management Team.
  • Work closely with relevant programme and support staff to ensure that the influencing department is adequately resourced.
  • Work with the Gender Justice Manager, Regional and Global Gender Advisors and Protection Teams, to ensure women’s rights and gender justice is taken into account in policy, advocacy and campaign work.
  • Contribute to the development of the country strategy, programme development, and programme design as required.
  • Ensure capacity-building to deliver Oxfam’s model and theory of change, including advocacy and campaigns with programme staff.
  • Ensure that programmes relevant to advocacy and campaigns are in compliance with donor contractual obligations and that all reporting is of good quality and is done in a timely manner.
  • Ensure that programme learnings are included in advocacy and policy products.
  • Ensure regular monitoring and evaluation of advocacy and policy work and that regular reflection and review is undertaken to continuously improve effectiveness and impact.

EXPERIENCE, KNOWLEDGE & COMPETENCIES

Essential:

  • Advanced Master’s degree in law, International Affairs, Development Studies, Humanitarian Affairs, Social Science, Journalism and any other relevant field.
  • Minimum 5 years of experience in managing campaigns, including use of local and regional media to achieve campaign outcomes.
  • At least 7 years of experience in advocacy and policy analysis in crisis context
  • Personnel and programme management experience.
  • High level of presentability and networking skills to external stakeholders.
  • Proven analytical skills and ability to work with others to develop strategy into action and communicate this to a wider audience.
  • Attention to detail to ensure clear, fact checked, content are conveyed and justifiable.
  • Excellent written and spoken skills in English are essential, and ability to articulate complex scenarios to a broad range of stakeholders.
  • Experience in policy, advocacy, and media work at local, national and international levels.
  • Experience in the development of project proposal and associated budgets, and the ability to deliver high quality programme requirements with in agreed time frames.
  • Proven ability to work efficiently in a fast-paced environment; to troubleshoot and follow projects through to completion, consistently on schedule, without loss of attention to detail and budget.
  • Flexibility and willingness to work simultaneously on a wide range of tasks and projects and ability to prioritize tasks.
  • Retention of objectivity and focus despite external pressures, works well under pressure and attentive to detail.
  • Ability to assess and manage risks associated with advocacy and media engagement.
  • Excellent listening and communication skills with sensitivity to cultural communication differences.
