The RESILAC program takes place in the Lake Chad basin (Cameroon, Chad, Niger, Nigeria).
Purpose of the position : Guarantee the quality and accountability of the RESILAC program by leading the monitoring-evaluation system, accountability, capitalization and collective learning within teams and with partners as well as through support for management strategic and operational of the project.
Context :
The RESILAC project (inclusive economic and social recovery of Lake Chad) aims to create favorable conditions for economic recovery, social cohesion and the resilience of populations impacted by the security crisis and climate change in the Lake Chad basin. An exciting framework around a territorial approach combining emergency, recovery and development around three operational components (social inclusion, support for territorial stakeholders and economic recovery). Lasting five years (2024-2028), the RESILAC project is implemented by the Action Against Hunger consortium (lead), CARE and Groupe URD and in partnership with the CCFD – Terre Solidaire network as well as than other national actors.
It is this regional project deployed in Cameroon, Niger (subject to reservation), Nigeria and Chad, and coordinated by a technical office based in Ndjamena in which you can take part. You will work in the regional office in N’Djamena and will be in constant contact with the implementation teams and organizations in the 4 countries and with the headquarters of the Consortium organizations.
The multi-thematic territorial approach and the objectives of localizing aid will be at the heart of the program’s strategies, while promoting agility and learning among the teams and stakeholders in the sub-region. You will thus be able to take on this ambitious challenge with us, by bringing your expertise and strategic thinking to the collective and participatory management of the monitoring-evaluation and learning system, as well as to supporting the regional management of the project.

Groupe URD, as a learning partner and knowledge manager of the RESILAC 2 project, will develop and supervise the Monitoring, Evaluation, Accountability and Learning strategy. This will be based on complementary tools, methods and approaches allowing i) to support the adaptive management of the project, ii) to evaluate the progress of the action and its effects on the ground, iii) to produce useful and relevant knowledge and iv) to promote iterative learning.
Job description:
Under the supervision of the RESILAC regional representative, you will be responsible for guaranteeing the quality and accountability of the RESILAC program by leading the monitoring-evaluation system, accountability, capitalization and collective learning within teams and with partners as well as through support for the strategic and operational management of the project. More specifically, you will be in charge of:
Mission 1 – Support to the regional representative on agility, quality and accountability systems for efficient management of the program; notably through the development and coordinated implementation of the global monitoring and evaluation and accountability mechanism
The Assistant Regional RESILAC Representative – Quality and Accountability is responsible for:
- Support program management by providing elements or tools for agile program management, identification of points of vigilance and the need to adapt the program strategy with regard to commitments to the NFH;
- Design the program’s monitoring-evaluation strategy and develop its operational system (action plan), taking into account in particular the program’s commitments and its multi-party, multi-country and multi-sector nature;
- Develop methods and tools adapted to national contexts in accordance with the principles of agility and the standards required by donors. This includes: monitoring of activities, monitoring of beneficiaries, monitoring of results, monitoring of effects;
- Develop a methodology for context monitoring and agile management – in consultation with the regional coordinator and in collaboration with Groupe URD – and contribute to its implementation, monitoring and evolution;
- Ensure the establishment of an accountability system at the regional level and adapted its operational implementation in each country (apart from Feedback Days);
- Support technical experts in the production and harmonization of key monitoring and collection tools aimed at promoting actions and measuring their effects;
- Ensure the transversal integration of SERA in other sectors of the project;
- Ensure that the conclusions resulting from the SERA regularly feed into internal operational and strategic thinking frameworks.
- Represent the RESILAC team and/or Groupe URD in forums related to themes falling within its scope with a view to sharing practices on the theme concerned;
- Develop and maintain a network of external relations with the actors involved in the SERA theme;
- Coordinate the implementation of the program’s overall data processing mechanism (securing, centralization, consolidation, processing);
- Coordinate reflections on information management within the program and promote a data culture within program teams/organizations;
Mission 2 – Responsible for the development and monitoring of the research framework and valorization of results (including research coordination)
The Assistant Regional RESILAC Representative – Quality and Accountability is responsible for:
- Synthesize and disseminate knowledge useful for the strategic and operational management of the project (from RESILAC 1, research produced in RESILAC 2 or by other actors);
- Develop, in collaboration with Groupe URD, the project’s research strategy by drawing lessons from RESILAC 1;
- Coordinate the process of identification of subjects, selection, their TOR as well as the coordination of national and regional research;
- Develop the strategy for promoting/disseminating results in conjunction with the Advocacy/Communication Manager and actively contribute to its implementation;
- Coordinate all research activities with a view to ensuring monitoring and regional coherence – in particular in collaboration with the Lake Chad Basin Commission (LCBC) on regional studies;
- Identify potential research partners and manage support actions and partnership relations with research institutions – with the support of SERA country managers and consortium coordinators – in the countries and regions concerned by the project;
Mission 3 – Responsible for the development and monitoring of the capitalization & learning framework
The Assistant Regional RESILAC Representative – Quality and Accountability is responsible for:
- Synthesize and disseminate useful learning to project teams (from RESILAC 1, the ongoing capitalization of RESILAC 2 or other actors)
- Develop, with the support of Groupe URD, a continuous learning and capitalization framework as well as adapted tools and methodologies;
- Ensure the animation of the capitalization process at the regional level and support the capitalization work of the country teams, according to the defined framework;
- Ensure the capitalization (collection of information, production of shareable content) of SERA activities;
- Develop suitable methods and tools and ensure the facilitation of the training process with the regional office (technical experts) and country teams (SERA managers, Consortium national coordinators);
- According to the recommendations of the learning diagnosis (RESILAC 1), define, with the support representative, a suitable training strategy for the program teams;
- Carry out technical supervision, training and/or support visits in intervention areas.
Mission 4 – Ensure, in its regional and cross-border dimension, the establishment and animation of a learning and sharing framework within the project – concerning the SERA theme
The Assistant Regional RESILAC Representative – Quality and Accountability is responsible for:
- Establish and lead the regional working group on SERA between the project NGOs favoring regional approaches;
- Create and facilitate a framework promoting the sharing of experiences and practices between SERA managers in the field (workshops, cross-visits, discussion forums, etc.);
- Contribute to the production of content and the animation of discussions within the RESILAC 2 Alliance, in particular (but not only) on aspects relating to SERA;
- Ensure, in consultation with the country offices, support and advice to SERA Consortium managers in the 4 countries;
Mission 5 – Contribute to project communication (internal and external) and information management tools and processes
The Assistant Regional RESILAC Representative – Quality and Accountability is responsible for:
- Synthesize information useful for decision-making, and position itself as advisory support to regional management;
- Contribute to the review of country reports and the development of donor reports, content of donor documents (copils, notes, etc.) on SERA aspects;
- Contribute to the development and implementation of the external and internal communication strategy of the SERA project (advocacy actions, positioning notes, etc.),
- Support the development of external communication products/supports, in conjunction with the advocacy/Communication manager;
- Support the definition of roles and responsibilities within RESILAC teams with regard to information management;
Mission 6 – With Groupe URD, responsible for mobilizing internal expertise and budgetary monitoring/reporting
The Assistant Regional RESILAC Representative – Quality and Accountability is responsible for:
- Supervise the mobilization of Groupe URD teams within the framework of project activities (EIMS, research, etc.) and ensure the link with the RESILAC program teams;
- Ensure administrative and financial coordination, particularly with service providers and consultants, ensure the allocation of human and financial resources;
- In close collaboration with the DAF, supervise budgetary management for any contractual and budgetary changes having an impact on resources and means;
- Manage the dedicated financial resources in line with the budgetary framework of the project and in compliance with the rules of Groupe URD, the lead partner and the donors concerned (monitoring and budgetary analysis);
- Support budget reporting, definition of the procurement plan and accountability (internal/external audits);
- Monitor contributions and ensure the positioning of Groupe URD within the RESILAC project;
- Prepare consortium meetings and COPIL meetings with the General Director of Groupe URD;
- Facilitate the provision of content produced by Groupe URD, according to the needs of the RESILAC project and vice versa, disseminate learning from the RESILAC project within Groupe URD and its network;
- Propose articles for the newsletter or external media to Groupe URD headquarters.

