Age Gender and Diversity Mainstreaming in Humanitarian Mine Action At Danish Refugee Council

  1. Introduction and Background

Explosive ordnance contamination and other consequences of armed violence continue to impact on the safety of Libyan communities in Libya, with groups and actors experiencing the contamination threat differently based on gender, age, socio-economic, disability and other diversity factors.

As an international non-governmental organisation which promotes and supports durable solutions to these problems, DRC Humanitarian Disarmament and Peacebuilding (known as DDG in Libya) implements Humanitarian Mine Action activities aimed at improving safety, strengthening community resilience, and building local capacities to reduce and remove weapons-related risks and factors. In line with IASG Gender indicators age, gender, and diversity (AGD) mainstreaming (AGDM) DRC adopts an age, gender and diversity (AGD) mainstreaming (AGDM) approach to incorporate diversity considerations into the humanitarian response.

The overall goal of DRC-DDG’s intervention is to improve gender equality within the team and improve AGD awareness within the programming as well as to increase ideas for AGD mainstreaming and transformational opportunities within programming.

The Assignment:

The organization seeks external consultant services to conduct an assessment on age, gender and diversity mainstreaming (AGDM) in the HMA sub-sector and opportunities for improving both through action points and trainings. Subsequently, AGDM trainings are to be designed and delivered.

The consultant will be requested to deliver training to humanitarian mine action related stakeholders from Libya’s national mine action programme including the mine action centre and interested HMA operators.

  1. Consultancy Objectives

Some of the main tasks to be carried out through the consultancy are:

  • Undertake AGD equality assessments with relevant stakeholders
  • Produce AGD assessments in the HMA sector report
  • Develop training materials AGDM and Trainers Manual (1 day training for team members)
  • Development of training materials for AGDM including Trainers Manual
  • Delivery of training to internal/external stakeholders in Tripoli and Benghazi
  • Report including recommendations for improving AGD mainstreaming in the organization and in the sector

The assessment should focus on the following:

  • Key recent statistics on the situation of women and girls, men and boys, especially any specific to HMA and in particular with regards to at-risk and vulnerable groups
  • Analysis of data and trends of impact of explosive hazards on different gender, age and diversity groups in particular with regards to safe access to basic services and resources
  • Key barriers to achieving AGD equality (including social norms, legislative, institutional capacity, political will, awareness of rights, beliefs of individuals, labour policy and practices, etc.) specific to HMA as emerged from primary and secondary sources of the assessment;
  • HMA Stakeholder AGD specific policies and practices in place with regards to National Mine Action Authorities.
  • A mapping of knowledge / information gaps used by HMA actors (e.g. sex-age disaggregated statistical information, information management systems and practices, etc);
  • Realistic objectives/opportunities contributing to achieving AGD mainstreaming in the HMA sector in Libya in terms of organizational and resource allocation, operational practices and activities
  • Clear tangible suggestions for the inclusion of AGDM inputs in the areas of intervention based on the identified gender norms, attitudes and beliefs that drive risks and vulnerabilities and identified opportunities for increasing voice and participation of neglected groups in decision making and humanitarian mine action

The consultant will facilitate the development of a AGDM action plan with DRC-DDG management and staff to address gaps and opportunities identified during the assessment. This will be an operational plan with practical, realistic and actionable steps to improve inclusive participation across HMA activities. The plan will also contain indicators which will help DRC-DDG track its results and impact.

Based on the findings in the assessment, the training should give participants:

  • A solid understanding of AGDM basic theory, mainstreaming and transformational opportunities in the HMA sector.
  • How to apply that to their day-to-day work by ensuring an equal working environment.

Based on the findings of the assessment, the gender equality mainstreaming training should give participants:

  • An understanding of AGDM in relation to HMA programme and in particular to community liaison, survey and land release, EOD, EO RE activities.
  • Ideas for how to apply AGDM to HMA in terms of designing activities, delivering and adapting activities based on monitoring and evaluation inputs.
  • Tools for AGDM.

