In France and internationally in nearly 30 countries, our actions aim to facilitate access to the health system by working on 5 priority themes structuring our fights and our advocacy: emergencies and crises, sexual and reproductive health, reduction risks, migration, rights and health and environmental health.

Present in the DRC since 1994, MdM has historically intervened in various regions of the country (Kinshasa, North and South Kivu, Tanganyika) particularly on emergency programs: response to epidemics and measles vaccination (Tanganyika) with the complete implementation of the package minimum activities (PMA) in primary care health (SSP), and support for health centers (CS) affected by different crises. Since 2002, MdM was present in the province of Tanganyika in the ZS of Manono, Kabalo, Nyunzu, Kongolo, in addition to Kalemie and Nyemba. In addition, MdM has been working for more than 10 years in Kinshasa on sexual and reproductive health and rights (SRHR) programs and the protection of children in street situations.

MdM has a coordination office in Kinshasa in charge of representation vis-à-vis partners, Congolese and international authorities and overall management of human resources.

Currently MDM is implementing projects in the DRC mainly on 3 areas of intervention:

  • Emergency project allowing access to basic health care in the province of Tanganyika in two health zones
  • Development project in the city province of Kinshasa, enabling the promotion of rights and sexual and reproductive health (SRHR) in four health zones (Selembao, Kingabwa, Kingasani and Binza Meteo). The PROMEKIN project was significantly delayed in starting its activities.
  • Environmental health (SE) development project aimed at reducing the impact of pesticides on the health of market gardeners and consumers in three health zones in the city of Kinshasa (Masina 1, Masina 2 and Nsele)

JOB DESCRIPTION :

Under the direct supervision of the financial coordinator, your main mission is to manage and control the mission’s budget and carry out financial monitoring. You provide technical support to the financial and operational teams. You act as the financial coordinator in the event of his absence.

More specifically, your responsibilities are as follows:

Budget management and control

  • Update the financial monitoring tool and provide monthly analysis
  • Lead monthly meetings
  • Alert the financial coordinator in the event of budgetary doubt
  • Participate in the development of the forecast and annual budget

Donor management

  • Ensure monitoring of donor funding
  • Participate in the development of the donor budget
  • Support the preparation of all donor reports
  • Participate in the preparation of internal and external audits

Financial management

  • Validate accounting operations
  • Supervise the preparation of procurement requests
  • Guarantee compliance with the country’s legal and financial obligations

Training and support for teams

  • Train teams in establishing and monitoring budgets
  • Strengthen the capacities of the administrative and financial team

CONDITIONS OF EMPLOYMENT:

  • Position to be filled as soon as possible
  • Gross monthly salary of 2,822 euros
  • 13th month equivalent paid in 2 installments – from 6 months of actual work seniority
  • Expatriation bonus of 10% of gross salary per month

REQUIRED PROFILE :

  • Bac + 3 management or accounting
  • 2 years’ experience including one year in the international associative field as an administrator
  • Mastery of accounting, financial and budgetary management
  • Knowledge of donor procedures and project writing skills
  • Ability to work in a restrictive environment
  • Good knowledge of logistics procedures
  • Very good command of Word, Excel and SAGA
  • Ability to read, construct and analyze a budget
  • Languages: fluency in oral and written French essential, English is an asset.
