An Assessment Study of the Needs of the Jordanian Labor Market in Irbid and Zarqa At National Association for Family Empowerment

The National Association for Family Empowerment (NAFE) was established in 2011 as a non-profit civil society organization with the primary mission of improving the social and economic conditions of vulnerable and marginalized groups, especially women, youth, children and the elderly, including refugees, and facilitating their integration into economic, social and political activities, so that they can live in dignity and exercise their basic rights. Its goal is to promote human rights, gender equality, women and youth empowerment, and facilitate their integration into the economic, social and political spheres. This is done through the implementation of a set of programs and services that aim to improve the well-being of families, with a focus on education, counseling and resource provision.

The association seeks to conduct an in-depth assessment of the needs of the Jordanian labor market in the governorates of Irbid and Zarqa, to contribute to empowering women and girls to increase their participation in economic life, secure a sustainable income for them, and reduce unemployment and poverty by providing them with advanced economic skills that are in line with the requirements of the Jordanian labor market, in light of the project “Economic Support for Women and Girls to Achieve Sustainable Economic Protection”, supported by the European Regional Development and Protection Programme (RDPP) for Lebanon and Jordan.

Mission objective:

As part of the implementation of the project activities and the roadmap for sustainability and protection in promoting human rights, gender equality, and empowering women and youth, the National Society for Family Empowerment is looking forward to contracting with an individual consultant or a consulting firm/team of consultants to conduct a study to analyze the Jordanian labor market in the governorates of Irbid and Zarqa to identify promising sectors and economic opportunities, and to determine the economic identity of women in each governorate and reflect the results of the study on work plans and development and capacity building programs for women, which will support the society in providing effective and sustainable services for economic resilience and protection for beneficiaries of women and girls and will support the improvement and development of legislation and frameworks related to the work environment system in Jordan.

Scope of the assignment:

Consultants (individuals and companies) are expected to perform the following tasks:

1. Preparing the study methodology and analysis methodology that will be used and approving it before starting it by the work team and the funder.

2. Submitting the work plan which includes the work procedures and the proposed timetable.

3. Start implementing the study and analyzing the results and outputs of the study tools.

4. Submit a comprehensive, detailed report after completion; it should include the methodology used for the work, results, observations, challenges, recommendations, and lessons learned related to the study of the needs of the Jordanian labor market in the governorates of Irbid and Zarqa.

5. Providing the necessary technical support to the association’s work team concerned with implementing the project in using the study’s outputs and recommendations and reflecting them on the project’s activities and work plans.

Outputs:

The consultant(s) are expected to complete and deliver the following deliverables:

A preliminary report including the methodology, research and study methods, and work plan with a time frame (submitting a detailed agenda) (before starting activities) to be approved and accepted in its final form by the project team and the Executive Director.

Starting the implementation procedures for the detailed work plan, including the study stages, covering them with progress reports, along with all supporting documents and forms, within the time frame agreed upon with the project team.

Follow-up and support in coordinating labor market study events and activities.

A progress report outlining initial findings and insights, or any new inputs, provided midway through the assignment.

A copy of the final study of the Jordanian labor market in the governorates of Irbid and Zarqa, each separately, after reviewing and approving it by the project team, the executive director, and the funding agency, in Arabic and English upon request.

The study is printed and ready to be shared with partners and donors, taking into consideration the commitment to make all required amendments according to the amendments of the work team and donors until it is approved in its final form.

A comprehensive final report in Arabic and English detailing all findings and observations, an analysis of the Jordanian labor market in Irbid and Zarqa governorates, as well as its strengths, gaps, promising sectors, and everything related to recommendations and lessons learned.

Required qualifications and skills

Proven experience in conducting market assessments or evaluation studies and providing models for similar studies, not less than 5 years of experience in the field of preparing studies, including a proven track record of developing and preparing programs, studies and plans.

University degree in Social and Economic Studies, Business Administration or any other related field.

Experience in civic engagement, with a proven track record of working with relevant stakeholders such as civil society organizations and stakeholders.

Strong analytical, communication and report writing skills in both Arabic and English.

Good knowledge of the Jordanian labor market, its needs, the local context and the various economic sectors.

Ability to work independently, produce high quality output and ability to work within specified time frames.
