Bakeries Technical Team leader-IDLEB or AZAZ -Syria At GOAL

General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labour. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.

Job purpose:

The main objective of this role is to provide consultation and advice to the team of Bakeries Programme and support them in the attainment of their outputs. The role will also provide upward support to the Deputy Programme Manager and play an integral part in the overall achievement of department results. Based both in GOAL’s offices and in the field, the technical team leader – Bakeries position will report to the Deputy & Programme Manager of the bakeries programme.

Duties, objectives, and competencies

The post holder will be responsible for the following duties in relation to distributions:

  1. Create and develop performance report, delivery method, scope of work, and general duties records of bakeries production.
  2. Assist the bakeries production capacity
  3. Conduct a training for bakeries owner about bakeries items maintenance.
  4. Provide advice and consultation to the bakery’s owner and team members
  5. Quality assurance.
  6. Supervise activities between internal and external resources, and facilitate smooth workflow for service delivery
  7. Be up to date with current field practices to enhance service standards and delivery
  8. Training and mentorship to team members of bakeries staff
  9. Establish and update a map on monthly basis of all bread production facilities and other similar intervention in bakery program areas.
  10. Development of tools related to bakery production and the best methods for its work mechanism, in line with the program framework.
  11. Carry out a daily field visit to the supported bakeries to ensure the effectiveness of production machines and follow with team member tasks.
  12. Remain knowledgeable of current technology and carry out research to identify new trends that can be used to achieve maximum results.

Requirements (essential)

  • University/ institution degree of mechanical engineering or agriculture or any related field.
  • Experience of working in Syria
  • 4 years + work experience in the industry of bakeries.
  • Flexibility regarding working long hours especially early working hours at the indicated job works will be started at 6:00 AM morning.
  • Detail oriented and strong clerical skills
  • Computer skills (MS Word and Excel)
  • Good communication skills (written, spoken), demonstrable writing skills in English and Arabic
  • Willingness to live and work in Idleb District, and availability to travel for up to 80% of the time, work and stay overnight in programme areas such as Afrin and Azaz.
  • Prepared for working in an insecure environment .

You may be expected to work in accordance with the organization’s overtime policies.

The nature of your role will require you to travel within the area that your team covers. However, from time to time you may be expected to travel outside that area as the job role requires. Taking into consideration that the working period within the week will be from Saturday to Thursday and only Friday will be a day-off.
