Area Programme Manager Jijiga, Ethiopia At Norwegian Refugee Council

The Area Programme Manager (APM) is responsible for overseeing the implementation of programmes in their area of operation and represents NRC at program coordination forums, as delegated by the Area Manager. This position is a member of the Area Management Group and Extended Country Management Group. As such, the APM is under the Area Manager’s line management but has a technical (dotted) reporting line to the Head of Programme (HoP).

General Responsibilities;

  1. Supervises and advises Project Manager (PM) and Project Coordinators (PCs) in the area.
  2. Responsible for support to integrated programs, coordination and technical quality of the field office, Project Cycle Management (PCM), monitoring and evaluation of projects.
  3. Provide specific and relevant inputs from the field on Key Competency strategies.
  4. Provide high level technical oversight of needs assessments, studies, evaluations at area level
  5. Ensure compliance with donor standards, grant management and regular reporting due from the field office
  6. Identify financing opportunities and develop a financing strategy and forecast in the area of intervention
  7. Contribute to the management of grants and BPO allocations in the area
  8. Comply and abide by NRC policies, procedures, and guidelines
  9. Ensure that the appropriate frameworks are in place for a successful program and financial audit.
  10. Liaise and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums.
  11. Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific Responsibilities;

  • In collaboration with the Core Competencies (CC) responsible (PM and PC), propose combined weekly planning to the Area Manager (AM)
  • Responsible for organizing PCM {Grant Opening Meeting (GOM), Grant Review Meeting (GRM) and Grant Closing Meeting (GCM)} Meetings for multiple and unique key competency projects at area level.
  • Responsible for program implementation with high quality and cost-effectiveness ratio targeting beneficiaries most in need of protection – value for money
  • Provide support to programme staffs during monthly budget monitoring and updates in GORS and provide a report to the AM
  • Review project proposals and reports for the area before submitting them to the area manager
  • Regular site visits for the implementation of projects
  • Ensure that NRC resources are used in accordance with humanitarian principles in the area
  • Ensure compliance with contractual commitments, while considering key lessons learnt from the implementation of projects in the area
  • Contribute to capacity building of all programme technical staff
  • Promote innovation and learning at area level
  • Contribute to the development of the area of ​​intervention and the development of Core Competence (CC) strategies, initiate and participate in the relevant development of Key Competence projects
  • Ensure the participation, the contribution of the Support Skills to the development and the implementation of the project
  • Provide regular reports on project progress to Area Manager.

Professional competencies:

  • Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Experience with response to emergency
  • Documented results related to the position’s responsibilities
  • Knowledge and skills in market analysis, cash-based interventions, and market-based programmes
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal required

Context/ Specific skills, knowledge, and experience:

  • Master’s degree in socio, economic sciences, development or any other related field or bachelor’s degree in the field above mentioned with a minimum of 5 years working experience
  • Fluency in English, written and oral
  • Knowledge of the context in the Somali Region is an asset
  • Good knowledge of donor regulations

Duty Station: Jijiga, Ethiopia

Type of Contract: 12 months’ renewable based on funding, performance, and the need for position

Salary: Based upon the NRC grading Scale

Travel: Up to 50% travel within the whole Somali Region, including within Ethiopia to NRCs area offices, as well as some international travel as required
