THE ASSIGNMENT

The Reducing the Impact of Insecurity on Afghanistan’s Legal System (RIIALS) program is a multi-year, research and development project. Under the RIIALS program, IDLO aims to build on IDLO’s existing efforts to assist justice service providers such as civil society organizations, legal practitioners, and customary and informal justice actors to help them gain a better understanding of the risks they face when providing justice services and develop appropriate responses. The project will include providing partner institutions with assistance to improve their policies and procedures, and to pilot new interventions. To that end, IDLO will maintain a justice sector online observatory, the Afghanistan Rule of Law Observatory (ARLO), to monitor the state of the justice system. The observatory will be designed with input and feedback from non-state justice service providers who will contribute to and use the website. Initially, ARLO will collect, analyze, and store open-source information such as news and human rights reports, publicly accessible to the broad audience concerned with developments in the Afghan justice system. Over time, ARLO will also present reports and data such as quarterly reports providing insight into the operating environment, legal landscape, risks, and possible mitigation strategies for justice service providers.

Reporting to the Field Program Manager (FPM), and in close collaboration with the IDLO Monitoring and Reporting (M&R) team, the ARLO Content Developer will develop content related to the Afghanistan Rule of Law Observatory (ARLO), analyze laws and decrees, review translations of legal documents, and ensure quality of content posted onto the ARLO website. This post will be open to candidates living in Afghanistan, with the option to work remotely.

The Contractor will perform the following duties:

  • Develop content for the ARLO website including factsheets and manuals.
  • Review translations of legal documents between English, Dari and Pashto.
  • Analyse laws, decrees, letters and other relevant documents for their impact on the Afghan justice system.
  • Provide coaching and mentoring to build the capacity of relevant staff develop content, including narrative reports.
  • Contribute to the writing of reports, white papers, and other published documents.
  • Recommend changes and improvements to reporting documents as needed.
  • Perform any other relevant duties as requested by the supervisor.

Job Requirements

Ideal Candidate Profile

QUALIFICATIONS

  • Advanced university degree in international development, law, public administration, business administration, public policy, or other relevant social sciences.
  • At least eight (8) years of relevant experience. Experience working in an international context is highly desired.
  • Impeccable grasp of legal language in English, Pashto and Dari.
  • Fluency in English and Pashto, and Dari.
  • Experience in copywriting and editing.
  • Experience working in the Afghan legal sector would be an advantage.

SKILLS

  • Strong problem solving, conceptual, and analytical skills.
  • Ability to research, analyse, and synthesize information, interpret data, retrieve information from databases and clearly and concisely prepare results.
  • Excellent written and verbal communication skills.
  • Good knowledge of Microsoft Word, Excel, and PowerPoint.

For this recruited position, IDLO shall offer the selected candidate a Local Single Engagement Agreement for 6 months. The services will be performed either from the IDLO-Afghanistan office or remotely if the Contractor does not reside within Afghanistan.
