Now, we’re looking for a passionate and experienced leader to join our team in Haiti as the Assistant Country Director for Programs (ACD-P). Your Mission
As the ACD-P, you will ensure that CARE’s programs in Haiti align with our vision and mission, delivering significant contributions to reducing poverty and social injustice. You will provide strategic leadership in program development, implementation, quality programming, and advocacy, integrating humanitarian interventions with long-term programming, while overseeing a multi-sectoral team working on key areas such as Food Security and Nutrition, Urban Development, Education, and Economic Development, along with Emergency Response Activities focused on WASH (Water, Sanitation, Hygiene) , shelter, and food security.
Key Responsibilities
Program Development and Resource Mobilization:
- Lead the shift from projects to programs, ensuring alignment with CARE’s vision and global strategy.
- Develop new development and humanitarian response programs that address the root causes of poverty, incorporating gender, risk reduction, and environmental considerations.
- Oversee proposal development and resource mobilization activities, ensuring appropriate partnerships and adequate budget allocations.
Program Quality and Management:
- Ensure all programs align with the country office strategy and CARE’s Programming Principles.
- Implement and oversee monitoring and evaluation systems to enhance accountability and learning.
- Ensure high-quality and timely donor and government reporting.
- Lead the alignment of the existing project portfolio to the goals of newly designed programs.
Emergency Preparation & Response:
- Monitor project deliverables and the changing humanitarian context to ensure effective and quality responses.
- Oversee the revision and improvement of the Emergency Preparedness plan and integrate disaster risk reduction/management into all programs.
People and Culture Management:
- Establish effective staffing structure for the program area, promote teamwork, and ensure staff awareness of CARE policies and procedures.
- Provide clear guidance, regular feedback, and coaching to direct reports.
- Recruit, develop, and retain high-quality staff, delegating responsibilities and holding them accountable.
Administration and Advocacy:
- Closely collaborate with Operations Support and Finance departments to ensure effective use of resources.
- Ensure compliance with donor regulations and CARE policies.
- Maintain solid relationships with officials, donors, NGOs, and other civil society organizations.
- Develop and implement humanitarian and development policy and advocacy, strengthening relations within CARE and engaging in senior-level policy influence.
- Act as CARE spokesperson when required, ensuring good media relations and visibility.
What We’re Looking For:
- Education: Bachelor’s Degree in International Development or a relevant field.
- Experience: At least eight years of progressive overseas experience in humanitarian and development programs, with substantial experience leading large and complex programs.
- Skills: Demonstrated skills in program design, implementation, evaluation, and emergency response management. Strong strategic and operational planning abilities.
- Interpersonal Skills: Excellent leadership, representation, negotiation, and cross-cultural communication skills.
- Languages: Proficiency in English and French. Spanish desired.
