WFP’S MANDATE AND INTERVENTIONS IN MADAGASCAR

In Madagascar, WFP supports the government’s efforts through an assistance strategy aimed at responding to the humanitarian emergency, strengthening the resilience of communities and supporting sustainable development efforts. In collaboration with state institutions, non-governmental organizations (NGOs) and partners of the United Nations system, the WFP organizes monetary or in-kind transfers to meet the food needs of families affected by climatic hazards, provides school meals which promote access to education for girls and boys, supports the prevention and treatment of malnutrition, provides technical and financial support to groups of small agricultural producers to improve their production and their access to the market.

WFP also provides air transport service, providing humanitarian and development actors with safe, reliable and economical transport to other regions of Madagascar.

ORGANIZATIONAL CONTEXT

Positions are to be filled in country offices or field offices. The incumbents report to the head of the unit, the Head of the department or the Administration Officer, or his or her deputy.

Holders at this level are expected to demonstrate responsibility and initiative to answer questions independently when they only have general guidance. They must use judgment to manage the unexpected on a daily basis. Holders of these jobs have the know-how and knowledge to adapt systems and procedures or contribute to their development to continually improve the level of support provided. They are expected to manage resources and support and coordinate a team of support staff.

DESCRIPTION OF TASKS

1. Verify the material and human resource requirements in one or more areas of responsibility considered (WFP facilities, equipment, light vehicle fleet, etc.) via the equipment management software and help determine new needs and resources financial, in collaboration with budget managers, in order to enable the execution of operations and services in an efficient and economically rational manner.

2. Ensure the provision of services such as facilities management, travel administration, compliance with protocols (visa, employment authorization, etc.) taking into account the law of the host country and the guidance of the Ministry of Foreign Affairs (MAE) and the management of light vehicles through the various internal PAM tools and communicate anomalies to the line manager if necessary to ensure consistent services in a timely manner, in order to offer a healthy and pleasant working environment for WFP staff.

3. Assist in the production of various data exported from the various management tools used by WFP and prepare and write reports, in order to contribute to the communication of accurate information for informed and informed decision-making. 39;support effective and timely management of WFP resources.

4. Contribute to the planning, monitoring and application of administrative measures concerning, for example, purchasing, finance or human resources, including contracts concluded with external suppliers, in order to ensure compliance. ensure that all data is recorded and processed accurately and timely in WFP’s internal systems and that operational issues are responded to where appropriate.

5. Adapt and update administrative procedures and support the implementation of operating methods, in order to contribute to the continuous improvement of administrative services in the area of ​​responsibility considered and to facilitate internal control.

6. Initiate the request for payment of invoices upon receipt of goods and services provided within the areas of responsibility considered, follow up.

7. Answer various questions relating to the provision of administrative services to help resolve day-to-day issues.

8. Coordinate the activities of a team working in the area under consideration to ensure that individual and collective objectives are achieved in accordance with applicable rules, policies, procedures and performance plans. Establish a common monitoring system to ensure visibility of the progress of each team member’s activities and allow members to be aware of current activities to facilitate backups.

9. Provide technical training on the various aspects of administration (travel and protocol, fleet management, asset management, etc.) and communicate guidance to staff members to help them interpret procedures, policies and administrative operations and to use internal systems, in order to guarantee the consistency and efficiency of the services provided regardless of who benefits from them.

10. Carry out other tasks following possible requests related directly or indirectly to the activities of the administration.

QUALIFICATIONS AND EXPERIENCE REQUIRED

Education: Have at least a secondary school diploma preferably supplemented by technical or university training related to the administration’s areas of intervention

Experience :

  • Have at least six (6) years of relevant professional experience in one or more areas of administration activity (travel management, vehicle management, equipment management, etc.), including at least one year ( 01) within an agency of the United Nations System.
  • Have good teamwork skills in a multicultural environment.
  • Have good knowledge of common IT software (Word, Excel, SAP software, management software specific to administration such as WeTravel, Humanitarian Booking, FMS, etc.)
