The Assistant Country Director Program Support provides leadership, policies instructions and effective direction to support all Country Office (CO) operational processes and Finance to ensure a smooth and compliant implementation of program activities. On the admin side, s/he shall take appropriate measures to eliminate or at least reduce risks related to Programs/Projects implementation, ensures that all contracts and procurement of Goods and Services are in full compliance with donors and CARE USA rules and regulations and oversees IT, inventory, logistics, legal functions and general administration. On the Finance side he/she will manage oversee the Finance management and monitor the PS cost pools in collaboration with the Head of finance and if applicable the ACD-PQ and make recommendations to the Country Director, for timely and accurate donor reporting, compliance and financial risks management.
The ACD-PS will advise the Country Director in balancing the admin structures and operations against the allocated financial resources; s/he ensures that all CARE program support functions are implemented cost-efficiently and effectively, providing high quality services and information to ‘clients’ at different levels of CARE, and other stakeholders. S/he fosters a values based organizational culture, ensuring that approved internal controls have been implemented and monitored and exercise conscientious stewardship of an annual averaged budget of $9 million.
The position requires advanced management skills, knowledge of accounting, strong financial software, a compliance skill, a good understanding of Security and Safety principles, as well as the application of ‘people-skills’ that promote staff development through team-building, coaching, and mentoring. The position requires also an excellent team building and people coaching skills, extensive experience and in-depth understanding or General administration and procurement procedures, processes and their compliance requirements. She/he must demonstrate an understanding of CARE’s programmatic needs and concerns for ensuring effective administrative and financial support.

Qualifications:
- CPA qualification
- Desired 10+ years in similar position with CARE or other INGO in complex context Experience Required
- A minimum 8 years in a senior management position in Africa in strategic support and compliance
- At least 6-8 years’ practical experience track record in leading/managing fully Program Support in complex context
- Fluent French and English (written and verbal)
- Good IT skills and knowledge of diverse financial software systems
- Strong budgeting, accounting and financial management skills
- Strong coaching, mentoring, training facilitation, and team building skills
- Good understanding of Security and Safety issues