Outcomes

  • DRC-DDG Libya has improved capacity on AGDM in mine action.
  • DRC-DDG gains age, gender and diversity sensitive insights into its activities and actionable recommendations to make its programmes more inclusive and responsive.
  • DRC-DDG’s approach to age, gender and diversity mainstreaming is more structured.
  • The benefits of DRC-DDG’s programme are more accessible and inclusive among all affected gender and diversity groups.
  • Methodology

The consultant will propose the tools used for the assessment in the form of a workplan. All references and KII’s must be shared with DRC-DDG.

  1. Deliverables

Deliverable 1:

Written Report (x1) – inclusive of a review of DRC’s existing organisational approach to AGD at the country level and gender and a diversity assessment of HMA in Libya with recommendations on how to improve AGD sensitive and responsive practice – based on the methodology/tools provided by the consultant and agreed with DRC-DDG, the report must include inputs from:

  • Desk-based review of key documents related to mine action, gender and inclusion topics in Libya
  • 1x Self-assessment survey (20x survey entries minimum) on age, gender and diversity.
  • 15x in-country individual interviews with key staff and HMA operators representatives
  • 2x in-country focus group discussions
  • 2x site visits in Tripoli and/or Benghazi

Deliverable 2:

Delivery of Trainings – for programme staff/external stakeholders based on report findings.

  • 1x training in Tripoli for up to 25x beneficiaries.
  • 1x training in Benghazi for up to 25x beneficiaries.
  • Trainings to include supporting materials, training modules/methodology to be developed by the consultant and shared with/agreed by DRC-DDG.

Deliverable 3:

Summary Report (x1) – providing an overview of AGD mainstreaming and diversity practice and contribution to gender equality at DRC based on the assessment and global review and a AGD action plan.

  • Delivered in English and Arabic,
  • 20x pages long
  • Inclusive of a list of recommendations and an action plan for enhancing AGDM and inputs into the Libya Mine Action programme.

Please note: Deliverables are not considered final until approved by the DRC.

  • Timeframe

Total timeframe for completion of all deliverables should be no more than 25 days. One day of work is equal to 8 hours. Deadlines may be revised with consent of the coordinator.

  • Payment Schedule

DRC-DDG will offer the successful applicant a 25 working‐day consultancy contract.

Payments as a percentage of the agreed contract total will be made as follows:

Payment 1: Deliverable 1 – Written report- Percentage of Contract Total 940%)

Payment 2: Deliverable 2 Delivery of Trainings -Percentage of Contract Total (30%)

Payment 3: Deliverable 3 – Summary report – Percentage of Contract Total (30%)

The contractors bid should include all costs for work to be undertaken including materials and travel expenses. The training venue, catering and basic material and equipment for delivering the training will be provided by DRC-DDG and should not be included in the Bid.

  • Proven experience in the field of AGD mainstreaming
  • Demonstrable track record of delivering relevant trainings to civil society actors and national authorities
  • Proven experience in conducting assessments on gender, age, inclusion and diversity
  • Preferably knowledge and experience in working in the Libyan context
  • Preferably an educational background in humanities, social science, political science, adult learning, a related field
  • Preferable experience working with NGOs
  • Preferable experience interacting with humanitarian mine action activities or actors in some relevant capacity

Skills

  • Excellent verbal and written communication skills in English and Arabic
  • Strong knowledge of interactive learning methodologies and adult learning methodologies
  • Knowledge and familiarity with risk education, awareness raising
  • Knowledge and familiarity with virtual platforms, online training tools and virtual learning methodologies
  • Strong organizational and report writing skills

  • Financial Evaluation

Bid submissions that pass the technical evaluation will be financially evaluated based on the DRC principle of ‘Best value for money’.

Financial Bids submitted on non-DRC documentation cannot be accepted and will result in the disqualification of the bid from the tender process.

Financial offers should be inclusive of the following:

  • Consultancy fees – an inclusive total amount for all works to be undertaken.
  • Transportation and accommodation costs (international and domestic).
  • Costs for training materials.
  • Any other associated costs.
