Assignment :

The Expert will work closely with the M&E unit and all staff to ensure that the principles of Collaboration, Learning and Adaptation (CLA), are recognized and implemented as elements fundamentals of RFSA programming. He/she will ensure active, intentional and adaptive learning within interventions, and will play an essential role in the integration of professional development activities and their implementation. In collaboration with the COP and technical staff, he/she will also ensure appropriate and ongoing coordination and joint planning with other USAID managed offices and missions. Subsequently, the Expert will be responsible for managing other relevant activities from donors, and initiatives from the host government and private sector actors.

More specifically, you will be responsible for the following missions:

Lead the CLA component of the activity, ensuring the integration of adaptive learning and management across all programs.
Design and manage the project’s learning and adaptation strategy, system and tools with a focus on promoting knowledge acquisition, management, documentation and dissemination.
Lead the integration of results into program implementation.
Capture, share and apply lessons learned, ensuring communication and collaboration with other partners working in Madagascar, and sharing lessons with the global resilience and food security community.
Identify opportunities for capacity building within the activity consortium and beyond.
Lead joint planning with USAID/BHA, other USAID programs in Madagascar, relevant donor activities, host government initiatives and private sector actors.

Profile:

You hold a Master’s degree in development, public health, nutrition, agriculture or a related field.
You have professional experience with large donors, preferably BHA/RFSA and/or USAID/FFP.
You have at least 7 years of experience supporting CLA activities in the international development context, with experience in low-resource settings.
You already have experience in program monitoring and evaluation, including the application of data collection tools and methodologies, data analysis and data presentation.
You have strong conceptual knowledge of theory of change, logic model and food and nutrition security indicators.
You have excellent oral and written communication skills.
You speak and write French and English fluently.

Fixed-term contract of 24 months with the possibility of extending the contract according to French law or Malagasy law. (Funding pending).
Competitive compensation and benefits based on status and experience (pending US package).

Package for international candidates

Gross monthly starting salary from 2130 to 2475 euros depending on experience.
Per diem and monthly living expenses: 535 euros (see eurocost) net, paid on the ground.
Monthly context allowance: 150 euros
Child allowance: 1500 euros per year and per child present in the country of origin (ceiling of 6000 euros/year) 16% of the gross monthly salary of retirement insurance reimbursement for non-French citizens.
Transport and accommodation: Travel support and collective accommodation.
Medical Coverage: 100% of the coverage of health contributions (CFE + complementary health) and repatriation insurance
Leave and RnR: 25 days per year, 20 RTT per year and 215 euros paid during the recovery period