Required profile:
You are committed to strengthening the resilience of populations and territories, particularly in the Lake Chad basin region, you are passionate about improving aid practices, always looking for solutions to improve the quality and accountability of aid,
You have initial training (Bac+5) in social sciences, humanitarian, international development or project management (Master’s degree in international aid project management), you are able to demonstrate equivalent expertise acquired through your experience professional.
You have at least 5 years of experience in managing complex programs in crisis contexts, including at least 3 years in the field of MEAL, in positions covering experience in:
- Project management in crisis contexts
- Team coordination in the MEAL domain
- Design and implementation of monitoring and evaluation systems,
- Project monitoring and evaluation (MEAL, internal monitoring and evaluation, external evaluations, lessons learned capitalization process)
- Network animation/exchange framework
- Data collection and information management
- Mastery of quality approaches (eg. Agile management, change management, etc.) and good knowledge of desirable Quality standards
- Conducting operational research and publication experience desirable
Additionally, you have the following skills:
- Great capacity for analysis and synthesis

- Place of work: RESILAC office in N’Djamena (Chad), with travel to be expected in Cameroon, Nigeria and Niger (30% of working time).
- Salary: Between €39K and €43K depending on profile + benefits (housing allowance, child allowance, monthly per diem, break allowance, medical and retirement coverage, possibility of bringing your family for 1 month/year subject to the security context, 1 travel ticket return plane to home/year, etc.).
- Possibility of driving your own vehicle in N’Djamena.
- Teleworking: Maximum 5 days before/after break or annual leave (according to the RESILAC consortium’s teleworking policy).
