The Advocacy Coordinator & Gender’s role is to ensure the development and implementation of the Action Against Hunger advocacy strategy in Mali in connection with the country strategy, by coordinating advocacy actions and programs at the local, national and international level. The department creates advocacy, communication and gender teams and works on 3 main pillars of advocacy; for universal and sustainable access to essential basic services; location and accountability as well as humanitarian access and nexus.
Main responsibilities
Objective 1: Implement the mission’s advocacy strategy and strengthen its participation in the processes of developing or reviewing national sectoral policies, as well as in humanitarian coordination spaces in terms of advocacy in Mali.
The Advocacy Coordinator & Gender responsible for:
- To implement with the country team, the Advocacy strategy of the Mali mission, consistent with the technical strategies of the mission and the Advocacy strategy of Action Against Hunger (international and regional).
- To develop an action plan for the implementation of the advocacy strategy, in collaboration with the Country Director, the Deputy Country Director, the Technical Coordinators and the Base Heads;
- Appropriation of the objectives of the advocacy strategy by all members of the Mali Mission team;
- The integration of advocacy (objectives, indicators) into the project proposals of the mission and the drafting of project proposals of advocacy, as well as the terms of reference of the human resources concerned.
- From the management of information necessary for advocacy, including the consolidation and analysis of key information on the areas of advocacy through the collection and updating of relevant data, monitoring of political, humanitarian and security developments, as well as political calendars, national or international financial, administrative, monitoring of the evolution of the positions of the different actors, etc.:
- In close coordination with the MEAL department, coordinate or carry out the collection of “evidence” by capitalizing on ACF programs in Mali (results of actions implemented to fuel advocacy) based on the influence opportunities identified ;
- Write and prepare summary, positioning and communication documents
- Actively participate in the development of advocacy messages/arguments in the different participation and coordination spaces in Mali
- The drafting of advocacy sections in donor reports, including monitoring and reporting of indicators related to advocacy.
- Coordination of advocacy activities retained in the action plan of the Mali mission:
- Support technical coordinators, program managers, base managers and project managers to implement the advocacy activities planned in the mission action plan,
- Strengthen the capacities of national partners and actors on issues of advocacy/lobbying, campaigning and governance in order to maximize the impact and appropriation of the results of the Country Office.
- Contribute to capacity building of state services/agencies and partner organizations with a view to strengthening their leadership in the coordination of international and national issues (SDGs, Global Partnership, Development Effectiveness, Universal Health Coverage, nutrition)
- Coordinate the development and implementation of the humanitarian advocacy strategy focusing on humanitarian access,
- Participate in institutional meetings and lobbying meetings on the issues concerned by the advocacy strategy in coordination with technical managers + Country Director.
- To identify the national actors to be reached and coordinate with them to bridge the gap with the issues identified by the project teams in the field;
- The design and dissemination of ACF’s advocacy messages on the various issues addressed in the advocacy strategy in Mali.
Objective 2: Coordinate the development of the gender analysis of the mission and ensure the integration of gender in the programs.
The Advocacy Coordinator & Gender is responsible for:
- Conducting the gender analysis of Action Against Hunger in Mali,
- Integration of gender issues in all departments as well as in all ACF programs, projects and strategies,
- To introduce participants to the basic knowledge, skills and attitudes required to ensure gender mainstreaming and GBV risk analysis in field program development.
- Develop, maintain and coordinate the partnership with other advocacy actors (other NGOs, Nutrition Working Group, clusters, health alliances, civil society, etc.) and facilitate joint advocacy actions;
Objective 3: Strengthen the institutional communication of the mission, while ensuring internal and external communication which takes into account the visibility principles of Action Against Hunger donors.
The Advocacy Coordinator & Gender is responsible for:
- To develop communication tools (articles, positioning notes, communication notes) in order to support the identified advocacy objectives,
- Strengthen the capacity of certain key staff on the basic notions of communication,
- Ensure the visibility of the brandings of the various donors,
- Coordinate the production of the mission’s annual bulletin,
- Contribute to sharing and learning about the work of the mission through effective use of internal and external communication channels and systems.
- Produce case studies/success stories with a view to sharing good practices/lessons learned from mission programs/projects,
- Coordinate the partnership with private and public media in Mali and internationally,
- Carry out any other additional tasks which may subsequently be defined by the supervisor.
Objective 4: Ensure team management
The Advocacy Coordinator & Gender is responsible for :
- Management of advocacy, gender and communication teams
- Provides technical supervision of Advocacy Officers on the bases.
- Provide support and capacity building for the teams under his supervision.
- Set objectives and evaluate team performance in agreement with the human resources department.

Formation :
University degree in social sciences (Politics, International Relations, Law, Communication, Public Health)
Specific technical knowledge:
-development and implementation of advocacy strategies in the humanitarian, social and/or development fields
– knowledge of the Malian normative and regulatory framework
-Strong oratorical and persuasive action
-Strength of proposal and analysis and search for creative solutions
– negotiation strength
Experience (years):
-Minimum three years of professional experience related to the position
-Experience similar to the position is an asset
Knowledge of the humanitarian sector:
Social services in the Malian context (health, nutrition, washing, livelihoods, gender, protection an asset)
Knowledge of the organization:
– knowledge of ACF’s intervention policy
-Knowledge of ACF principles and values

Our remuneration package
We are proposing an upcoming incorporation into a dynamic organization of international scope including the following contractual conditions:
- Fixed-term international employment contract of 12 months, renewable.
- Position Based in Bamako with travel to ACF intervention areas in Mali
- Salary according to contribution level V3 between €43,000 and €60,000 gross per year based on the candidate’s experience and responsibilities (it includes per diem and living expenses).
- Accommodation supported by the organization;
- Coverage of return transport costs home – mission – home of the expatriate and his family;
- A one-week break every 3 months with transport costs covered at a ceiling of €886 to the reference area and an extra of €215;
- Coverage of the plane ticket for the annual leave of the expatriate and their companions (once a year);
- 28 working days of vacation per year;
- Allowance for children based at home (aged under 18, maximum 5 children).
