War Child Canada is a non-government registered Canadian charity based in Toronto. War Child Canada works with war-affected communities to help children reclaim their childhood through access to education, opportunity, and justice. War Child Canada has over 15 years of experience working in communities in conflict and post-conflict zones. All work is implemented in direct partnership with local communities, local civil society organizations and other stakeholders using a child-centered and child safeguarding approach to development. War Child Canada currently works in Afghanistan, Sudan, South Sudan, the Democratic Republic of Congo, Uganda and Iraq, and recently signed principal agreement to start its program in Yemen.

Responsibilities:

The Area Coordinator has overall responsibility to build and maintain coordination with key stakeholders (Government ministries, donors, relevant clusters, NGO coordination forum and local partner organizations); assist the Yemen Head of Program with program scoping and fundraising and assist with logistical, operational and security matters. The position will be based in Aden and reports to the Head of Program in Sana’a. Major responsibilities are outlined below:

Program Management (60%)

  1. Assist the Head of Program to maintain War Child Canada’s program and operation in Aden and other Governorate in the south
  2. Assist the Head of Program to explore program scoping, funding opportunities and with design and development of solicited and unsolicited program concepts and proposals
  3. Assist the Head of Program with assessment and selection of local partner organizations
  4. Responsible for collecting reports from the partner and necessary information from the field including high quality photos, and stories that are added in internal and external reports
  5. Responsible for preparing draft internal and external reports and submit to the Head of Program as per agreed plan of action
  6. Work with local partner organizations to develop detailed implementation and spending plan, keep track of progress and inform the Head of Program and the Yemen Country Director in case of any hurdles or changes in the project or local context
  7. Through the local partners, communicate with beneficiary groups and community structures as well as other stakeholders to gain community support for the programs and to solicit input for improvement
  8. Ensure programs are implemented in ways responsive to the communities and children in line with War Child Canada’s values and strategic plan and following the organization’s compliance procedures

External Representation (20%)

  1. Assist the Head of Program and Country Director to build and maintain relationship with key external stakeholders (Government ministries, UN agencies, donors, International and national NGOs, and civil society actors)
  2. Maintain presence and representation to the relevant clusters (Child Protection, GBV-sub cluster, education in emergency working group as well as membership to NGOs coordination forum) and ensure effective visibility and positioning of War Child Canada’s work
  3. Coordinate with OCHA on the due diligence process and funding mechanism from Yemen Humanitarian Funds (YHF)

Operational Functions (20%)

  1. Assist the Head of Program and the Country Director with operational set-up and security management
  2. Coordinate with UNHAS for membership to use UN flight for expats and visitors from HQ
  3. Facilitate with logistical support for visitors from War Child Canada including arrangement of visa, flight booking, hotel accommodation and local travel
  4. Coordinate and keep liaison with security agencies (UN and NGOs) and keep the Country Director informed of key political and security development or changes in the context
  5. Develop and maintain list of key service provider/suppliers (travel agency, car rental, hotel, etc)
  6. Serve as focal point with local ministries on issues relating to filing tax return or getting tax clearance within the IRG areas

Qualification & Skills:

  • Master’s degree preferably in management, business, administration, social science, public health or any other relevant field.
  • 3- 5 years of program management experience with international humanitarian organizations
  • 2-3 years of experience in operational and support functions with strong knowledge of Yemen taxation, labor laws and reporting requirement for government ministries
  • Strong expertise in coordination, program management, partnership management and reporting is highly preferred
  • Yemen experience is essential.
  • Good command of English and Arabic language is mandatory.

  • Ability to manage stress and willing to work under strict deadlines
