General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Themain objective of this role is to provide leadership to a team of Bakeries Programme Team Members and support them in the attainment of their outputs. The role will also provide upward support to the Deputy Programme Manager and play an integral part in the overall achievement of department results. Based both in GOAL’s offices and in the field, the Team Leader – Bakeries position will report to the Deputy & Programme Manager of the bakeries programme.

Duties, objectives and competencies

The post holder will be responsible for the following duties in relation to distributions:

  • Provide leadership and line management to the assigned members of the bakeries programme, ensuring the completion of daily and weekly tasks, and the attainment of programme objectives.
  • Develop and maintain strong working relationship with the Relief Committees in assigned villages. At a minimum contact should be maintained twice a week.
  • Assist the programme manager with planning the daily and weekly work schedule for the team and bakeries production.
  • Ensure for all stages of distributions and monitoring documents are filled in, signed by programme manager, filed, and entered in the database on a daily basis.
  • Provide the distribution program manager with a daily update at the end of each day on the following:
  • Security situation in the GOAL villages and neighbouring villages
  • Programme progress made during that day compared to the plan
  • Any difficulties encountered and how they were overcome
  • Community of relief committee complaints
  • Documentation uploaded onto the database.
  • Assume responsibility for all administrative procedure relating to the logistics of team movement.
  • Flexibility regarding working long hours especially early working hours at the indicated job works will be started at 6:30 Or 7:00 AM morning.
  • Meet on a weekly basis with the GOAL logistics/ administration team members to reconcile program distribution records to the stock records. This will be done by comparing dispatch dockets, daily distribution summaries and stock (Bakeries needs) records.
  • Develop team strengths and improve weaknesses
  • Responsible for attending the monitoring process at the bakery in case one of the team members absent for any reason.
  • Carry out a field visit on a daily basis in the coverage areas of the bakery the team member responsible about and provide its report to ensure:
  • Quality bread
  • Vendors/distributors commitment to the subsidized price
  • Beneficiaries service
  • The sufficiency of bread quantities according to area needs
  • Other NGOs bread activities in the area
  • Responsible for carrying out a field visit on a daily basis to assigned bakeries and provide its report to bakery manager.
  • Responsible for all its team members daily performance, their working hours and the validity of the data provided by them which include and not limited to,
  • Daily production,
  • Quantity of bread distributed,
  • Bread Quality
  • Flour daily inventory
  • Bakeries commitment to GOAL contract
  • TMs filed visits plan …etc.

Requirements (essential)

  1. At least 3rd year university student
  2. Previous experience working with NGOs for 2 years.
  3. At least one year experience in Bakeries in NGOs.
  4. Flexibility regarding working long hours
  5. Detail oriented and strong clerical skills
  6. Computer skills (MS Word and Excel) + a knowledge of mobile data collection tools.
  7. Good communication skills (written, spoken), demonstrable writing skills in English will be prioritised.
  8. Prepared for working in an insecure environment.

You may be expected to work in accordance with the organization’s overtime policies.

The nature of your role will require you to travel within the area that your team covers. However, from time to time you may be expected to travel outside that area as the job role requires.

  • Experience of working in the bakery field.
