What we are looking for

The Norwegian Refugee Council (NRC) is looking for an experienced, dynamic, and highly operational individual to take up the role of Area Manager Northeast Cúcuta who will ensure high quality and cost-effective programme/ project implementation within the designated geographical area.

What you will do

  1. Line management for senior project staff and support functions in the area.
  2. Member of the Extended Country Management Group (CMG).
  3. Compliance with and adherence to NRC policies, guidance, and procedures.
  4. Provide area specific input on competency strategiesCountry Strategy and Plan of Action.
  5. Organize grants opening, project review and closure meetings at area level.
  6. Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e., quality, synergies, timeliness, use of resources) and aligned to regional and global strategies.
  7. Assess needs, develop emergency responses, and implement response plans, including cash-based interventions and market-based programmes.
  8. Ensure optimal use of resources within the allocated project budgets and CC strategies.
  9. Represent NRC and networking on area level.
  10. Ensure that capacity building is provided to all staff in the area.
  11. Ensure overall security and safety of staff in the area.
  12. Promote the rights of IDPs/refugees/returnees in line with the advocacy strategy.

What you will bring

  • Minimum 3 years of experience from working as a Senior Project Manager in a humanitarian/ recovery context.
  • Previous experience of working in complex and volatile contexts.
  • Experience managing teams.
  • Documented results related to the position’s responsibilities.
  • Experience in implementing and managing cash-based interventions and market based programmes
  • Knowledge about own leadership skills/profile.
  • Fluency in Spanish, English, both written and verbal.
  • Knowledge of the context in Colombia.
  • Knowledge of the legal framework for Colombia Victims.

In the Northeast Area, the humanitarian needs are a result of three principal dynamics: armed conflict, mixed migratory fluxes, and natural disasters. Close to 20% of the total number of victims of the armed conflict in Colombia come from the six departments conforming the NE Area. Despite the peace agreement with FARC-EP guerrilla, it did not represent an improvement in life quality of communities in rural, marginal, and hard to reach zones where other Illegal Armed Groups keep being present, fighting for illegal economy routes and businesses as illegal crops, drug trafficking and informal mining. These zones are characterized by a weak or no presence from the government, unmet basic needs, and fragmented communitarian processes, generating higher vulnerability to the people living in these zones.

According to the monitoring activities of the State, OCHA and NRC, the population is primarily affected by massive displacements, confinement, accidents with UXO, forced recruitment, selective homicide, threats to social leaders, mobility restrictions, among others. This is topped by massive arrival and willingness to stay of people coming from Venezuela (with high protection risks and barriers in meeting their basic needs), as well as by adverse effects of natural disasters and climate change.

The Northeast Area is composed of 6 departments: Arauca, Norte de Santander, Cesar, Magdalena, Atlántico, and La Guajira, out of which 4 are in the border with Venezuela. The main office is in Cúcuta and there are four other offices throughout the area: Ocaña, Arauca, Santa Marta and Riohacha. NRC is responding to the needs through interventions in the following core competencies: education, ICLA (information, counselling, and legal assistance), protection, shelter & WASH, as well as multi-purpose cash assistance.
