Description of role in the country:
DRC currently operates in two provinces in DR Congo, including Ituri province, where the Area Manager plays a central role in the implementation of DRC projects. Indeed, the Area Manager structures and supervises the work of the programmatic and support teams of the province, while being the ambassador of DRC in the province, promoting the strategic positioning of DRC. DRC is therefore looking for a motivated person to take on this position of high responsibility. We are looking for a person capable of supervising all DRC activities in Ituri (program, supports and security), but also capable of participating in the development and implementation of the DRC strategy in Ituri. DRC’s sectors of intervention in Ituri are protection (GBV and child protection), economic recovery, education and WASH.
Main objective of the position:
- Manage and supervise all activities of the province;
- Ensure compliance with DRC policies and donor rules for all activities in Ituri;
- Supervise the deployment of teams in the field, taking into account security and acceptance of DRC in intervention areas;
- Represent DRC in coordination meetings and position the organization according to our response capacity;
- Ensure the proper functioning of accountability mechanisms to ensure transparency with beneficiaries, communities, local and provincial authorities, donors, and partners (NGOs and UN);
- As a member of the eSMT (extended senior management team), the Area Manager contributes to the development of the mission’s policies and strategies, as well as their implementation, through daily management in Ituri;
- The Area Manager provides support and advice to the SMT (senior management team) in order to ensure the quality of the programs and reduce the organization’s risks, whether at the programmatic, support, or security level.
Geographic scope of the position:
The Area Manager supervises DRC activities and teams and represents the organization throughout the Ituri province. The main base is located in Bunia, but the Area Manager is also responsible for the sub-bases (Drodro, Fataki, Komanda, Mahagi, Ramogi). The localities in which DRC works are particularly affected by armed conflicts.
Responsibilites:
Management
- Gérer directement l’équipe de soutien dans la région (logistique, finances, sécurité, RH), ainsi que la coordination des équipes de projet en RDC, en étroite collaboration avec l’équipe de gestion de projet.
- Gérer directement les équipes de projet en l’absence d’un chef de projet.
- Coordonner les équipes et assurer une bonne communication entre les différents départements.
- Gérer, prévoir et planifier toutes les questions de ressources humaines pour la zone d’intervention
- Supervise toutes les activités dans la zone, y compris la gestion financière, la mise en œuvre des activités, la supervision de la logistique et des achats.
- Veiller à la conformité des activités avec le guide des opérations et le guide du programme, et signaler tout problème ou risque à la coordination nationale.
- Diriger, former et encadrer les équipes afin de s’assurer que les activités répondent aux normes de qualité de la RDC.
Representation, coordination and reporting
- Représenter DRC dans la zone d’intervention et assiste donc à toutes les réunions relatives à la mise en œuvre et au positionnement du CRD dans la zone;
- Participer activement à la coordination afin d’assurer la pertinence des interventions de DRC dans la zone;
- Entretenir de bonnes relations entre DRC, le gouvernement local et les autorités;
- Assurer de bonnes relations avec les bailleurs de fonds, les partenaires et toutes les parties prenantes présentes dans la zone.
Programming Development
- Diriger la mise en œuvre de la stratégie du pays dans sa zone d’intervention;
- Fournir une analyse du contexte humanitaire dans la zone d’intervention afin de soutenir le développement de projets et d’adapter la mise en œuvre des projets en cours pour maintenir la pertinence et la qualité de la programmation de la RDC;
- Identifier les lacunes et les besoins humanitaires pour orienter la programmation;
- Veiller à la qualité des programmes conformément aux normes de DRC;
- Soutenir la rédaction de projets et de rapports relatifs à la programmation dans son domaine.
Security
- Gérer et veiller à ce que les interventions du RDC soient menées conformément aux normes de sécurité du RDC;
- Partager l’analyse avec le conseiller en sécurité et le Directeur national afin de prendre des décisions stratégiques en matière de sécurité spécifiques à la zone d’intervention;
- Veiller à ce que les employés de DRC dans la zone respectent les procédures et les lignes directrices en matière de sécurité;
- Signaler tout problème de sécurité à la hiérarchie.

Qualifications and Experience
- Relevant university degree (key sector, finance, project management, or other)
- Minimum 7 years of experience in team management, project management, and in the humanitarian sector;
- Experience in management in volatile contexts and armed conflicts;
- Experience with donors including ECHO, BHA, SIDA, FCDO, Humanitarian Funds and UN agencies – including good knowledge of their contractual rules;
- Recognized experience in project management;
- Proven leadership skills;
- Practical experience in Supply Chain, Financial Management, Human Resources and Administration;
- Good understanding of the concepts of security and community acceptance;
- Fluent command of French and English;
- Great capacity for synthesis and written skills (in French and English).
What we offer
Duration: 1 year renewable subject to performance and financing.
Contract: Salary and conditions in accordance with the terms of employment of the Danish Refugee Council Band E2/Manager.
