The Mérieux Foundation has worked independently in the service of global health since its creation in 1967. Recognized as being of public utility, it specializes in the fight against infectious diseases, particularly among vulnerable populations in countries with limited resources.
Our mission is broken down into four priority objectives:

- Strengthen applied research in the field and the development of collaborative programs,

RECRUITMENT CONTEXT
As part of a job creation, we are looking for an Assistant Technical Representative for the Mérieux Foundation office in Madagascar.
THE POST
The Deputy Technical Representative for Madagascar provides technical support to the Madagascar Manager for the development and coordination of activities and teams in the intervention zone, in compliance with the strategy and values of the Mérieux Foundation.
The Deputy Technical Representative for Madagascar works under the responsibility of the Madagascar Manager. He contributes to defining the regional strategy with the Madagascar Manager and the technical departments at headquarters.
He also works closely with Field Project Managers, Headquarters Project Managers, Project Managers and Headquarters experts.
Finally, he interacts with the Administrative and Financial Manager Madagascar and her team and the Support Function at headquarters (Partnerships, Finance, HR, Legal, Communication, Monitoring-evaluation), for the proper monitoring of projects.
The Madagascar Technical Assistant carries out the following missions:
- With the Madagascar Manager, he participates in defining intervention strategies and action plans in the area, in line with the vision defined by headquarters.
- Technical coordination of a portfolio of projects, relying on technical teams in the field and in liaison with headquarters. Supervision of the achievement of objectives, support in the field in problem solving.
- Monitoring the relevance and consistency of projects in the area with the Program Directorates
- By delegation of the Madagascar Manager, institutional representation on the technical level in Madagascar, with partners, local authorities and donors
- With the Madagascar Manager and the headquarters, identification of project & financing opportunities and participation in the development of new national and multi-zone projects, identification of potential partners and monitoring of regional relevance and coherence.
- Participate in project exploration missions, on delegation from the Madagascar Manager
- Hierarchical management of technical HR in Madagascar
- Technical interface with headquarters on regional and/or national projects (in conjunction with technical HR present in the countries) and on prospective subjects (type RAM, support for laboratories, TB, etc.)
- Developing community health activities
The Madagascar Technical Representative Assistant will be responsible for directly managing certain projects. The project portfolio will be decided by the Madagascar Manager (in conjunction with headquarters).
YOUR PROFILE
You are sensitive to global public health issues;
You have a good knowledge of the health system and the laboratory system, public health in general and the functioning of biology laboratories in particular in Madagascar;
- Initial training in general medicine with a specialty in either medical biology or public health or infectiology or pediatrics.
- 5 to 7 years of prior experience in development program management, preferably in the medical and scientific field
- Experience in institutional representation of organization
- Experience in setting up, monitoring and evaluating donor-funded projects
- Experience in writing responses to calls for projects
- Excellent oral and written communication skills in French, fluency in written and oral English is required;
- Excellent writing skills;
- Good interpersonal skills and ability to work within a multidisciplinary team, including remotely. Autonomy, diplomacy*.* Rigor and ability to summarize. Ability to step back from delicate situations. Ability to adapt to the local context
