Organizational context

The Islamic Republic of Iran is one of the ten largest refugee hosting countries in the world, having welcomed Afghans and Iraqis for more than four decades. There are an estimated 3-3.5 million Afghans living in Iran, including 780,000 refugees (Amayesh card-holders), some 2.1 million undocumented Afghans and another 600,000 and passport/visa-holders, along with some 20,000 Iraqi refugees. Following the Taliban takeover of Afghanistan, up to 300,000 Afghan asylum-seekers are said to have fled to Iran in 2021 alone in search of safety and international protection. UNHCR has stepped up its preparedness activities to strengthen its ability to deliver a timely response to any urgent humanitarian and protection needs in Iran as and when they occur.

UNHCR’s Iran operation is guided by the “Solutions Strategy for Afghan Refugees” (SSAR). This strategy, developed in 2012 by the Islamic Republics of Afghanistan, Pakistan and Iran, with the support of UNHCR, aims at ensuring the protection of Afghan refugees, and finding solutions for them. A Support Platform dedicated to achieving the SSAR objectives was launched on 16 December 2019 as part of the first Global Refugee Forum. The Support Platform aims to reinforce the priorities of the SSAR and mobilize additional resources to promote and realize its three pillars – voluntary repatriation, sustainable reintegration, and assistance to host countries – while seeking to address the remaining gaps through reinvigorated, sustained and coherent humanitarian and development investments. As of late 2020, 12 states and international organizations have become members of the Core Group of the Support Platform. In July 2020, UNHCR and the three governments launched a portfolio of projects as part of the SSAR Support Platform, outlining key areas of focus and support needs for two years (2020-21).
