Assignment :
The monitoring and evaluation expert will have primary responsibility for the design, management and implementation of the systems necessary to ensure quality monitoring and reporting in terms of Monitoring Evaluation Accountability Learning (SERA). Furthermore, he will also have project activity responsibility for developing and supervising the project learning program (including strategic inputs and documentation of CLA Activities). They will work closely with the project director, the project M&E team, external stakeholders, relevant country teams and the USAID Office of Humanitarian Assistance (BHA).
More specifically, you will be responsible for the following missions:
Develop and manage the implementation of a robust program M&E plan.
Lead and manage all monitoring and evaluation tasks, as well as project deliverables to feed into the CLA in relation to the Strategic Learning Advisor. This includes baseline, mid-term and final assessments.
Work closely with project technical advisors to coordinate the MEL agenda and strategy across all project activities.
Provide leadership to ensure effective accountability systems in all aspects of the project as well as the use of feedback to influence project management and adaptation.
Build, manage and continually strengthen the program’s M&E system, ensuring that this system is developed in a consultative manner and provides timely and accurate data on program progress toward food and nutrition security and resilience outcomes .
Oversee the development of a program M&E information system (GIS).
Direct and supervise data collections and qualitative and quantitative analysis of the program as well as survey and sample design.
Monitor and report activities, communicate program results, and use results to improve implementation.
Develop documentation of best practices to facilitate the use of data to drive program design and decision-making.
Develop and lead the learning and research program.
Ensure review and supervision of all research undertaken
Profile:
You have a Master’s degree or higher in social sciences, public health and/or a clinical field with a specialization in monitoring and evaluation, statistics, research or a related field.
You have at least 10 years of experience in the design, management and/or implementation of health surveillance systems, data quality assurance, database management, analysis, the use of data and in reporting.
You have at least 5 years of experience in the design, management/implementation of evaluations and in the qualitative and/or quantitative analysis of international data.
You have experience with USAID, US Government regulations and reporting procedures and systems.
You have knowledge of Theory of Change, logic models and food and nutrition security indicators.
You have experience building the capacity of host country counterparts in improving data quality, data management and analysis, and using data to understand program performance and resolve issues. problems.
You have excellent oral and written communication skills. Fluency in English and French is required.
Fixed-term contract of 24 months with the possibility of extending the contract according to French law or Malagasy law. (Funding pending)
