Position Summary:

Creative Associates seeks an Associate Director/Director of Proposal Recruitment to lead a team of full life-cycle proposal recruiters for fast-paced proposal hiring, to support Creative’s Mission for positive change. The Associate Director/Director of Proposal Recruitment is a leadership role in Creative’s Growth Office. They will review, develop, and prioritize proposal recruitment plans and approaches, ensuring alignment on positions, impact, and expectations. The Associate Director/Director of Proposal Recruitment will own and continuously improve Creative’s proposal recruitment systems, approaches, and procedures, working in close collaboration with colleagues in business development, human resources, and technical divisions. They will lead efforts to develop, expand, and improve Creative’s networks and candidate pools for key field positions. They will be responsible for the management, mentoring, skill-building, and career development of a cadre of professional proposal recruiters. The ideal candidate will demonstrate passion, creativity, and excitement for working collaboratively across cultures and time-zones.

The Associate Director/Director of Proposal Recruitment will demonstrate strong experience in leadership, talent acquisition, and business development for USAID and other donors in a high-growth, global, entrepreneurial setting. A successful Associate Director/Director of Proposal Recruitment will have excellent interpersonal and communication skills and an ability to represent the organization to the international development community and all levels of candidates.

Reporting & Supervision:

The Associate Director/Director of Proposal Recruitment will report to Creative’s Vice President, Business Development, and will manage a team of four regionally embedded proposal recruiters.

Responsibilities

Primary Responsibilities:

  • Teaches, trains, mentors, and coaches a team of highly effective international proposal recruiters to achieve Creative’s business development and proposal recruitment objectives.
  • Serves as proposal recruiter on key high-value, strategic capture and proposal efforts and identifies a pool of “winning” key personnel for ongoing proposals.
  • Partners with Program Division leadership to cultivate networks, identify priority proposal recruitment needs, and build both regionally- and technically-focused candidate pools.
  • Ensures high quality written recruitment deliverables and documents (such as CVs, staffing sections, position descriptions, etc.) to support competitive proposal submissions.
  • Integrates recruiting perspective into activities such as in capture and proposal development.
  • Participates in and advises on Creative’s business development pipeline planning processes, strategy, and growth initiatives.
  • Drives development of cutting-edge approaches to international recruitment and proposal recruitment, including spearheading the development of a ISO9001-based, best-in-class proposal recruitment process. .
  • Collaborates with HR to position Creative as an employer of choice in the international development field by participating in industry job fairs.
  • Leads the development, enactment, and maintenance of proposal recruitment policies, procedures, tools, templates, and guidance to support efficient and effective proposal recruitment.
  • Collaborates and consults with Creative Human Resources on compliance on allowances, benefits, compensation, vetting, and other compliance documentation; and handover of proposal candidates for onboarding.
  • Collaborates with support units such as Contracts, Finance, Field Operations and others as needed to align proposal recruitment approaches and practices to, financial and compliance requirements.
  • Ensures high quality written recruitment deliverables and documents (such as CVs, staffing sections, position descriptions, etc.) to support competitive proposal submissions.
  • Mainstreams diversity, equity, and inclusion (DEI) principles into proposal recruiting.
  • Ensures Creative’s compliance with federal, state, and local laws, directives, and organization, USAID/client, and regulatory requirements regarding proposal recruitment.
  • Coordinates with HR to develop a recruitment outreach strategy to promote the Creative brand and network with potential candidates.

Qualifications

Required Skills & Qualifications:

  • To be considered for Director – Bachelor’s degree in International Relations, International Development, Human Resources, Management, or a related field and at least 15 years of relevant experience OR a Master’s degree in a related field and at least 12 years of relevant experience;
  • To be considered for Associate Director – Bachelor’s degree in International Relations, International Development, Human Resources, Management, or a related field and at least 12 years of relevant experience OR a Master’s degree in a related field and at least 10 years of relevant experience;
  • Demonstrated leadership in proposal recruitment with a government services and/or international development firm, with USAID and other donors as clients.
  • Demonstrated network and relationships in relevant technical and geographic communities for Creative.
  • Significant supervisory and team management experience.
  • Experience and interest in proposal recruiting and business development for USAID.
  • Able to manage a diverse group of individuals internationally while promoting DEI.
  • Able to achieve goals and align interests through cooperation and collaboration with other groups and cross-functional teams
  • Ability and willingness to work within strict deadlines, prioritize tasks, respond quickly to unexpected issues, organize large volumes of work and perform independently.
  • Dedication to working and traveling within the international development community; prior experience in international development is required.
  • Experience in compensation and benefits, benchmarking process, and knowledge of international benefits.
  • Hands-on expertise in employment position analysis, planning, sourcing, interviewing, negotiation and hiring; strong knowledge of EEO, USAID, DOS and other USG and other funder employment and compliance rules.
  • Technical software skills and experience with HRIS, preferably with iCIMS, LinkedIn, and/or other recruitment systems.
  • Fluency in a relevant language strongly preferred: Spanish, French, Arabic, Russian.
