Area HR Coordinator (National Position) – AO6 At Norwegian Refugee Council

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 9000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

The purpose of the Area HR Coordinator is to implement NRC’s HR systems and procedures for the Syria Response Office (SRO) in its area of operation. The HR Coordinator works under the guidance of the Area Manager to fulfill the objectives in accordance with NRC’s mandate and country-specific strategy. The main objective of the HR Coordinator is to manage and develop the Human Resource team, facilitate growth in staff, and ensure high-quality performance management throughout the office. All in compliance with NRC’s policies and procedures.

Generic responsibilities:

  1. Implement NRC’s systems and procedures at area level.
  2. Ensure adherence to NRC policies, handbooks, guidelines and donor requirements.
  3. Prepare and submit reports and analysis.
  4. Ensure proper filing of all support documents.
  5. Support line managers in procedures and require support team trainings.
  6. Management of HR team.

Specific responsibilities

  1. Line manage, train, and develop the HR team on a day to day basis.
  2. Coordinate policy and objectives with HR colleagues in the Country Office.
  3. Ensure adherence to national labour law in all HR processes and procedures.
  4. Advice and mediate in disagreements or conflicts between staff members.
  5. Ensure accuracy of staff salaries: prepare the monthly payroll for all national staff and ensure accurate calculation of allowances, deductions, and benefit schemes as per the set Terms of Employment; and conduct proper analysis adding any recommendations for adjustments or improvements.
  6. Ensure that staff records in all offices in the area are up to date and filed appropriately.
  7. Actively coordinate on and advocate for NRC’s duty of care standards to NRC staff in the area-specific context.
  8. Coordinate national staff and CBWs recruitment, inductions, exit procedures, and benefits for the Area Office.
  9. Provide policy and follow-up on staff development, e.g. facilitate capacity building, career advancement, and training for national staff.
  10. Follow up on all related personnel management, staff database, access control, attendance, leave balances, and documentation to ensure compliance of filing using hard copy personnel files and e- filing.
  11. Promote and ensure high-quality follow-up to NRC’s Performance Management Cycle.
  12. Follow up on allegations and/or breaches and misconduct of staff. Conduct needed assessments and investigations for respective cases.
  13. Implement NRC disciplinary measure procedures and take actions as needed.

Context/ Specific skills, knowledge and experience:

  • Bachelor’s degree in business administration, social studies, or other related discipline. A Master’s degree or professional HR certificate is an advantage.
  • A minimum of 3 years of experience in a senior HR role, managing an HR Department an advantage
  • HR knowledge in different technical areas (compensation & benefits, recruitment, training & learning and development etc.)
  • Understanding of labor laws and disciplinary procedures.
  • Proficiency in MS Office Suite (Word, Excel, PPT, Visio) as well as the capacity to operate in databases including HRIS, etc.
  • Experience working in a humanitarian and/or development organization an advantage.
  • At least one experience in managing effectively a team.
  • Experience of working in remote an advantage.
  • Flexibility and Ability to prioritize demands and work under tight deadlines.
