BACKGROUND These positions are located in regional offices, country offices or ADMINISTRATIVE: section/field offices. The incumbents generally report to one or

a Program Policy Officer or the Head of the field office in question.

At this level, incumbents of the relevant jobs assume responsibility for technical work, such as planning, implementing and coordinating activities requiring in-depth knowledge of the program or project context and issues as well as the ability to apply various guidelines/practices. They independently manage a wide range of specialized program or policy support activities and may be required to carry out analytical work. The work carried out generally has a strong impact on other parts of the programs. Incumbents of these jobs demonstrate initiative in identifying and resolving all kinds of problems, and handle unforeseen situations effectively. They can act as coordinators in the area of ​​vulnerability assessment and analysis. They set goals, resolve miscellaneous issues and unforeseen problems, and supervise and coach a team of support staff in the area of ​​responsibility.

OBJECTIVES ATTACHED TO THE POSITION:

Ensure effective coordination and provide specialized support across a full range of policy and program activities that effectively meet assistance needs.

MAIN DUTIES AND RESPONSIBILITIES (indicative and non-exhaustive list):

  1. Provide specialized expertise and contribute to the development of activities, plans and procedures in the technical area under consideration, ensuring that they fit within broader program policies and guidelines.
  2. Ensure efficient coordination and provide specialized support in project management within the framework of various programs, to ensure that the various activities are carried out in compliance with the set objectives and in application of WFP policies and procedures.
  3. Within the area of ​​responsibility, develop in-depth reports and substantive analyzes (for example, on food assistance needs, resource use, program status, or performance) and make recommendations to line managers to ensure that documents produced comply with WFP standards and quality control.
  4. Lead and ensure accurate and timely recording of data relevant to the technical area (e.g. assistance programs and food security and vulnerability assessments) and ensure consistency of information presented to stakeholders.
  5. Coordinate and liaise with colleagues on various complex issues to support effective collaboration, implementation and monitoring of ongoing project activities.
  6. Promote exchanges and help establish partnerships with partners, organizations, non-governmental organizations and public establishments present locally, in order to conduct precise analyzes of food security and guarantee the efficiency of food assistance.
  7. Assist in building the capacity of WFP staff, cooperating partners and national governments in the technical area under consideration.
  8. Play a relay role for the resolution of complex questions on all subjects concerning the area of ​​responsibility considered.
  9. Manage a team of support staff, providing advice and guidance and providing training, to ensure that individual and collective objectives are achieved in accordance with agreed standards and deadlines.
  10. Apply standard emergency preparedness practices to verify that WFP is able to respond quickly and deploy necessary resources to affected areas at the onset of crises.

MINIMUM LEVEL OF STUDY REQUIRED:

Education: Completion of secondary education. Certificate of post-secondary studies in the functional field considered.
