The Finance Department is responsible for safeguarding the sound registration of accounting transactions as well as monitoring the financial situation and advising the management on budgets and the financial position. It has 26 staff members working in: Field Finance, Administration and Accounting Field, Administration and Accounting Office, Financial Control, Reporting and International Accounting and Inheritances & Legacies.

The Finance Advisor for the Field hierarchically reports to the Coordinator Field Finance. Functionally you manage, coach and train Finance Coordinators (working in the Field) who are in your portfolio of missions. You work in close cooperation with five other Finance Advisors, as well as other Finance disciplines, Operations, Human Resources, Logistics both in the field and HQ, internal control, and External and Local auditors.

Objectives of the Position

As a Field Finance Advisor, you are responsible for the quality and availability of financial and technical support and advice to project countries and the Operations desk at HQ covering financial management, internal control, donor funding and risk management policies and their implementation. Additional objectives are:

  • Proactively monitoring compliance with local laws and donor policies to mitigate risk of disallowance of funds;
  • As a member of the Operations Support Team (OST), actively collaborating with other members and acting as liaison between Operations and the Finance Department in HQ ensuring quality Finance advice and an efficient flow of information;
  • Functionally line managing Finance Coordinators (in 5 to 6 countries) and participating in their performance evaluations; providing coaching, training, guidance and technical leadership in translating operational objectives and activities into efficient and realistic financial resource planning;
  • Responsible for monitoring and controlling operational budgets of missions and analysing project financial performance on a regular basis;
  • Responsible for organising a cash flow plan and analysis with missions, to ensure availability of sufficient liquidity levels in missions to meet operational needs.

Key Responsibilities and activities include

  • Primarily responsible for ensuring that the requested support for planning and organization of field finance functions is delivered;
  • Representing, and liaising on behalf, the Finance Department towards the Operations Desk and its Operational Support Team (OST);
  • Responsible for providing timely and high-quality analysis of budgets and Budget Control Reports (BCR) and advising missions and Operations desk on corrective actions;
  • Supervising the development and implementation of mission-specific finance policies, procedures and tools, ensuring alignment with operational needs, local contexts and OCA standard policies and procedures, and giving technical validation;
  • Providing mission-specific support and advice on the organization and set-up of the finance team in missions;
  • Guiding Operation Managers and other OST members on financial processes, planning, and risk management; providing financial analysis relevant for Operational decision making; ensuring quality financial advice and an efficient flow of information between Operations and the Finance Department;
  • Planning and organising cash flow planning and analysis to ensure missions maintain sufficient liquidity levels to meet operational needs while minimizing associated security risks through advice and guidance on local fund transfers;
  • Ensuring that the annual financial closure procedures are properly implemented in the missions;
  • Responsible for ensuring the integrity of financial proposals and reports, and providing mission-specific support and advice on donor reports, local audits, taxation, and local reporting, and proactively monitoring mission-specific compliance issues;
  • Ensuring implementation of financial internal control mechanisms in missions, and ensuring that the inventory of all financial risks in missions is conducted, analysed, actioned and completed, thereby safeguarding mission financial compliance;
  • Remote working possible, CET time zone preferred (minimum 2 hours a day overlap);
  • Willingness to travel to mission countries in her/his portfolio, subject to COVID or other travel restrictions:
  • Strong inter-personal- and inter-cultural communication skills.

We offer

A challenging position in an ambitious team in an international medical humanitarian organization. Furthermore:

  • A contract for one year with a renewal option (subject to satisfactory performance) based on a fulltime appointment;
  • We are open to considering work locations anywhere in the world with an MSF office present. Maximum time difference of 2 hours to Central Europe CET time zone is preferred. In this case, the salary (and benefits) is determined on relevant professional experience and are aligned with local policies depending on where the role is based. More details will be discussed during the selection phase;
  • If the role is based in Amsterdam, a gross salary in scale 6 of a minimum of € 3,105 and a maximum of € 4,200 per month, based on relevant work experience is offered;
  • Other benefits (Amsterdam-based only) include: 30 holidays per annum (based on a fulltime appointment) and a premium-free pension plan.
