ASH Coordinator (Water, Sanitation and Hygiene) – Puerto Ordaz (Nationals only) At Norwegian Refugee Council

The purpose of the Water, Sanitation and Hygiene (ASH) Coordinator position is to lead the implementation of the delegated portfolio of ASH competition projects in accordance with NRC proposals, strategies, requirements and technical quality.

Duties and responsibilities

Generic responsibilities
1. Comply with NRC policies, standards, strategies, tools, manuals and guidelines
2. Manage the performance and development of the work team.
3. Contribute, with the Area Manager, in the development, management and monitoring of the project budget.
4. Contribute to the development of the ASH strategy as well as the preparation of new proposals.
5. Certify that projects target participants most in need of protection, explore and evaluate new and better ways to help.
6. Promote and share ideas for improvement and necessary changes in activities.
7. Ensure capacity development of project staff and transfer key skills.
8. Liaise and collaborate with relevant local authorities and other key stakeholders.
9. Ensure that the personnel under their charge correctly comply with the NRC code of conduct during the development of all activities, paying special attention to those that involve relationships and coordination with the participants of the NRC ASH projects.
10. Monitor and document the implementation of project activities carried out by partners, perform quality control and provide technical support to partners.

Specific Responsibilities
1. Coordinate the actions required in the Project Cycle Management (PCM), the presentation of reports (internal and for donors) and the execution of ASH projects in your Area
2. Provide relevant information on needs, areas and new or better opportunities for implementation of the ASH program in the assigned area as input for the preparation of proposals and reports, etc., by the Specialist.
3. Consolidate and monitor the action plan of the area’s ASH competition.
4. Present progress reports on projects that facilitate the identification of needs or deviations that require decision-making to address them.
5. Certify that the implementation of the projects is executed in accordance with the expected quality standards based on the technical guidelines provided by the ASH Specialist.
6. Follow up so that the area’s ASH team complies with the procedures established by NRC associated with Support, Monitoring, Evaluation and Learning (MEL) and programs within the framework of the projects implemented by the competition.
7. Coordinate with the Area Manager public advocacy actions before local and regional authorities, and management actions with actors in the ASH sector in order to promote their rights, improve public health and the effective enjoyment of the right to water and sanitation. sanitation of the population in situation or risk of displacement in line with the Communication and Advocacy Strategy.
8. Facilitate, coordinate and establish links of respect and closeness with communities, institutions, contractors and humanitarian actors during the implementation of ASH projects, as well as raise awareness/disseminate the transparency processes/complaint mechanisms established by NRC.
9. Propose and participate in the improvements, design and standardization of NRC methodologies, protocols and tools, and actions that allow analysis for prioritization of care, selection of the population with greatest needs and of interest to NRC following its mandate.

Qualifications

Generic professional skills:
• University graduate, preferably in Architecture, Civil Engineering or others related to the field of Water, Sanitation and Hygiene.
• Verbal and written fluency in the English language is desirable.

Context/Specific skills, knowledge and experience:
• Demonstrable experience of/in:
o Minimum 4 years in ASH project management and team supervision.
o Management of generic and ASH humanitarian guides and manuals such as the Sphere manual, Wash Fit, 3-star Manual, compendium of sanitation technologies and systems, etc.
o Knowledge of household water treatment solutions and safe storage and sanitation systems and emergency handwashing points.
o Work with populations with different types of vulnerability, victims of conflicts, violence, among others.
o Budget management
o Writing technical reports.
• Knowledge of national regulations: public infrastructure and environmental policies, access to housing and territorial management.
• Proficiency in the use of office tools relevant to the management of ASH competence.
• Previous experience in issues related to ASH in agencies of the United Nations system, the Red Cross movement or other international or national humanitarian organizations is positively valued.
• Availability to travel in the states where NRC has a presence and spend the night on the ground.
