Analysis & Evidence Specialist 2 – (GIS Analyst) At International Committee of the Red Cross

Under the direct supervision of Analysis and Evidence Coordinator, the GIS Analyst supports the delegation by performing essential tasks in spatial data analysis, data management, and GIS application support. S/he collects, cleans, and organizes geospatial data, ensuring its accuracy and completeness for analysis and reporting. Collaborating closely with the A&E team, s/he contributes to the development and maintenance of GIS applications, providing technical support and troubleshooting when needed. His/her responsibilities also include documenting workflows and methodologies to ensure transparency and reproducibility in GIS activities.

Main Duties and Responsibilities

  • Supports the implementation of needs assessments, GIS, situation, and problem analysis, monitoring frameworks, logic models, and other technical guidance aligned to A&E standards.
  • Provides technical advice to the delegation, strengthening A&E capacity and visibility within the organization in his area of responsibility.
  • Develop guidelines, tools, and training modules for staff in A&E unit and more broadly, within his area of responsibility.
  • Takes part in external fora, meetings and workshops related to A&E
  • Timely and accurately contributes to the applicable A&E team meetings and tracking tools/action plans by highlighting recurrent issues, findings, and successes from A&E activities, and by reporting on the recent achievements and upcoming plan.
  • Works closely with the A&E Coordinator to design and develop GIS products based on organizational requirements.
  • Collaborates with stakeholders to understand requirements and translate them into technical specifications.
  • Designs, configures, and maintains GIS databases, ensuring accuracy and completeness.
  • Contributes to the collection, integration, and management of geospatial data.
  • Performs spatial analysis using GIS software to derive meaningful insights.
  • Interprets and present results to support decision-making processes.
  • Ensures interoperability of GIS solutions with non-GIS tools. Assist with tools such as Tableau, Power BI, and data collection tools alongside GIS tools. This includes ensuring the functionality and usability of these tools for data visualization and analysis purposes.
  • Contributes to the maintenance of documentation for GIS systems, processes, and workflows (inc. metadata).
  • Contributes to the implementation of security measures to protect GIS data and systems.
  • Ensures compliance with relevant data protection and privacy regulations.

Education and Experience Required

  • Advanced University degree in Engineering, Economics, Statistics, Social Sciences, GIS, Political Science, or another field
  • Very good command of English and intermediate knowledge of another ICRC language (French, Spanish, Russian, Arabic) is an asset.
  • 6 years of professional experience in mapping, monitoring & evaluation, operational information management or a closely related area.
  • Strong knowledge of Esri ArcGIS suite of software
  • Familiarity with early warning and geo-analysis and familiarity with software applications associated with them.
  • Proven understanding of data management, statistical analysis, and relevant coding languages: SQL, Python, R, etc.
  • Applicants should have a Nigerian nationality or hold a working permit.

Desired profile and Skills

  • Relevant humanitarian experience in ICRC, Red Cross/Red Crescent Movement, UN agencies or NGOs
  • Experience in analysing, interpreting, and presenting information for decision making.
