Armenia: Grants and Contracts Manager At Internews Network

ABOUT THE OPPORTUNITY

Internews seeks a Grants and Contracts Manager for the Media Program in Armenia, a media development project focused on strengthening the integrity of the information space in Armenia. The project will enhance the professional and organizational capacity of media outlets to strengthen their editorial independence and increase their reach and impact across Armenian society through quality content. The project will provide support to improve the financial viability of editorially independent media and help institutionalize a funding source for public interest media; advance media literacy efforts to empower citizens and civic and political leaders to consume and engage with information critically and understand the role of ethical media.

The Grants and Contracts Manager will administer subgrants to the implementing partners and all other formats of financial support delivered through all funding pools; design and manage field grants policies; manage procurement; liaise with grant-recipients, train them as necessary on financial and reporting compliance, and oversee their adherence to subgrants, procurement and other policies. They will liaise with counterparts in Internews’ Washington, DC and Arcata offices to ensure a smooth flow of sub-grant requests and documentation. They will maintain communication with subrecipients on administrative and management questions. They will also work to ensure activities in compliance with the funder requirements. The position will supervise and work alongside the Grants and Contracts Officer and report to the Deputy Chief of Party based in Yerevan, Armenia.

DAY-TO-DAY TASKS will include:

  • Design grants manual in cooperation with counterparts in Internews’ Washington, DC and Arcata offices;
  • Administer, translate, and update subgrants to the implementing partners and all other formats of financial support delivered through all funding pools under the supervision of the COP and DCOP;
  • Work directly with counterparts in Internews’ Washington, DC and Arcata offices to ensure a smooth flow of sub-grant requests and documentation from Armenia to the US and sub-grant funding from the US to Armenia.
  • Design and manage field grants policies;
  • Work alongside and supervise employment of the Grants and Contracts Officer, including assigning and directing their work, performance appraisals, addressing complaints, and resolving problems;
  • Manage procurement and provide support when commissioning services from vendors and contractors, perform due diligence and vendor selection in compliance with Internews’ policies, funder and local/regional regulations, taking care of contractual documentation in collaboration with Internews’ HQ team, when necessary;
  • Liaise with grant-recipients, train them as necessary on financial and reporting compliance, and oversee their adherence to subgrants, procurement and other policies.
  • Identify, follow up, monitor, and evaluate funded projects
  • Maintain sub-grant agreement and reporting files
  • Keep COP, DCOP, financial, and relevant programmatic project staff informed of all challenges, issues, and successes of sub-grantees;
  • Contribute to development of RFAs and other grant-making or solicitation documentation
  • Follow changes in USAID or other funder, Internews and local requirements.
  • Represent Internews at external meetings if assigned by management.
  • Assists COP and DCOP in preparing reports, projections, implementation plans etc.
  • Follow Internews’ guidelines on data security.
  • Other tasks if assigned by Internews management.

QUALIFICATIONS WE’RE LOOKING FOR:

  • At least five years of experience in management of large and diverse grant portfolios (USG programs);
  • Relevant University degree or equivalent professional experience.
  • Experience in management of procurement and service contracts;
  • Analytical, policy and financial management skills;
  • Strong computer skills particularly with MS Excel, Word.
  • Good organizational skills and attention to detail.
  • Ability to meet tight deadlines.
  • Ability to work effectively in stress related environments.
  • General familiarity with political, economic, and social issues in Armenia.

Preferred

  • Experience in federal grants management and U.S. government grant regulations – highly preferred.
  • Proficiency in Armenian highly preferred
