ABOUT THE MISSION
SOLIDARITÉS INTERNATIONAL was created in Afghanistan in 1980 at the time of Soviet Occupation and has been supporting Afghan people for 38 years. SOLIDARITÉS INTERNATIONAL always maintains its presence in the country until 2018, without interruption covering a wide range of activities, (water, hygiene and sanitation / food security and livelihoods / shelter) for population affected by conflicts or natural disasters, from emergency response to development-oriented programs. The Organization has been working successively in almost all provinces of Afghanistan. In the past years activities were implemented in Wardak, Bamiyan, Khost, Paktika, Samangan, and Kunduz provinces. End of 2018 SOLIDARITÉS INTERNATIONAL had to leave the country due to lack of funding but continued to monitor the humanitarian situation in the country with the willingness to support vulnerable Afghan population. The evolution of the situation in the country, marked by a possible collapse of public services and a halt to certain development projects, as well as an aggravation of the impact of changing climatic conditions on rural populations, leads SI to reopen its mission in Kabul during the last quarter of 2021. In 2022, SI will aim at sustaining its support to vulnerable populations in Kabul, Kapisa, Bamyan and possibly Wardak and Logar
The programs will include the 3 types of intervention regularly supported by Solidarités. Priority will be given to livelihoods and food for the most vulnerable people, especially families suffering from SAM or MAM and in-country returnees. Rural families suffering from the drought will also be supported with agricultural inputs and infrastructure intervention when feasible. Access to safe water and sanitation will be the second axis of intervention, both in urban and rural settings, while paying a particular attention to the resurgence of cholera. Finally, SI will support families who lost partially or completely their shelters over the past few years due to the conflict.
ABOUT THE JOB
- General objectives
The logistics coordinator pilot logistics activities of the mission to ensure the smooth running of SI programs in the country. He.she ensures the implementation of SI procedures and logistics tools on the mission as well as their compliance and proper use, and compliance with donor requirments. He.she contributes to design the mission strategy, drafting and design projects necessary means and activities. He.she supports the head of mission by implementing security measures, providing logistic means, and back up of the CD in case of absence. He.She is the referent on the mission and the link between headquarters and the mission for any issue related to logistics
- Specific stakes and challenges
Fleet (Vehicles and Thermal equipment) management
- Define the composition of batches of board
- Analyze the monthly consumption related to the fleet
- Establish a procurement strategy for fuel, and if relevant, spare parts and consumables
- Supervise the administrative documents related thermal equipment
Premises Management
- Participate to their identification
- Design, negotiate premises renting contracts
- Ensure Premises offers the required security level and are equipped according to security plans.
Management of IT, communications systems and telecommunications
- Size the communication network based on the needs of the mission, and constraints related to the country regulation, and security requirements.
- Ensure the functioning and proper use of communications equipment and compliance with SI communication procedures
- Size the computer park of the mission, assess possibilities for local purchases
- Ensure the maintenance and proper use of computer equipment
Purchasing Management
- Conduct analysis of national procurement, oversee the update of price and providers lists
- Validate the procurement tables
- With members of the coordination, ensuring that the purchase planning is inline with the planning of activities, check consistency of purchase planning with the Supply manager
- Ensure compliance of logistics budget lines and their consumption.
Inventory and stock Management
- Ensure proper management of the mission warehouses, and compliance with storage procedures
- Ensure that physical inventories are regularly conducted and analyze it
Management and supervision of human resources
- Size the logistics team
- Support logisticians during their mission in the fulfillment of their goals
- Evaluate personnel under his direct supervision and participate in the EAP staff logistics of the mission
Priorities for the 2/3 first months:
- With the support of the Admin Co, pursue recruitment and training of the logistic team.
- Ensure development of necessary framework agreements for support and program implementation.
- With the support of the CD / dep Cd and Field Coordinator, possibly identify adapted premises to host Offices and GH at Kabul and field level.
- With the support of the coordination team and FC, launch the purchase processes setting up one or two field offices, as well as 2 or 3 sub-bases.
- Contribute to the mission development by participating to the strategy design and proposal development
YOUR PROFILE
Education: Bac + 5 degree in administrative and financial management.
Experience:
- At least 2 years of experience in Logistic management for an international NGO
- Previous experience with SI and Knowledge of SI tools and processes would be likeable
- Previous experience in unstable environment (conflict / post conflict country)
- Experience in security Management
- Experience of team management
- Previous experience in Afghanistan would be an asset
Technical skills and knowledge:
- Knowledge of Solidarites rules, tools and procedures
- Understanding, knowledges of Afghan cultural / religious codes and habits and capacity to adapt to this environment
- Training and capacity building skills
- MS office.
- Good analytical skills, ability to adapt
- Good communication and diplomatic skill
- Good organization skills.
- Capacity to work under pressure in a tense security environment.
Languages: English, knowledge of a local language would be an asset (Dari or Pashtu)
Other desirable qualities: leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player
SI WILL OFFER YOU
A salaried position
According to experience, starting from EUR 2640 € gross per month (2400 base salary + 10% annual leave allowance paid monthly
and a monthly Per Diem
SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3, 6 and 9 months.
To these break periods, it is necessary to add the granting of one additional rest day per month worked, i.e. 12 days in addition for a one-year contract**.**
Social and health cover
Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
Living conditions are quite fair in Kabul, with possible access to all essential goods and services. It should be remembered that the consumption of alcohol is forbidden in Afghanistan. The security situation can be tense, and travel is sometimes restricted, but it is possible to have a social life.
Living conditions in the field are often harsher (limited access to electricity, harsher weather conditions, isolation, etc.) with paradoxically, depending on the area, less strict security restrictions
COVID 19 :
SI recommends vaccination against Covid-19, using WHO approved vaccines. If possible, the vaccination should be done before departure in order to reduce the logistical constraints once on the ground.
