Advocacy – Campaigner consultant at IMPACT civil society research and development

1. BACKGROUND:

IMPACT – Civil Society Research and Development e.V. , founded in Berlin in 2013, is a non-profit civil society organization with offices in Iraq, Turkey and Syria. Civil society support is the core of IMPACT’s mission through long-term and balanced support to individuals and organizations in the conflict and developed countries. IMPACT main areas of intervention are capacity building, research, peace building and diaspora engagement.

2. We Exist : WE is a Syrian led network of Syrian organizations focused on advocacy. WE aims to “bring together active, vibrant and dynamic civil society organizations to ensure the voice and agency of Syrians is at the forefront of discussions about Syria’s future.” WE works actively with other coordination groups.

2. PURPOSE OF THE ASSIGNMENT:

The campaigner will work with WE coordinator, and members to develop plans for advocacy campaigns, and to create tools, and tactics within the available capacity and resources of WE. The campaigner will support WE coordinators and members in the implementation of those campaigns.

The overall objective of the consultation is to support WE coordinator, and organization members in building, planning and implementing advocacy campaigns that target the public opinion in Europe. The primary purpose of this consultancy is to raise awareness among the public in Europe about the Syrian crisis including the humanitarian situation in Syria, the violations of human rights, and the conditions of refugees. Through this consultancy, the secretary of WE and the organization members will be provided with the required technical support to plan and implement their advocacy campaigns. The consultancy will include an advisory and coaching role for the consultant.

3. SCOPE OF WORK

The assignment is to provide 30 working days of consultancy within 12 weeks of the project. During this period the consultant will work closely with the WE coordinators and members, and support them to achieve their advocacy goals.

3.1. The consultancy is aimed to achieve following objectives:

1- To support WE coordinator and members to develop a concrete achievable action plan for their advocacy to target public opinion in Europe within the available capacities and resources.

2- To support WE coordinator to utilize the capacities and resources to achieve the goals of the advocacy plan.

3- To support WE coordinator and members in implementing their plan, and developing their advocacy skills through coaching and providing consultations.

4- To support in building the techniques and tools for the next 2 years advocacy strategy.

3.2. METHODOLOGY:

Even there will be a quiet space for creativity in this consultancy, but there should be basic standards for the methodology. The consultants are welcomed to share their points of view on methodology in their technical offer.

3.2.1. Desk review: The consultant will review WE current strategy, current plans and other documents related to the advocacy activities of the network.

3.2.2. Collective and bilateral consultation sessions with WE members to understand more about their visions, goals, and available capacities.

3.2.3. Participatory methods such as brainstorming, simulation, group discussion and case analysis.

3.3. KEY DELIVERABLES:

3.3.1. Following deliverables are expected from the service provider:

11- The consultant will provide an advocacy action plan at the end of the 4th week of the contracting period.

12- The consultant will provide a one page progress report each 4 weeks.

13- The consultant will provide a closing report at the end of this consultancy.

3.4. LOCATION:

3.4.1. The majority of the tasks of this consultation will be online. Consultants based in Europe, or worked on campaigns in Europe are encouraged to apply**.**

3.5. TIMEFRAME

3.5.1. This is a short-term assignment for both individual consultants, and institutes for a period of 30 working days in a timeframe of 12 weeks. Tentatively this assignment will start in August 2022 (dates shall be confirmed).

3.6. DUTIES & RESPONSIBILITIES:

3.6.1. The consultant or their representative person will:

3.6.1.1. Sign with IMPACT a consultancy agreement and work as a resource person for the 30 days.

3.6.1.2. Discuss and agree with IMPACT on the final deliverables.

3.6.1.3. Design an appropriate process of the consultancy leading to the desired results.

3.6.1.4. Propose on the most appropriate methodology for effective delivery of the assignment.

3.6.1.5 Submit action plan with the first progress report.

3.6.1.6. Compile and submit 2 progress report and one final quality report (one soft copy)

3.7. SKILLS/COMPETENCIES:

  • Master degree in journalism, international relationships, sociology, marketing or another related field or equivalent experience.
  • Five years of experience working in advocacy, communication, campaigning, public relations or a related field.
  • Knowledge and practical experience in developing collective advocacy plans is highly desirable.
    • Experience working in campaigns targeting public opinion in Europe would be a distinct advantage.
  • A demonstrated high level of professionalism and an ability to work independently and with multiple partners.
  • Excellent written and oral communication skills in English. Arabic and\or French is a plus

3.8 Language: The language of this consultancy including all deliverables and communication is English.

4. TECHNICAL PROPOSAL:

4.1.1. The technical proposal should include but not limited to the following information:

4.1.1.1. A brief outline of recent experience and client references in carrying out assignments of similar nature (Max. 1 pages)

4.1.1.2. Detailed description of how the consultant understands and will respond to the ToR including time frame.

4.1.1.3. Curriculum Vitae of consultants.

4.1.1.4. The consultant methods to provide this consultancy.

5. FINANCIAL PROPOSAL:

5.1.1. The financial proposal must contain overall quotation in Euro for all the services to be provided and must follows the following:

5.1.1.1. Summary of the total costs for the services proposed

5.1.1.2. Any taxes applicable

6. PROPOSED PAYMENT SCHEDULE:

6.1.1. 100% of the payment will be released to the consultant after completing the service.
