ABOUT THE MISSION

SOLIDARITÉS INTERNATIONAL was created in Afghanistan in 1980 at the time of Soviet Occupation and has been supporting Afghan people for 38 years. SOLIDARITÉS INTERNATIONAL has always maintained its presence in the country until 2018, without interruption covering a wide range of activities, (water, hygiene and sanitation / food security and livelihoods / shelter) for population affected by conflicts or natural disasters, from emergency response to development-oriented programs.

The organization has resumed its program in Afghanistan in December 2021 and has established a presence in Bamiyan, Kapisa, Wardak and Kabul provinces. It has launched exploratory missions in Nimroz and Farah provinces as well. In 2022, SI has implemented food security and WASH programs and aim at scaling them up in 2023, while beginning operations in Nimroz and Farah provinces. SI currently has 70 employees (4 international employees) with an annual budget of 2m euro. In 2023, this budget should around 6 million, while the team should grow to 150 employees.

In 2023, SI will scale up its food security and WASH programs in Afghanistan, with a particular focus on the South-West. This program will be emergency based, responding to future shocks, in particular future natural disasters and epidemics outbreaks (Cholera). SI will also aim at building community resilience, reinforcing access to WASH services and infrastructure, while developing livelihoods in rural areas.

ABOUT THE JOB

General objectives

Within the Afghanistan mission and under the supervision of the Program Coordinator, the Mission MEAL Manager supports the Program Coordinator and the Deputy Program Coordinators (WASH and Community Engagement) to ensure that the MEAL strategy of the mission is implemented by the mission staffs. The MEAL Manager may occasionally support the Sub-Regional WASH Cluster Coordinator for Central highlands.

Main responsibilities and priorities

Strategic orientation:

  • With the support of the Program Coordinator, develop and set up a sector-based strategy (M&E, accountability, gender, do no harm) in accordance with SI’s policies and priorities for the intervention country
  • Participate in programming work.

Training and technical support:

  • Develop program teams’ capacities in the department’s field of expertise: data collection and analysis (method, format, software etc.), measure of indicators, complaint response mechanism, do no harm analysis etc. Develop training modules along with Program Coordinator.
  • Provide program teams with a technical and methodological support for M&E activities, data management (questionnaire design, sampling, data entry, extraction of useful data and interpretation) and integration of cross-cutting issues.
  • Support program teams in creating or adapting tools for: indicators monitoring, impact monitoring (M&E plan and survey tools) or risk analysis.
  • Provide technical support and training to MEAL team (coordination and field levels) on any MEAL-related topic.

Monitoring and Evaluation of SI programs:

  • Contribute to the elaboration, review and harmonization of M&E tools, data management, especially in M&E Plans. Set up MEAL regulations.
  • Check relevance of reports, analysis, maps, and recommendations produced.
  • With the program teams, follow up donor and internal indicators and archive means of verifications. Communicate with Program teams with means of verification is not correct or indicators will not be met.
  • Propose adjustments, new activities to improve the quality of the operations or approaches, in consultation with PMs and program / technical deputy coordinators.
  • Upon ad hoc request from the program / technical coordinator, perform advanced analysis.
  • Contribute to terms of references for external evaluations and studies.

Accountability:

  • Support the design and roll out of complaints response mechanisms (FCRM) to ensure that it is adapted to each area of intervention.
  • Check that the key principles of the mechanism are respected.
  • Produce regular analysis of the complaints and feedbacks received.
  • Support program teams to apply the AAP principles (community involvement, etc.)

Institutional Knowledge Building (IKB):

  • Build on institutional knowledge on M&E activities and missions’ results (lessons learnt and recommendations) and make sure these are known by PMs.
  • Support recommendation tracking process and work on action plans.
  • Use SI’s IKB tools to document MEAL tools and methodologies/approaches.
  • Produce a detailed handover report in the approved SI format at the end of the employment.

HR management/Capacity Development

  • With the support of the Program Coordinator, participate in building up a robust and effective MEAL department.
  • Participate in recruitment process of MEAL teams.
  • Evaluate and update human resources need, create or update job descriptions, and draft recruitment request in collaboration with Program Coordinator and Administrative Department.
  • Make sure that new staffs are briefed on MEAL’s roles and responsibilities.
  • Participate in the appraisal and in the assessment of the performance of collaborators under his/her supervision.
  • Manage and support the team under his/her responsibility. Ensure team working, safe work environment and good collaboration within his/her team. Conduct workshops and regular or ad hoc meetings.
  • Develop training plan and facilitate technical trainings for project staff.

