UNHCR, the UN Refugee Agency, is offering a Temporary Appointment within the UNHCR operation in Ecuador in the Country Office Quito.

Organisational context

The position is created in order to assist the project of UNHCR and KOICA on Sustainable Integration and Protection for refugees and people in need of international protection as well as host communities. In Ecuador, the National Government and UNHCR agree on the need to move from a humanitarian and emergency response to a comprehensive response that strengthens opportunities for socio-economic integration of persons in need of international protection among the local population and counters the increase of xenophobia and discrimination. UNHCR’s proposal to KOICA is structured around three main results:

  • Provision of wellbeing and basic needs, with a focus on 1) the provision of initial assistance in the form of cash-based interventions (CBI) to ensure that persons of concern are provided with material assistance that facilitate their economic and social inclusion. 2) the prevention of health care in the COVID-19 context through the delivery of community health prevention services, and the provision of hygiene kits to people of concern persons of concern
  • Promotion of community engagement among refugees and host communities, with a focus on 1) prevention of xenophobia and discrimination in schools where xenophobia and bullying have resulted in dropouts; 2) implementation of community-based protection projects which empower communities and strengthen their capacity to integrate people in need of international protection; 3) Skills training, seed capital or employment opportunities to jump-start an economic activity, financial education, and access to savings and financial inclusion
  • Access to legal protection, with a focus on 1) strengthening the efficiency of the national RSD system; 2) ensure persons of concern can access free legal assistance

The position

The incumbent of Associate Programme Officer position will lead the programmatic management of the project and will ensure that results are achieved within the available time and budget. He/she will be responsible and accountable for monitoring, reporting, follow-up on project deadlines and commitments, and management of project documentation. He/she will lead the coordination of the KOICA funded project, informing on relevant issues, responding to logistic and administrative requirements when needed. He /she is expected to perform other related duties required to achieve UNHCR’s targets and goals.

Duties and responsibilities

Among main duties, he/she will:

  • Ensure consistent implementation of KOICA funded project activities.
  • Take the lead on programmatic aspects and monitoring tasks with corresponding priorities considering UNHCR priorities, the new Results Based Management, evolving requirements, programming approaches and gaps.
  • Draft analysis and monitoring documents, indicators, and periodic reports, ensuring quality assurance and compliance with established timing, policies, guidelines, procedures, and standards.
  • Be responsible for attending KOICA’s requirements with regards to proposal technical aspects, follow up meetings, visibility, and communication actions, and so on.
  • Perform other duties as required.

Essential minimum qualifications and professional experience required

The ideal candidate will have:

  • 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1-year relevant experience with Doctorate degree.
  • Fields of Education: Economics, Business Administration, Social Sciences, or other relevant field.
  • Demonstrated experience in programme management including familiarization with the Operations Management Cycle (OMC) and sound knowledge of Results Based-Management. Demonstrated experience in field operations, sound knowledge on the centrality of protection in programming, Joint Needs Assessments and the principles of targeting.
  • Excellent computer skills, in particular in MS Office applications.
  • Excellent communication skills.
  • Fluency in English, Spanish and Korean.
  • Desired qualifications and competencies
  • Certificates and/or licenses: Programme Management and Certification Programme in Programme Management (CP-PM) are desirable
  • Experience in coordination within an inter-agency context and other actors, in a refugee or humanitarian context. Sound experience in program management training and capacity building activities.

Location

The successful candidate will be based in UNHCR Country Office Quito, Ecuador.

Conditions

The Temporary Appointment is for a period of up to ten months with possibility of extension and the start date is as soon as possible. It is a full-time role with working hours starting from 08:30 am to 17:30 pm Monday to Friday (40 hours per week).
