The Area Manager will be responsible for the development, management, implementation, of DRC program in central region. S/he will be responsible for external representation and ensuring the safety of DRC staff and assets in the Area of Operation. The Area Manager will actively line manage the Area Office’s Support Services Team Leader (responsible for Finance, HR/Admin, Procurement and Logistics), area program manager (responsible for sectorial team leaders) for the implementation of protection, emergency and livelihoods activities. Area Manager will oversee mine action activities in area of operation. The Area manager will assist in the program coordinators and managers’ follow-up of technical departments’ field work, promoting program integration while acting as a conduit and focal point for coordination. Moreover, the Area Manager is responsible for field office located in Ghazni & field camps in Maidan Wardak, Paktika, Parwan and Logar provinces. Your main duties and responsibilities will be:

Program Management and Development

  • Provide leadership, coordination and integration of DRC activities in the area including, but not limited, to protection, emergency response, mine action and economic recovery – livelihoods & empowerment.
  • Lead the process of adapting DRC national strategy to the local context and circumstances, including the engagement strategy to gradually increase humanitarian access for DRC in the area;
  • Be a driving force in terms of developing DRC’s program in central region Afghanistan and provide input to fundraising efforts, in coordination with the Programme Support Unit, and Deputy Country Director;
  • Actively support the Programme Support Unit, the Head of Program and Deputy Country Director in development and implementation of regional programs and approaches.
  • Draft and present to the DRC country office regular analysis on the context and humanitarian situation in area of responsibility to inform future proposal development processes in the area.
  • Direct line management of the staff based in Kabul, including recruitment, coaching, capacity building and ensuring interdepartmental co-ordination;
  • Liaise and closely coordinate with the senior management team in Kabul (TCs, HoP, HoHDP, HoSS, HoS etc.) and fellow AMs in other regions.
  • Ensure a rights-based approach to all DRC programming in his/her area of responsibility;
  • Encourage a positive, innovative and mutually supportive team spirit amongst the team

Finance and Adminstration

  • Ensure budget spending is in accordance to approved budget and plans for both support function and program activities allocated for the area
  • Provide budget monitoring, financial control in compliance with DRC country office requirements and as per the Operations Handbook;
  • Ensure necessary systems in procurement are followed according to DRC Operations Handbook.
  • Oversee and be accountable for the devolved budget for teh Area of Operations, including all direct activity funds and assigned support costs necessary to deliver the area’s activities on buget

Coordination/Representation

  • Act as the main DRC representative in the area and attend all relevant forums/meetings including active participation in the Humanitarian Regional Team (HRT) with the objective to strengthen DRC’s position in the area;
  • Develop, implement and regularly revise a DRC engagement strategy and acceptance in the area;
  • Identify and build relationships with authorities and other relevant stakeholders in the area

Accountability

  • Guided by the DRC Programme and operations Handbooks, continuously monitor and suggest relevant accountability initiatives in the field as well as strengthen the effort to document the impact of DRC activities in the area

Safety and Security

  • Act as security manager in the area ensuring adherence to security procedures and monitoring developments in the security situation;
  • Actively support the country safety department to develop and regularly update the local security plan for his/her area of responsibility;
  • Be a member of and/or actively support the Crisis Management Team as required and if requested;
  • Develop and maintain a security focal persons’ network in his/her area of responsibility
  • Partners management
  • Ensure partners are delivering their activities as per signed grant agreements, and agreed plans and budgets in his/her area
  • Monitoring and Evaluation
  • Ensure implemented projects are in compliance with DRC monitoring, evaluation and learning minimum operating procedures (MELMOP) and country M&E framework

About you

To be successful in this role we expect you to possess the following:

Required

  • Bachelors degree in management or related field;
  • Program management and implementation related courses
  • Minimum 5 years relevant professional work experience;
  • Proven experience in a number of roles of representing and/or advocating for organization objectives
  • Programmatic knowledge in at least one of DRC’s four core sectors of Protection, Emergency Response, Livelihoods, and Mine Action
  • Practical experience of managing support services in the areas of finance, supply chain and/or HR
  • At least 3 years in project management in both development and crisis areas;
  • At least 3 years in representation and networking fora
  • Excellent spoken and written English
  • Ability to work in both Dari and Pashto

Desirable

  • Masters degree in management or related field
