SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for nearly 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs: drinking, eating, and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and the promotion of hygiene, but also in the essential field of food security and livelihoods. Present in around twenty countries, SI teams – 2,000 people in total made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.
Job Description
The Flying Country Director is a member of a team of flyers also composed of a Country Director, a Field Coordinator, an Administrative and Financial Coordinator, a Water-Hygiene-Sanitation Coordinator, a Logistics Coordinator, an Internal Auditor and a SERA Coordinator (Monitoring, Evaluation, Accountability and Learning). The members of this team respond to the support needs of the missions via the various Solidarités International Desks. When the members of this team are deployed, they work under the responsibility of the Country Director concerned.
The Flying Country Director will be deployed as a priority to fill Country Director gaps but may also be mobilized to fill Field Coordinator gaps as needed.
In close collaboration with the assignment desk, and in addition to the terms of reference specific to each deployment, the Flying Country Director must ensure the following responsibilities:
Coordination and strategic orientation:
Monitor and analyze the humanitarian, political, cultural, social, economic context
Propose and develop an operational strategy consistent with the association’s policies and the needs of the populations
Define the action plan for the implementation of this strategy
Propose new operational orientations according to the evolution of the contexts
Relevance and operational quality / monitoring of operations
Ensure the coordination, development, monitoring and evaluation of programs implemented on the mission
Ensure the relevance, quality and consistency of programs
Ensure that programs are implemented in compliance with the annual operational strategy, Solidarités International technical requirements and donor criteria
Resource management
Propose the human, financial and logistical sizing of the mission as well as its organization
Ensure the mobilization of financial resources and means necessary for the accomplishment of projects
Guarantee the proper use of resources
Human Resources Management:
Build and maintain team dynamics that enable the successful achievement of Solidarités International objectives in the country
Promote the ethics and values of Solidarités International
Security
Be responsible for the security of teams and property on the mission, under the supervision of the geographical manager at headquarters
Ensure the geo-political-security briefing for all new arrivals on the mission
Ensure that everyone complies with the security rules and procedures on the mission
Ensure that a permanent security watch is in place
Ensure the immediate management of security incidents that may occur on the mission and immediately notify the permanent on-call representative at headquarters
Donor relations / search for funding
Actively participate in the search for funding and ensure the financial stability of the mission
Strengthen relations between Solidarités International and donor representatives
Internal and external communication
Ensure compliance with deadlines and the quality of documents produced by the mission
Ensure compliance with internal and external reporting formats and procedures
Organize regular coordination meetings
Ensure that key operational information circulates correctly, on the mission and between the mission and headquarters
Representation
To be the official representative of Solidarités International in the country with aid stakeholders, administrative, political and local authorities, civil society and the media
To be an active participant in humanitarian forums and relevant coordination meetings
IF YOU WILL OFFER THE FOLLOWING CONDITIONS
Fixed-term contract – 12 months – executive status
Expatriate contract calculated on the basis of the expatriate salary scale. Gross salary from 3400 euros/month, excluding recognition of experience in NGOs
Per diem and accommodation covered during deployments
Recovery of one day per weekend spent in the field. 25 days of paid leave. No RTT
Health/provident insurance and repatriation (100% covered)
Excellent knowledge of the humanitarian sector
At least 3 years of experience as Country Director in humanitarian crises
Experience of missions with difficult security contexts
Excellent skills in internal communication, organization and prioritization
Strong managerial qualities (team management; remote support; interest in supporting people and strengthening their skills)
Writing skills and experience in project management for major institutional donors
Very good knowledge of the humanitarian environment and principles, coordination issues between NGOs and with United Nations agencies, and relations with armed forces
Demonstrated ability to represent the organization and defend the interests of SI vis-à-vis the authorities
Very good stress management
Experience in an open environment desirable
Fluent French and English, Spanish and Portuguese a plus
Mastery of Microsoft suite tools
