Context

The Norwegian Refugee Council (NRC) is an International Non-Governmental Organization of Norwegian origin, present in more than 25 countries worldwide. It has been working in the Democratic Republic of Congo since 2001. Its programs are focused in the sectors of Education, Rapid Response to Population Movements (RRMP), Protection and Humanitarian Mediation, Shelter, Water, Hygiene and Sanitation (EHA/WASH), and Information, Advice, and Legal Assistance (ICLA) for populations forced to move.

North Kivu is a province in the eastern Democratic Republic of Congo. It shares borders with Uganda and Rwanda as well as the provinces of Ituri, South Kivu and

The security context is one of the most critical in the country. About fifteen armed actors are still operational in the province. These are local armed groups and an international ADF actor who is known to come from neighboring Uganda.

The NRC Area Office in North Kivu is composed of more than 80 staff. The projects implemented address issues in the sectors of: Education, Rapid Response to Population Movements (RRMP), Protection against violence, Shelters, EHA (Water Hygiene and Sanitation), ICLA (Information, Advice, and Legal Assistance) and Protection/Mediation. The food security and livelihood sector will be revived in order to meet the identified needs of populations on the move.

Role and responsibilities

The Area Manager oversees all matters related to presence, team management, security, reputation and quality of operations for NRC in North Kivu. He is also the guarantor of NRC’s strategy in the country, as well as NRC’s rules and procedures.

The Area Manager is under the direct supervision of the Country Director. He ensures that the programs implemented are done on time, of excellent quality and with a cost/program ratio that meets the expectations of the donors and the organization.

  1. Supervise and supervise senior staff in their area of ​​implementation
  2. Participate in the NRC leadership team in the DRC (CMG)
  3. Comply with and adhere to NRC policies, procedures and guidelines
  4. Oversee the management of subsidies in the area, in compliance with NRC rules
  5. Monitor the implementation level and expenditure level of all NRC projects in the area on a monthly basis
  6. Responsible for implementing programs with high quality, cost-effectiveness targeting beneficiaries most in need of protection
  7. Supervise and ensure the proper functioning of support units (Finance, Human Resources, Logistics, Administration) in the area
  8. Regularly assess humanitarian needs in the implementation area and propose response plans based on the NRC Key Competencies
  9. Identify and propose advocacy points for NRC management in the DRC and follow up on advocacy decisions taken by management
  10. Represent the NRC to authorities and in humanitarian forums
  11. Monitor the security situation in the area and implement the organization’s security policies to ensure the safety of teams and beneficiaries
  12. Ensure that teams in the area receive adequate support for the development of their capacities
  13. Promote a healthy and respectful working environment in the area
  14. Regularly visit project implementation sites
  15. Ensure that NRC resources are used in accordance with humanitarian principles in the area of ​​intervention

Specific responsibilities:

  • Provide information for and inputs to the country strategy, action plan and key skills strategies specific to its implementation area
  • Identify financing opportunities and develop a financing strategy and forecasts in the intervention area.
  • Contribute to the development of the intervention area and the development of Key Skills strategies
  • Complete NRC monitoring tools and reports monthly and lead monitoring meetings for the area
  • Ensure compliance with contractual commitments, while taking into account key lessons from the implementation of projects in the area
  • Ensure capacity building of all technical staff in the area
  • Organize project opening, monitoring and closing meetings
  • Representation at sectoral coordination level, in emergency meetings, in working groups at zone level
  • Provide project activity planning on a weekly, monthly and quarterly basis
  • Responsible for organizing progress review meetings for all key skills projects in the area.
  • Collaborate with the National Office for planning, support of the support department (Finance, Logistics, HR/Admin) in the implementation of projects
  • Review proposals and reports for the zone before submitting them to the national office

Skills for this position:

  • Minimum of 5 years of experience in an area manager or senior project manager position in a humanitarian or recovery context
  • Minimum of 8 years of experience in humanitarian work, preferably within non-governmental organizations
  • Experience working in complex and unstable contexts
  • Knowledge of the context of the DR Congo. Knowledge of North Kivu an advantage
  • Expertise in one or more key NRC skills (Shelters, EHA, Education, ICLA, Protection and Humanitarian Mediation, Emergency, etc.).
  • Proven results in previous positions on the responsibilities of the position
  • Knowledge of own leadership skills / profile
  • Fluency in French and English, both written and verbal. Swahili is an asset
