BUT PRINCIPAL

Perform administrative tasks and monitor accounting management, respecting the instructions of the Administration Manager and MSF procedures, in order to ensure compliance with laws and maintain strict control over monetary resources.

RESPONSABILITES

  • Perform administrative and legal tasks under the supervision of the Administration Manager, verify salary calculations and update personal files to ensure correct, compliant and punctual payments.
  • Implement financial management procedures to ensure optimal control and security and ensure the availability of funds.
  • Prepare employment contracts in accordance with legal requirements, including specific modifications where necessary, to ensure compliance with local labor and tax law.
  • Enter data into the HR database and personnel files, keeping them up to date to facilitate the management of HR procedures.
  • Update employee social security and tax records to meet regulatory requirements and obligations.
  • Prepare monthly pay slips for all staff, modify and update necessary data to ensure punctuality and accuracy of staff salaries.
  • Prepare the final pay slip and end-of-contract work certificates to meet regulatory requirements while defending  MSF’s interests.
  • Monitor expiring rental contracts and inform the Administration Manager in time to arrange a renewal or find another alternative.
  • Assist the Administration Manager with monthly budget forecasts and planning to ensure payment of daily needs, salary advances, wages, etc.
  • Process payments to suppliers and maintain strict control over all required documents, reporting any discrepancies to the Administration Manager.
  • Perform all accounting tasks and activities, to ensure strict control over all expenses and the reliability of statements and documentation.
  • Ensure that all administrative information is accessible to all staff (assignments, meetings, etc.)
  • Classify and prepare all accounting elements required by the Administration Manager.
  • Classify accounting files and enter accounting elements into the accounting software, with the support of the Administration Manager and/or the Accounting Manager (ACMA).
  • Assist the Administration Manager with the translation of documents into the local language. Assist the Administration Manager during meetings upon request.

RESPONSIBILITIES SPECIFIC TO THE MSF/CONTEXT SECTION

As part of the launch of operational activities of Médecins Sans Frontières in Senegal, the FIN/HR assistant will have the following specific responsibilities:

  • Collaborate with the Dakar office to ensure the application of regulations in force in the country and internal to MSF.
  • Support the HR and Finance Coordinator in the implementation of the mission’s financial and human resources policies, for the launch of operational activities.
  • Ensure payment of service providers and purchases for the needs of the mission.
  • Monitor arrivals and departures, and arrange corresponding accommodation in Dakar.
  • Ensure flight bookings between Senegal and Mauritania.

Required qualities

Experience: Preferably, degree related to accounting, business or management.

Education: Preferably a degree related to accounting, business or management.

Knowledge  : Essential computer skills (word, excel, internet)

Languages: Essential knowledge of the mission language and the local language

Contract type: Fixed-term contract

Contract duration: 6 months

Salary (€)  : Level 6 of the MSF Senegal salary scale
