MISSIONS:
Mali, with its 1,241,238 square kilometers, is the largest state in West Africa after Niger. The country shares borders with Mauritania, Algeria, Niger, Burkina Faso, Ivory Coast, Guinea and Senegal.
An operational strategy was validated in September 2021 for the Mali program giving the main areas of intervention for the next 4 years. This strategy aimed to consolidate HI’s actions as a development actor and to strengthen HI’s role as a humanitarian actor in areas affected by the humanitarian crisis in the country.
HI’s action in Mali to date has therefore been based on the following axes:
– Response to basic needs, economic recovery and economic inclusion
– Promotion of Inclusive Education through community mobilization/awareness and advocacy, accessibility of school structures, capacity building of school staff
– Reduction of armed violence and protection against abuse and violence of people affected by conflict and forced displacement
– Health and rehabilitation
– Support services logistics to humanitarian operators via the establishment of an air transport, storage and pre-transportation service.
However, the deterioration of the humanitarian and security context in Mali since 2022 has led to a significant increase in humanitarian needs, effectively redirecting donor funds towards more emergency interventions. Thus the HI Mali at the dawn of 2024 program leads a majority of humanitarian and resilience projects.
The project under the responsibility of the project manager will make it possible to continue the provision of shared road and river transport services from Bamako in favor of humanitarian actors in Mali.
Under the responsibility of the Operational Manager, the Project Manager contributes within his or her country to the implementation of the mandate and operational strategy of Humanity & Inclusion. He/she is responsible for project management and ensures the application of donor procedures and rules as well as the standards of the monitoring and evaluation policy (PSE) of Humanity & Inclusion projects. He/she manages the operational team of the project by providing the necessary support and guidance. The project manager works in close collaboration with the support services departments (Security, Finance, Human Resources, Logistics) to ensure effective and efficient management of the resources allocated for the execution of the project.
Le projet sous la responsabilité du/de la chef(fe) de projet permettra de poursuivre la fourniture de services mutualisés de transport routier et fluvial à partir de Bamako en faveur des acteurs humanitaires au Mali. Une forte appétence à la coordination avec les différents acteurs humanitaires bénéficiaires de la plateforme logistique est très important (ONG locale, ONG Internationales, forum de coordination tel que le Cluster Log) mais aussi avec les acteurs facilitant la coordination (les ministères liés à l’accès humanitaire entre autres). D’autre part, à travers cette nouvelle phase, il sera question de prolonger l’activité transport dans un environnement sécuritaire très volatile, de renforcer et continuer à mettre en place un système de stockage adapté à la chaine du froid, d’ouvrir un nouvel entrepôt ainsi que de mettre en place un système de recouvrement partiel des coûts de stockage.
Dans le cadre de vos missions, vous serez amené à manager une équipe afin de gérer les projets qui vous seront confiés, tout en leur fixant des objectifs. Pour cela, vous gérerez les recrutements, vous vous coordonnerez avec les autres services supports.
Grâce à votre expertise technique, vous vous assurez que les standards définis par HI sont respectés sur le terrain. Vous êtes en charge de la qualité technique et de la pertinence des activités de projet mises en œuvre dans son périmètre d’expertise.
Vous accompagnez vos équipes dans leur montée en compétences.
Vous serez également en charge d’assurer une excellente coordination interne/externe entre les différents acteurs du projet, à savoir les acteurs humanitaires, les clusters et les autorités locales et ministères.
Vous serez également amené à contribuer à la stratégie opérationnelle et à la rédaction de nouvelles propositions si besoin.
SPECIFICITES :
– Isolement et conditions de vie : Le poste étant basé en capitale, la vie y est relativement agréable : Bamako est une capitale de taille importante pour la sous-région, assez agréable et présentant beaucoup de facilités même si certaines sont soumises à restriction du fait du plan et règles sécurité.
– Sécurité : La sécurité est en général bonne à Bamako mais n’exclut en aucun cas le respect des règles de prudence. Une attention particulière dans les régions du Nord (si possibilité de s’y rendre) est attendue. La sécurité sanitaire est correcte (médecins et paramédicaux de bon niveau, quelques structures de prise en charge mais la prise en charge en réelle urgence serait problématique).
– Déplacements : Déplacements limités à prévoir sur les sites d’intervention des projets (Mopti, Tombouctou, Gao) avec certaines limitations dans le nord du pays en fonction des règles de sécurité en vigueur.
– Climat : très chaud (+40°C), saison des pluies courte.
PROFIL :
• You have at least 2 years of experience in logistics project management, in the private or humanitarian sector. You also had to manage teams. You also know how to coordinate projects involving internal and external stakeholders.
• You master written institutional communication. You know how to communicate clearly and concisely and adapt according to your interlocutor.
• You know how to work in a team (exchange, give and receive constructive feedback)
• You show empathy and you know how to adapt according to the context (geographic, sociological, etc.)

• International contract for 12 months starting ideally from 03/15/2024

• Salary: from €2,448 gross/month depending on professional experience
• Per diem: €571 net/month – paid in local currency in the field
• Hardship: €250 net/month
• Leave paid: 25 days per year; R&R Level 2: 5 days every 3 months => + possible transport/package cover.
