ABOUT WFP

The World Food Program (WFP) is the largest humanitarian agency fighting hunger in the world. WFP works for a world where every man, woman and child has constant access to enough food to lead healthy and active lives.

ORGANIZATIONAL CONTEXT

The monitoring agent is one of the privileged agents through which WFP provides a direct line of communication with the beneficiaries, its partners and the communities. The agent thus supports the partner in the implementation of the program, reports to WFP information related to the delivery of food aid, the partner’s work, implementation challenges and feedback from beneficiaries.

He/she is responsible for monitoring the implementation of WFP activities in the field as well as their effects to determine the level of access to food, understand the use made of food aid by the beneficiaries and the proper functioning of activities in the field. Thus he/she ensures that the expected results in the logical framework of each project are achieved.

To fulfill this role well, it is essential that the monitoring officer ensures regular communication between him/her, the monitoring and evaluation (M&E) unit and the program units.

In addition, he/she must be able to support the units in entering and analyzing program-related data and complementing it with information from the field.

Main responsibilities of the position:

Its main responsibilities are:

  1. Monitoring and evaluation of WFP activities
  2. Monitoring of distribution sites (schools, health centers, general distributions, asset construction activities)

Make targeted follow-up visits according to the requirements of the program on the intervention sites to verify the existence of problems identified beforehand, confirm suspicions of fraud and find explanations for observed irregularities.

Make random follow-up visits as required by M&E to identify clarification and training needs, implementation and fraud issues and monitor the general implementation of the program especially the progress of construction of assets, deliveries of goods , and execution of complementary training and activities.

Address problems directly during visits, providing the necessary support for corrections, explaining good practices, recalling the objective of the program, key information and who is providing assistance.

Complete the questionnaires and follow-up reports required by ensuring that they are fully and correctly completed as well as the quality of the data collected (in accordance with the instructions provided in the training and by the supervisors). Ensure the confidentiality of these and manage them meticulously.

  • Implementation follow-up

Monitor the movement of WFP food in partner institutions and communities (delivery, storage, distribution to beneficiaries). Determine whether these deliveries and distributions, as well as other WFP activities, have been implemented according to established plans, signed agreements, and following WFP procedures.

Monitor at community level the management and supply of food aid by WFP partners as well as the responsible institutions (schools, health centers, etc.), in order to determine whether the food has been distributed to the targeted beneficiaries according to the established plans, WFP procedures and signed agreements.

Collect necessary information through physical counts, observation, and interviews with beneficiaries and cooperating partners, during distributions, by conducting focus groups, or by conducting household interviews.

  • Follow-up and support from cooperating partners

With the program, contribute to building the capacity of partners and provide local support for the implementation of activities, better management of assistance and the implementation and monitoring of activities.

Support is provided through ad-hoc training and reminders during field visits and the preparation, organization and facilitation of training sessions for problems observed on a regular basis.

Notify program and M&E teams of any more general training needs that merit training from multiple cooperating partners.

  • Community monitoring and support

Provide local support to institutions and communities for better management of assistance and implementation of WFP activities. This includes liaising with technical staff and community representatives on all matters related to field work and in particular ensuring that the required quantities of food are distributed in an efficient and safe manner.

Support is provided through ad-hoc training and reminders during field visits and the preparation, organization and facilitation of training sessions for problems observed on a regular basis.

Encourage the participation of communities and beneficiaries in WFP activities (selection of beneficiaries, distributions and others) through sustained communication with them and raising their awareness (on their rights and responsibilities within the framework of the activities implemented). In particular, he must assist in the training activities of the management committees and promote the participation of women in them.

Support for monitoring market prices in the communities in collaboration with the VAM team and the CNS

  • Supervision and execution of investigations

Supervise and execute according to M&E and VAM requirements baseline and outcome surveys of different activities, food security surveys, beneficiary registration and identification and any other necessary surveys.

Actively participate in the establishment and execution of the action plan (of the M&E team, as well as the program) and review the achievements and the constraints encountered in order to provide the necessary elements for effective feedback.

  • Reporting of visits

Report regularly and in case of emergency after each visit to the program officer and the M&E team the appropriate information concerning the management of food, distribution and other matters relating to the activities of WFP and its partners. He/she must therefore actively participate in the meetings of the monitoring and program team, in order to ensure the proper monitoring of the progress of these activities.

Each visit must be documented with an electronic form filled out on a tablet which must be submitted to the M&E team at the end of the week of the visit at the latest. If necessary, the Monitoring Agent must also participate in manual entry activities of the information collected during the visits (into the monitoring database).

  • Report writing

Write the required reports, in relation to the results obtained and the difficulties encountered during the monitoring visits (compilation, synthesis, critical analysis and appropriate recommendations).

  • Improved tools

Actively contribute to the improvement of data collection tools for the various activities implemented, by proactively and regularly sharing with the M&E team the findings on the usefulness of the tools and the possibilities for ‘improvement.

Support the program in the collection and regular filing of all distribution reports according to the archiving system established within the country office, in hard and electronic versions.

Collaborate with the program in the quality control of data, reports and information provided by partners.

Perform the entry of COMET distribution reports, after the verification and signature of the program assistants.

Compare and carry out verifications of data from different databases (COMET data, distribution plans, LESS delivery reports, partner distribution reports) in order to verify any differences (disparities), and propose corrective measures in order to improve the implementation of programs and the quality/reliability of reporting.

  • Support in data analysis and visualization

Support program units in their needs for analysis and visualization of monitoring and other data.

  1. Other stains

Perform, at the request of his supervisor, all other tasks aimed at the smooth running of activities, especially in times of emergency.

Qualifications Required:

Education :

  • Hold an undergraduate university degree in a relevant discipline (social sciences, statistics, international development, anthropology, economics, law, etc.).

Experience :

  • At least 1 year of experience in a position related to monitoring and evaluation, data collection in the field or in the implementation of humanitarian projects

Desired skills:

  • Competence in the use of tablets for electronic data collection;
  • Conscientious character and ability to complete deliverables under tight deadlines;
  • Familiarity with issues related to food and nutrition security is an asset;
  • Ability to establish inter-organizational partnership links;
  • Diplomacy, tact and ability to establish and maintain harmonious interpersonal relationships.

Computer knowledge :

  • Proficiency in basic Microsoft Office software (Excel, PowerPoint, Word), tablets and Internet browsing

Language :

  • Fluency in French and Haitian Creole (spoken, read, written).
