CHAI is seeking a highly motivated and flexible individual to serve as a Case Management Associate on the malaria team to support the intensification of malaria elimination in Cambodia. The Associate will be responsible for supporting CNM to ensure high quality and effective case management (diagnosis and treatment) services including P. vivax radical cure provided by the Village Malaria Workers (VMWs), Mobile Malaria Workers (MMWs) and health facilities. The role requires high levels of coordination with CNM, the World Health Organization (WHO), other malaria implementing partners, and the CHAI Cambodia team.

The position reports to the Senior Program Manager and will work out of CHAI Cambodia’s office and CNM’s central office, both based in Phnom Penh. The position requires in-country travel to subnational geographies approximately 25% of the time. Occasional regional travel for meetings and/or conferences may be required.

Responsibilities

  • Act as the focal point for CHAI’s malaria case management and VWM/MMW support to CNM; establish strong relationships with the CNM Case Management and VMW Units and support them daily to strengthen malaria elimination strategies;
  • Provide technical assistance to CNM to adopt and implement policies to improve effective case management, such as monitoring the implementation of the updated National Malaria Diagnosis and Treatment Guidelines (NTG), implementing integrated Drug Efficacy Surveillance (iDES) to monitor the efficacy of falciparum and P. vivax treatment regimens, implementing enhanced P. vivax treatment regimens and referral incentives to increase radical cure coverage nationwide and reviewing and analyzing monthly data to propose evidence-based intervention;
  • Coordinate with multiple stakeholders, including CNM, WHO, Civil Society Organizations (CSOs), and partners to monitor and evaluate implementation of case management strategies in line with NTGs; support CNM to consolidate, analyze and review data to inform decision-making through regular data review meetings;
  • Support CNM to conduct case management trainings through the development of training materials, SOPs and job-aids, ensuring that technical content is understandable and appropriately targeted to the audience;
  • Work with CNM and other government institutions to define strategies for the Community Health Worker (CHW) integration, including providing continued support to piloting of VMW integration models and updating the VMW integration roadmap accordingly;
  • Assist CNM Case Management and VMW Units to prioritize and plan for the implementation of key case management activities against previously approved funding agreements and national plans;
  • Support the monitoring and evaluation of case management activities, including through planning and participating in field supervision visits and summary report writing
  • Support CNM to develop abstracts for international symposiums/conferences;
  • Support CNM with the development of future grant applications to key donors, ensuring inclusion of appropriate case management interventions;
  • Effectively lead coordination with PATH/MMV, APMEN and other international partners, to share lessons learned and bring international best practices to Cambodia;
  • Perform other tasks as part of CHAI support to CNM as requested by the line manager.

Qualifications

  • Bachelor’s degree in public policy, public health, health economics/management or related field;
  • 2-3 years of professional experience in the private or public sector with increasing levels of responsibility and leadership in management consulting or other relevant fields;
  • Exceptional problem-solving skills and quantitative and qualitative analytical capabilities;
  • Strong interpersonal skills and ability to build relationships; navigate complex government processes and influence decision-making in a professional and collaborative manner;
  • Ability to work closely within a team and contribute proactively to the team goals
  • Ability to work effectively in a high-pressure, unstructured environment and handle multiple tasks simultaneously;
  • Strong interpersonal and communication skills (written and oral communication in English) and ability to build and nurture relationships in challenging and multicultural environments
  • Exceptional communication skills, including the ability to create compelling, logical presentations, using PowerPoint, Word, and other tools.