  • Make sure the FSL staff follow the safety rules set by SI.
  • Welcome and brief new employees (including the local partner’s ones under his/her responsibility).
  • Strictly respects SI process – and ensure that they are respected by his/her team – concerning bribery and fraud, PSEAH and Code of Conduct.

Reporting / communication / representation

  • Participate in writing project proposals and reports’ paragraphs on crosscutting issues and MEAL.
  • Make sure the right formats and delays are respected.
  • Represent SI when asked and/or delegated to do so.
  • Upon request, develop articles, case studies and success stories.
  • Share with the appropriate authority any information on the security context and any event which may have consequences on SI activities and team safety.

Management

The MEAL manager will be based in Kabul. S/he will be at Coordination level, and s/he will be under direct management of the Program Coordinator.

The MEAL Manager will directly manage:

  • At coordination level: 1 Deputy MEAL Project manager (and indirect management of 2 CRM officers & 2 MEAL assistants).
  • At field level (only undirect management): 3 MEAL team leaders (1 for each field office) and 1 or 2 MEAL officers per base.

Main priorities for the first three months

  • With the Program Coordinator, develop and set up the MEAL department (roles, responsibilities and tasks, communication lines, etc.).
  • Participate to the Recruitment / training of MEAL teams.
  • Ensure data analysis, data management is available in the missions.
  • Ensure coding questionnaires (XLS forms to Kobo) is available in the missions.
  • Set up MEAL plans for the new projects.
  • Support the MEAL field teams in setting up adapted and effective FCRM.
  • Trainings to MEAL teams to ensure that the technical MEAL knowledge and skills are available in the mission.
  • Trainings to Program teams on data collection/management/analysis.
  • Support MEAL teams to ensure that AAP is respected since the beginning.
  • Participate in development of new project proposals.

YOUR PROFILE

Education:

Licence or master’s degree in Humanitarian/International relations, social sciences, Business School, Political Sciences, IEP / Sciences Po.

Experience:

Required

  • At least one significant experience as MEAL manager
  • Experience with NGO
  • At least 2 years of experience in MEAL
  • Strong experience in carrying out assessments
  • Experience of working in tense security, volatile and emergency context
  • Experience in team management

Desirable

  • Previous experience in Afghanistan is an asset
  • Experience in delivering training and capacity building of staff.
  • Experience of opening/stabilization mission is a plus (setting up MEAL department)

Technical skills and knowledge:

Required

  • Mastering of data collection (Kobo, XLS coding)/data analysis/data management and data protection
  • Knowledge in proposal design and writing
  • Communication /coordination and representation skills in English
  • Extensive knowledge in AAP – including FCRM
  • Extensive knowledge in M&E plan and indicator follow-up

Desirable

  • Knowledge of SI rules and procedures would be an asset
  • Knowledge on FSL, WASH indicators is a strong asset
  • Skills on GIS
  • Knowledge of donors’ requirements and compliance rules (indicators)

Languages:

Fluent in English, written and spoken. Dari or Pashto would be an asset.

Other desirable qualities: Leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player / Transparency.

SI WILL OFFER YOU

A salaried position
According to experience, starting from EUR 1980 gross per month (base salary EUR 1800 + 10% annual leave allowance paid monthly) and a monthly 600 USD Per Diem given on the mission.

SI covers travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks

During the assignment, a system of alternation between work and time off is implemented at the rate of one break after every two months spent on the mission, with a break allowance of 850 USD allocated by SI.

Insurance package
Expatriates benefit from an insurance package which covers all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system, including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Living conditions and security

The security environment in Afghanistan remains tense, dynamic and volatile. While the risks associated with the conflict between the government and the armed opposition have significantly decreased since 15th of August 2022, third party armed groups (notably ISKP) continue to operate in certain provinces including Kabul and the possibility of the emergence of new opposition groups cannot be ignored. On the other hand, the country has always witnessed a certain level of criminality.

The Country Director is living in a shared guesthouse with the other international staffs.

Living conditions are quite fair in Kabul, with possible access to all essential goods and services. The security situation can be tense, and travel is sometimes restricted, but it is possible to have a social life.

Living conditions in the field are often harsher (limited access to electricity, harsher weather conditions, isolation, etc.) with paradoxically, depending on the area, less strict security conditions.
