Job advert – Analysis Hub Team Leader*

*NORCAP is seeking to recruit an Analysis Hub Team Leader to lead ACAPS team in Cox’s Bazar (Bangladesh). It will be a 6-month mission with the possibility of contract extension.*

ACAPS is hosted by the Norwegian Refugee Council.

Overview

ACAPS has been supporting the response in Cox’s Bazar since November 2017, using available secondary data to produce multi-sectoral information products that analyse the needs of the refugees and host communities. In 2020, the Hub began working more with primary data, supporting a range of actors in both qualitative and quantitative research design and data analysis.

In response to the influx of Rohingya refugees into Bangladesh, ACAPS and IOM’s (International Organisation for Migration) Needs Population and Monitoring unit (NPM) partnered to establish the ACAPS-NPM Analysis Hub in Cox’s Bazar.

The successful candidate will be the day-to-day manager of the Hub. This includes ensuring the team workplan is kept up-to-date and adhered to, managing staff, and maintaining key operational relationships in Cox’s Bazar. The successful candidate will be responsible for the effective implementation of activities against project objectives and for ensuring continued funding for the Hub. The successful candidate will represent the Hub in all high-level engagements, develop relationships with stakeholders, and publicise ACAPS products in Bangladesh. The successful candidate will sit within NPM’s offices and work collaboratively with NPM and other partners to provide analytical support to their regular work, including ensuring support is provided on research design, primary data analysis, and secondary data reviews.

This is an English-speaking role and to be eligible to apply, you must be fluent in English (written and verbal) and have an advanced University degree (Master’s Degree or equivalent) in Humanitarian Action, Management, Social Sciences, International Relations, Research, or International Development or a Bachelor’s degree with an additional 2 years’ relevant work experience will be accepted instead.**

The successful candidate should have at least five years of management experience, of which two are in humanitarian contexts and experience in leading multi-disciplinary, multinational teams in complex environments.**

Duties and responsibilities

Leadership

To develop and maintain an appropriate network with key partners

To establish and develop relationships with key stakeholders and donors, with the purpose of improving information exchange and maintaining awareness of key humanitarian issues

To be responsible for developing and executing the Hub strategy, in collaboration with IOM and with feedback from stakeholders

To represent the Hub at high level forums

To establish local and national networks and support systems

To build and maintain relationships with donors, key partners, and stakeholders to ensure buy-in to the project and Hub products

Management

To develop and plan project activities to achieve the objectives set up in the results matrix in consultation with the team and in line with the 2022 strategy,

To develop the 2023 strategic plan and accompanying documents in consultation with the team,

To provide input towards all Hub publications and oversee the input of any partners towards the products

To provide operational and strategic guidance to maximise the Hub’s relevance to the response and maintain high quality products

To develop dissemination SOPs for all ACAPS products in collaboration with other stakeholders

To report on the progress of the project to ACAPS and NPM management and to donors, as required

To manage the project budget and monitor against expenditures in close collaboration with NRC Oslo

To ensure appropriate archiving

To provide technical line management for all staff working in the Hub

To ensure the monitoring matrix is adhered to and adapt products and dissemination/presentation methods based on impact findings

Technical Oversight

To review information on the Rohingya influx to understand the information landscape and gaps

To be responsible for the technical quality of all Hub products

To provide final review and sign-off for all products on behalf of ACAPS

To support and oversee the design of ACAPS thematic research

To oversee any technical support given to partner organisations

Qualifications and experience

An advanced University Degree (Master’s degree), preferably in humanitarian action, management, social sciences, international relations, research, or international development.

A Bachelor’s degree with an additional 2 years’ experience will be accepted instead.

Fluent written and spoken English

Excellent computer skills (Windows, Excel spreadsheets, word-processing)

Essential requirements

At least five years of management experience, of which two are in humanitarian contexts

Experience leading multi-disciplinary, multinational teams in complex environments

A significant experience in managing humanitarian needs assessments and working with primary and secondary data

Experience designing and/or carrying out research (primary, secondary, or both)

Considerable experience in the workings of the UN system and humanitarian operations across a variety of geographical areas

A demonstrated ability to effectively work in complex operations within a multi-cultural environment

Proven skills in analysis and negotiations

An excellent drafting skill

Proven ability to deliver against targets and meet deadlines within a short timeframe

Desirable requirement

Experience living/working in Bangladesh or the region

Data visualisation and GIS (Geographic Information System)
