Advocacy Officer – Tegucigalpa Honduras/Guatemala City (Nationals Only) At Norwegian Refugee Council

1. Objective

The purpose of the position of Advocacy Officer for NCA&M is to support the implementation of NRC’s advocacy strategy in the operation of Northern Central America and Mexico (NCA&M), and especially, ensure the development of advocacy and communications actions to promote an adequate humanitarian response and the drive to achieve changes in laws, policies and protection programs for people displaced by violence and in need of protection in Honduras, Guatemala, El Salvador and Mexico.

You will join the Advocacy and Communications team, under the guidance and supervision of the Coordinator, working in close collaboration with the communications officer for NCA&M, and with the program teams, especially protection and ICLA (Information , Guidance and legal assistance). Likewise, she will coordinate with public institutions, international organizations and civil society organizations relevant to the matter.

2.Main Responsibilities

Incidence

  1. Contribute to the implementation of the NCA&M advocacy strategy, by promoting the priorities established for the country office. And in particular, it will support raising attention on the humanitarian crisis in NCA&M and ensuring the promotion of protection laws, policies and programs for people displaced by violence and in need of protection.
  2. Identify opportunities and risks for the implementation of the advocacy strategy in NCA&M.
  3. Perform stakeholder mapping, establishing priorities and holding lobbying meetings with key stakeholders wherever based, or delegated by the NRC.
  4. Coordinate advocacy actions with prioritized international organizations and civil society organizations (national and international).
  5. Provide inputs for context analysis.
  6. Follow up on the development of defined research in the area.
  7. Ensure the coherence and alignment of communication content with the advocacy strategy and programs.

Communication

  1. Support in the creation of communication content related to the advocacy strategy.
  2. Systematize and guarantee the availability of basic technical content for the development of communication materials.
  3. Coordinate with the team and external suppliers and/or consultants the development of audiovisual materials.
  4. Prepare key messages and Q&A.

Visibility

  1. Guarantee the application of the visibility and identity guidelines of NRC, donors and/or partners, depending on each case, in advocacy actions and communication products.

Monitoring and reporting

  1. Monitor and document progress in terms of incidence of ongoing projects, ensuring adequate archiving of verification sources.

Alliances and capacity building

  1. Represent NRC in spaces of articulation with prioritized civil society organizations and public institutions.

Media

  1. Under the supervision of the coordinator and in collaboration with the communications officer, identify and contribute to strengthening relationships with the media to promote advocacy work.

3. Professional Competencies

  • Graduated professional in political science, international relations, law, social sciences or related fields.
  • Minimum 3 years of work experience in advocacy, in civil society and/or humanitarian organizations, or in the public sector.
  • Knowledge of public policies, solid knowledge of the context and sociopolitical reality of NCA&M, and in particular Guatemala/Honduras (depending on the region where you are based).
  • Knowledge of humanitarian and protection principles.
  • Demonstrated ability to achieve results related to the responsibilities of the position; strategic analysis, message definition, communicate with impact, coordinate with diverse actors.
  • Skills to facilitate inter-institutional coordination spaces
  • Previous experience working in complex and changing contexts.
  • Demonstrable experience working with political actors and the media.
  • Excellent communication, interlocution, systematizing, synthesizing and writing skills.
  • Experience working on campaigns will be valued
  • Intermediate level English.
