The International Committee of the Red Cross (ICRC) is an independent, neutral and impartial humanitarian organization. It is established in the Democratic Republic of Congo by the Headquarters Agreement of February 27, 1982 (Order Law No. 83/014 of April 1, 1983), and has its headquarters in Geneva, Switzerland.
The ICRC aims to protect and assist victims of armed conflicts and other situations of violence. It also ensures the promotion of International Humanitarian Law and the principles of the International Red Cross and Red Crescent Movement. The ICRC is a non-profit organization and relies entirely on the contributions it receives to carry out its humanitarian mandate.
In order to fill a vacancy within its logistics team for its Kinshasa delegation, the ICRC wishes to recruit an Import-Export Manager (grade B3), for a period of 12 months with the possibility of renewal. The desired start date for the candidate who will be selected is May 1, 2024.
As an Import-Export Manager, you will play a key role in coordinating the movement of imported, exported and in-transit goods. You will manage a dynamic team and be the driving force behind Import-Export operations in the DRC. Your missions/responsibilities will include, among others:
- Supervise, lead and train a team of Import-Export agents in the DRC;
- Advise on customs clearances, import/export/transit and tax exemption process;
- Ensure regular contact with administrative authorities, Customs and freight forwarders;
- Ensure that customs, local and international trade procedures and regulations are respected;
- Maintain an ongoing dialogue with the Ministry of Foreign Affairs and Customs in order to obtain exemptions (taxes, customs duties, etc.) linked to ICRC privileges;
- Develop specifications for calls for tenders for the selection of customs brokers;
- Contribute to the development and proper execution of transit-customs contracts
- Ensure and facilitate, in collaboration with freight forwarders and authorities, the import-export of arrivals/shipments at all points of entry and exit of goods from the DRC and Congo-Brazzaville;
- Manage relationships with freight forwarders, manage disputes and complaints;
- Develop a supplier database in order to evaluate their performance;
- Verify the authenticity and accuracy of import and export invoices and issue payment authorizations;
- Set up dashboards to monitor activities;
- Ensure the processing of requests until they are closed;
- Ensure the archiving of Import & Export files, according to logistics procedures and the information management policy;
- Ensure that policies and procedures are documented and periodically reviewed.
TRAINING, DIPLOMAS & EXPERIENCE
- University degree (minimum Bac + 5) in Customs Management, foreign trade, logistics, economics, commercial and financial sciences, or other relevant field.
- Minimum 6 years of professional experience in a customs clearance and transit organization.
- Proven experience in team management (minimum 3 years).
- Customs clearance and transit certification (an asset).
- Valid training certification on IATA Dangerous Goods Regulations (an asset).
- Proven knowledge of customs procedures and import-export procedures (an asset).
- Previous experience with an Authorized Customs Broker or an international organization is a considerable asset.
- Have a good address book in the customs network.
- Perfect command of IT tools (Word, Excel, Powerpoint, Outlook, etc.) and ability to use specialized software.
- Good command of oral and written French as well as local languages (Lingala, etc.); Spoken and written knowledge of English.
- Integrity in all activities and strong negotiation and organizational skills.
- Rigor in the management of customs clearance files.
- Ability to work independently and in a team.
